Some additional thoughts to consider.
-0- Voting on issues during a BCC meeting, should there be language that outlines the use of "proxy" votes. This would easily address having a quorum at any one meeting. -0- Through this proposal or in a later "Charter" review, should we, the City, be looking at District representation within BCCs ? Legislation already exists requiring the City Council to have representation by District.
