City beautification efforts through the enforcement of blight and roadway regulations have led to a noticeable improvement of our City’s streets.

Priority Oriented Policing (P.O.P.) and Code Enforcement efforts resulted in over 8,918 citations and the removal of 629 abandoned vehicles from our roadways.

Community Policing continues to be the foundation of our public safety goals.

The SPPD Community and Business Outreach Unit is designed to foster continued collaboration between our Police Department and our San Pablo community. Ongoing partnerships with San Pablo EDC and business entities have forged a path in revitalizing public safety and development within our major business districts.

Throughout the year, the San Pablo Police Department held and participated in many community outreach events. These events include Coffee with a Cop, Community Police Academy, CERT training, LISTOS training, Fiestas Patrias Parade & Community Event, National Night Out, Trunk or Treat, Christmas in the Park, Winter Wonderland, Neighborhood and Business Watch meetings, and continued efforts through the Department’s G.R.E.A.T. program.

The San Pablo Police Department’s Crisis Response Team (C.R.T.) focuses on assisting individuals in crisis, including those experiencing homelessness or mental health issues. This year, CRT distributed 50 care packages and, through partnerships with county programs like CORE and A3, made 326 crisis resource referrals. These efforts contributed to a 30% reduction in homelessness within the city.

The Tobacco Unit continued its commitment to promoting a tobacco-safe San Pablo through education, outreach, and enforcement. Unit members informed the community about the risks of tobacco use and conducted 84 retail inspections, which led to 7 citations. Their ongoing efforts also contributed to an 85% compliance rate with the City’s multi-unit rental smoking ordinance (SPMC 8.36.045).

The Police Department remains committed to traffic safety through grant- funded operations, public awareness campaigns, and officer training.

SPPD officers carried out 29 targeted enforcement operations focused on addressing hazardous driving behaviors. These efforts included DUI saturation patrols, primary collision factor enforcement, distracted driving crackdowns, bicycle and pedestrian safety operations, and traffic safety presentations.

The Police Department was also awarded a grant from the California Alcohol Beverage Control to reduce alcohol access to minors and ensure alcohol establishments operate within regulations.

UNIFORMED PATROL

NOTABLE CA SES
On February 2, 2026, San Pablo Police officers responded to a report of a vehicle theft in progress in the 2100 block of Market Avenue. Upon arrival, officers observed two suspects actively attempting to steal a Dodge Charger. The suspects fled the scene in a separate vehicle, prompting a pursuit through San Pablo, Richmond, and along Interstate 580.

The pursuit concluded in Richmond when both suspects abandoned their vehicle and attempted to flee on foot. Officers quickly apprehended both individuals without incident.

A subsequent search of the suspects’ vehicle resulted in the recovery of an electronic vehicle theft device and stolen license plates. Investigators also linked the vehicle to a separate reckless driving incident that occurred near Richmond High School earlier in the month.

Officers contacted the owner of the Dodge Charger, who requested prosecution. An inspection of the vehicle revealed a reprogrammable key fob believed to have been used in the attempted theft. The investigation highlights the Department’s proactive efforts to combat vehicle theft and hold offenders accountable, helping to enhance public safety throughout the community.

STOLEN VEHICLE ATTEMPT FEBRUARY 2026
On March 31, 2026, officers responded to a report of a commercial burglary in progress at a local business.

Upon arrival, officers discovered a shattered front window and conducted a thorough search of the premises to ensure no suspects remained inside.

Officers then canvassed the surrounding area and located an individual matching the suspect description provided by witnesses. The suspect was recognized from prior burglary investigations, and a records check revealed an outstanding burglary warrant. The suspect was taken into custody without incident.

During the investigation, officers recovered property that was later confirmed to belong to the business.

A witness positively identified the suspect during an in-field identification procedure. The business owner also provided surveillance footage showing the suspect unlawfully entering the business and stealing items.

The evidence collected resulted in the suspect being arrested and booked on burglary-related charges.

COMMERCIAL BURGLARY MARCH 2026
In March 2026, officers investigated a series of commercial burglaries targeting multiple storage units at a local storage facility. The investigation began when patrol officers responded to the scene and identified individuals in possession of stolen identification and financial records, leading to additional investigative efforts.

Working collaboratively across multiple patrol teams, officers collected and analyzed surveillance footage, identified suspect vehicles, and utilized the Department’s public safety technology. These efforts enabled officers to track vehicle movements, establish patterns of activity, and identify those responsible for the crimes.

