2. 26-501 PRESENTATION FROM MUNICIPAL ADVISORY FIRM NHA ADVISORS, LLC. ON THE CITY OF SAN PABLO FISCAL HEALTH ASSESSMENT
AND PROJECT OVERVIEW, INCLUDING INITIAL FINDINGS AND NEXT
STEPS (INFORMATIONAL ONLY)
Recommendation: 1. Receive presentation; and
2. Continue to evaluate, perform modeling and schedule the Municipal Advisory Firm NHA Advisors to present on the following: a.) CALPERS Pension Education; and b.) Additional Fiscal Sustainability findings and recommendations following completion of year-end audit and completion of ACFR for period ending June 30, 2026.

AT SAN PABLO DAM ROAD AND AUTHORIZING THE CITY MANAGER
TO EXECUTE THE AGREEMENT

Recommendation: 1. Receive Presentation; and
2. Recommend Approval for Authorization for the City Manager to Execute a License Agreement with Becker Boards, LLC for use of City-Owned Property at San Pablo Dam Road (APN: 420-040-013) for an Outdoor LED Digital Billboard to the City Council for formal consideration and approval.
4. 26-504 RECEIVE A REPORT AND RECOMMEND ADOPTION OF A
RESOLUTION BY THE FULL CITY COUNCIL AT ITS NOVEMBER 16, 2026 MEETING REGARDING THE JANUARY 1, 2027 CALIFORNIA
MINIMUM WAGE INCREASE TO $ 17.40 PER HOUR AND ITS
APPLICATION TO PART -TIME POLICE CADET, RECREATION
LEADER, AND SCHOOL CROSSING GUARD POSITIONS
