Subject: MSS Rate Increase
Please also forward this to Cory Bytof
Cory,
1) This is the regular MSS entitlement payment. Last year they demanded more funding through higher consumer rates, because of innovation. This year it will be inflation. Why do we pay more than most cities in the Bay Area? Why can’t MSS manage costs? This has become an annuity with an ever increasing payout. Here is the drill: MSS asks for a ridiculous increase, the tired consultants San Rafael continuously employs comes in at a lesser amount although, still very generous, and the San Rafael ‘rubber stamps’ it. 2) A rationale MSS uses is their glass and plastic recycling. I have been told that Joe Garbarino ‘hated’ plastic. This translated as, plastics or only the highest delta 1 rated plastics were ever recycled. In fact, almost all the plastic was transferred to the garbage dump and the utility customers were and are being deceived.

Please respond and clarify both points and ensure that the Council is aware of these concerns.