Over the following weeks, officers conducted targeted enforcement actions and developed sufficient evidence to identify the suspects involved. The investigation ultimately resulted in the issuance of six Ramey warrants and the arrest of five individuals connected to the burglaries. This case highlights the Department’s commitment to utilizing public safety technology, regional partnerships, and proactive investigative strategies to solve property crimes and hold offenders accountable.

MAJOR CASE(S) HIGHLIGHTS
On February 6, 2026, San Pablo Police officers responded to multiple ShotSpotter activations and reports of a shooting in the 14700 block of San Pablo Avenue. Officers located a victim suffering from a gunshot wound, who later succumbed to his injuries despite lifesaving efforts. Detectives immediately launched a homicide investigation, processing the crime scene, interviewing witnesses, and utilizing surveillance footage and Department technology to identify the suspect and locate the suspect vehicle. Through coordinated investigative efforts, detectives tracked the suspect across multiple jurisdictions, ultimately leading to the suspect surrendering to law enforcement the following day. Additional search warrants and interviews with witnesses and involved individuals established that the homicide stemmed from an earlier dispute that escalated into an exchange of gunfire.

HOMICIDE INVESTIGATION FEB 6, 2026
On May 13, 2026, San Pablo Police officers responded to an armed robbery in the 13500 block of San Pablo Avenue involving a Facebook Marketplace transaction. During the meeting, the suspect displayed what appeared to be a firearm, stole the victim’s gold chain, and fled on foot. Detectives quickly identified a suspect through surveillance footage and vehicle information, leading to a residence in Lake County. Working with the Lake County Sheriff’s Office, detectives obtained search and arrest warrants, resulting in the suspect’s arrest and the recovery of key evidence, including clothing worn during the robbery and a replica firearm. Detectives later identified a second suspect. With SWAT’s assistance, investigators served search and arrest warrants at a Richmond residence, where the second suspect was taken into custody. Evidence recovered there further linked the suspect to the robbery.

Both suspects were booked into county jail.

ROBBERY INVESTIGATION MAY 13, 2026
On December 29, 2025, San Pablo Police officers responded to a fatal shooting in the 1400 block of Rumrill Boulevard after receiving multiple 911 calls and a ShotSpotter alert detecting 24 rounds fired. Detectives launched an extensive homicide investigation, utilizing witness interviews and surveillance video to identify those responsible. On March 12, 2026, with the assistance of regional SWAT teams and allied law enforcement agencies, investigators served five search warrants, arrested four suspects, and connected a fifth suspect already in custody to the case. The operation resulted in the recovery of multiple firearms, ammunition, and other evidence, leading to all five suspects being booked into county jail on homicide-related charges.

HOMICIDE INVESTIGATION DEC 2025 – MAR 2026

The Crisis Response T eam collaborated with Contra Costa Health, CORE, the Contra Costa County Fire Protection District, and Caltrans to address a large homeless encampment located in the 3300 block of San Pablo Dam Road, commonly referred to as “Windy Flats. ” This complex, multi- agency project was conducted over a six-month period and resulted in the successful abatement of approximately 30 individual encampments.

Throughout the operation, outreach teams contacted more than 30 individuals experiencing homelessness and connected them with available resources, supportive services, and housing placement opportunities. The encampment had generated significant quality-of-life concerns for nearby residents and posed ongoing challenges for surrounding businesses.

Given the scale of the encampment and the number of stakeholders involved, the project required extensive planning, coordination, and sustained collaboration among partner agencies. Through these collective efforts, the abatement was completed successfully while prioritizing outreach and support for those affected. Grant funding played a key role in supporting outreach activities, service coordination, and housing placement assistance throughout the duration of the project.

CRISIS RESPONSE TEAM (CRT)
CRT COMPASSIONATE RESPONSE · APRIL 2026
In April 2026, patrol officers responded to a local motel and contacted an individual experiencing a severe mental health crisis. The individual had self-inflicted injuries to the neck and wrists and was provided with immediate medical attention.

The Mental Health Evaluation Team (MHET) responded and
successfully established rapport with the individual, who was determined to be an out-of-state resident in need of immediate support and resources. MHET assisted with recovering the individual’s personal belongings, securing necessary medications for the return trip home, and coordinating connections to mental health services in the individual’s home community. Through a compassionate and coordinated response, officers and MHET helped ensure the individual’s immediate safety and access to ongoing care and support.

Focus: Reduce youth access to tobacco
and ensure retail compliance.

