STANDING COMMITTEE PRESENTATION

BY-LAW UPDATES & APPOINTMENTS FOR NEW TERM

UPDATE TO THE SAN PABLO YOUTH COMMISSION (SPYC)

BY-LAWS
• Staff worked closely with SPYC and City Attorney to review by-laws, focusing on:
o Potential new SPYC recommendations for City Council consideration o Clarifying and cleaning up existing language
o Overall review for legal compliance requirements
• Notable SPYC Recommendations:
o Item #1: Formal appointments will take place at a regularly scheduled City Council meeting in Fall, Winter, and Spring, instead of just Spring & Fall.
o Item #2: The staff liaison will reach out to any member with two consecutive regular meeting absences to provide notificationof possible termination if they miss a thirdconsecutive regular meeting. If the Youth Commissioner decides to continue their membership, they will have to commit to attending the next regular meeting. o Item #3: The Youth Commission shall meet monthly between September-May, on the third Thursday of the month, at 5:00pm. The Youth Commission shall meet as needed between June-August. Whenever any such day of meeting shall fall on a legal holiday, the regular meeting shall not be held on that day. The Youth Commission will deem if a special meeting on a different day that month shall be held instead.

ITEM #1

UPDATE TO THE SAN PABLO YOUTH COMMISSION (SPYC)

BY-LAWS
• Current Bylaw Language: The formal appointment will take place at a regularly scheduled City Council meeting in the spring and fall. Appointees shall serve for a term of 6 months, with the option to renew term upon expiration.
• Recommended Update: Formal appointments will take place at a regularly scheduled City Council meeting in Fall (September), Winter (January) and Spring (April) instead of just Spring & Fall o Streamlines the waiting process for interested youth to join SPYC as official members

ITEM #2

UPDATE TO THE SAN PABLO YOUTH COMMISSION (SPYC)

BY-LAWS
• Current Bylaw Language: If a member misses four consecutive meetings, the Commissioner(s) will be notified that they are eligible for termination, and the question of that person’s continuance in office must be placed on the agenda for the next regular meeting of the Youth Commission. Continuation of that person’s membership requires a majority vote of the quorum. If the Youth Commission decides to continue that person’s membership, the member will have to commit to attend the next regular meeting and the next Commission event, to eliminate themselves from termination.
• Recommended Update: The staff liaison will reach out to any member when they have two consecutive regular meeting absences, and provide notice that they are eligible for termination if they miss a thirdconsecutive regular meeting. If the Youth Commissioner decides to continue their membership, they will have to commit to attending the next regular meeting to prevent termination. o Promotes consistent attendance and active participation from SPYC members. o Reduces the amount of cancelled meetings due to lack of quorum

ITEM #3

UPDATE TO THE SAN PABLO YOUTH COMMISSION (SPYC)

BY-LAWS
• Current Bylaw Language: The Youth Commission shall meet monthly, on the third Thursday of the month, at 5:00pm. The Youth Commission may choose not to meet, from time to time, as in their judgment may deem proper, provided that Whenever any such day of meeting shall fall on a legal holiday, the regular meeting shall not be held on that day.
• Recommended Update: The Youth Commission shall meet monthly for regular meetings between September- May, on the third Thursday of the month, at 5:00pm. The Youth Commission shall meet as needed for special meetings between June-August. Whenever any such day of meeting shall fall on a legal holiday, the regular meeting shall not be held on that day. The Youth Commission will deem if it’s proper to hold a special meeting on a different day that month.