The Crisis Response Team is comprised
of specially trained officers who seek
to build relationships with individuals
within our community who are impacted
or experiencing a behavioral health crisis

18 BUSINESS WATCH PROGRAM
The mission of the Business Watch Program is to promote a safe, secure, and thriving business community through strong partnerships between local businesses and the San Pablo Police Department. By fostering proactive communication, providing crime prevention education, and encouraging collaborative problem-solving, the program seeks to reduce crime, enhance public safety, and create an environment where businesses can prosper. Together, business owners, employees, and law enforcement form a united partnership dedicated to protecting and strengthening San Pablo’s local economy.

The San Pablo Police Department has focused its Business Watch initiatives within the San Pablo Dam Road corridor and the 23rd Street commercial districts: two of the city’s primary business centers. Recognizing the value of strong police-business partnerships, Department personnel regularly engage with business owners through face-to-face meetings and ongoing outreach efforts. These interactions provide opportunities to identify concerns, share information, and develop collaborative solutions aimed at improving public safety, reducing criminal activity, and enhancing the overall quality of life within these commercial areas. These continued efforts reflect the department’s commitment to proactive, community-oriented policing and its dedication to building trust and lasting partnerships with San Pablo’s business community.

A heartfelt thank you to the San Pablo businesses that showed their support during National Police Week. Your generosity and partnership are deeply appreciated.

19 In 2021, the City of San Pablo began construction of a new 42,000-square- foot Police Headquarters designed to meet the growing needs of the San Pablo Police Department and the community it serves. Located at 1050 Gateway Avenue, directly across from City Hall, the facility will support the department’s continued growth and provide a modern, state-of-the- art training center while also serving as a regional training resource for neighboring law enforcement agencies.

The San Pablo Police Department is committed to progressive community policing strategies and leveraging technology to enhance public safety. The new headquarters reflects that commitment by incorporating advanced technology, improved operational capabilities, and dedicated spaces that strengthen partnerships with the community. The facility will include an Emergency Operations Center to enhance the City’s preparedness and response during critical incidents and disasters, a community room to host meetings, educational programs, and public engagement events, and upgraded technology systems that will improve service delivery, communication, and efficiency for residents.

As the project nears completion, with occupancy anticipated in the fall of 2026, the new Police Headquarters will serve as a lasting investment in public safety, community engagement, and the overall quality of life for the residents and businesses of San Pablo.

OFFICER WELLNESS

WELLNESS PROGRAM
Promoting overall health,
enhancing resilience, and
supporting long-term wellness.

The San Pablo Police Department recognizes
that the health and wellness of its employees are
essential to maintaining a professional, resilient, and effective workforce. Law enforcement personnel
routinely encounter high-stress situations that can
impact their physical, emotional, and psychological
well-being. To support employees in meeting
these challenges, the Department has developed
a comprehensive Wellness Program focused on
promoting overall health, enhancing resilience, and
providing access to resources that support long-
term wellness.

A key component of the Wellness Program is access
to confidential psychological services. Employees
have opportunities to engage with licensed mental
health professionals who provide counseling, crisis
intervention, stress management support, and
wellness education. These services help employees
develop healthy coping strategies, address the
cumulative effects of critical incidents, and maintain
emotional well-being throughout their careers.

The Department also places a strong emphasis on
physical fitness as a cornerstone of officer wellness.

Employees are encouraged to participate in
structured workout programs and fitness initiatives
designed to improve strength, cardiovascular health,
mobility, and overall physical readiness. By promoting
regular exercise and healthy lifestyle habits, the
Department helps employees reduce injury risks,
improve performance, and better manage the
physical demands of law enforcement.

To further support employee health, the Wellness
Program incorporates modern wearable technology
that allows participants to monitor physiological
indicators such as heart rate, recovery levels, stress
responses, sleep quality, and overall readiness. These
tools provide employees with valuable insights into
how their bodies respond to occupational stress and
help them make informed decisions about recovery,
exercise, and wellness practices.

In addition, employees have access to wellness
software platforms that assist with nutrition,
sleep optimization, physical activity tracking, and
overall health management. These resources
provide personalized guidance and actionable
recommendations that encourage healthier habits
both on and off duty. By integrating technology,
education, and professional support services, the
Department’s Wellness Program promotes a culture
of wellness that enhances employee performance,
reduces burnout, and strengthens the Department’s
ability to serve the community effectively.
21 CRISIS RESPONSE UNIT
NOTE: The Crisis Response Unit (CRU), SWAT and HNT, is distinct from the Crisis Response Team (CRT), the P.O.P. Division’s outreach team featured on page 17.

The San Pablo Police Department Crisis Response
Unit (CRU) is a specialized, highly trained division
comprised of the department’s SWAT and Hostage
Negotiation Team (HNT) operators. Its primary
mission is to respond to the most critical and
potentially dangerous incidents, using advanced
training and progressive de-escalation tactics.

Members of the CRU are trained in both tactical
operations and negotiation skills, ensuring they’re
prepared to resolve high-risk situations with a
focus on safety and minimizing harm.

Beyond emergency responses, the unit actively
engages with the community by demonstrating
their tools and equipment at various public events,
helping to foster transparency and trust between
the department and local residents.

OFFICER: PABLO!

AN AMBASSADOR

FOR THE SAN PABLO

POLICE DEPARTMENT
Officer Pablo, the San Pablo Police Department’s
beloved mascot, has become a familiar and
welcoming face throughout the community since
arriving in San Pablo in 2018 from Ontario, Canada.

Whether visiting schools, attending community
events, or participating in local parades, Officer
Pablo’s friendly personality and signature police
uniform help create positive interactions with
residents of all ages. Children especially enjoy
meeting him, making him an effective ambassador
for teaching important messages about safety,
kindness, and respect.

OFFICER PABLO
High-Fives, Hugs & Heroism
More than just a mascot, Officer Pablo reflects
the department’s commitment to community-
first policing by fostering trust and strengthening
relationships between officers and the people they
serve. His presence at events such as National
Night Out, school assemblies, and neighborhood
celebrations continues to promote meaningful
engagement while embodying the San Pablo Police
Department’s core values of Courage, Integrity,
and Innovation.
23 The San Pablo Police Department remains committed to fostering trust, inclusion, and engagement through a variety of public events and outreach programs. In the past year, our team participated in and organized numerous initiatives that brought joy, support, and connection to residents of all ages.

Each year, families “hop” over to the San Pablo
Community Center for this festive tradition. In 2026,
the event featured an egg hunt, photos with the Spring
Bunny, and special appearances by Officer Pablo, our
department mascot. The event continues to be a free,
family-friendly favorite.

The San Pablo Police Department, in partnership with
regional law enforcement agencies, participated in
the annual Special Olympics Torch Run and Bike the
Bridges Event. The mission of these Special Olympics
events is to raise awareness and funds for the Special
Olympics movement.

The San Pablo Police Department partnered
with Touch of New Life to host a three-week
Youth Police Academy for local middle and
high school students. The program provided
participants with valuable exposure to careers
in law enforcement and emergency services
while fostering positive relationships between
youth and first responders.

A special highlight of the academy was a
presentation by former professional basketball
player Chris Herren of Herren Talks. Drawing
from his personal journey through drug
and alcohol addiction and recovery, Herren
delivered a powerful and inspiring message
that encouraged students to make healthy
choices and build resilience in the face of life’s
challenges.

ENGAGING, EMPOWERING,

AND SERVING SAN PABLO
We were ecstatic to bring back our annual National Night Out celebration! Over 1,000 San Pablo community members joined us for an evening filled with games, food, music, and fun. Events like these strengthen the foundation of trust and connection between law enforcement and the community we serve.

San Pablo PD partnered with local public safety agencies and community organizations for holiday festivities at Shop With a Cop 2025. This heartwarming annual event, organized by the Richmond Police Activities League (RPAL), is a collaborative initiative that provides officers and professional staff with an incredible opportunity to connect with the kids in our community.

SPPD officers and professional staff served 40 kids, and thanks to the generosity of numerous community businesses and organizations, each child received money to shop for Christmas presents for their families and friends alongside their new partners in public safety. A special thanks to Touch of New Life for expanding public safety collaboration efforts with San Pablo PD. We had a great time celebrating the holidays with our future generation of leaders!
AUGUST 2025 DECEMBER 2025NATIONAL NIGHT OUT 2025 SHOP WITH A COP 26 With the help of our generous community and the San

In May 2026, a contingent of San Pablo Police Department personnel, led by Chief Brian Bubar, traveled to Washington, D.C., to participate in National Police Week. The delegation had the distinct honor of escorting June Wheeler, the widow of Officer Robert Wheeler, whose sacrifice in the line of duty continues to be remembered by the department and the community.

On August 4, 1977, Officer Robert Wheeler was fatally shot while responding to a silent alarm at a local business, becoming the first San Pablo Police Department officer to lose his life in the line of duty. Participating in National Police Week alongside Mrs. Wheeler was a meaningful opportunity for the department to honor Officer Wheeler’s legacy, recognize the enduring sacrifice made by his family, and pay tribute to all law enforcement officers who have given their lives in service to their communities. 27 Graphic Design: [email protected] | (510) 255-0060
