What is going on? Local residents and taxpayers are shocked and angry.
Even our own children are pointing out the INCREASING homeless tents, trash, needles and feces in San Rafael is being iGNORED!
Local leaders were hired to serve their constituents, but instead are ignoring this major danger by allowing it?
Time to act now and have ALL tents moved to a facility with proper shelter and mental illness care etc.
No more excuses and kicking the can down the road.

Dear City Council Members,
While I applaud the many good actions by the city council regarding housing and protection of unhoused people, the proposed ordinance creates a very dangerous condition for women, children, LGBTQ, opioid users and anyone at risk of being targeted for crime. The dangers of being forcibly separated by 200 feet from any other people include:
• Rape, abduction and trafficing of women & children
• Overdose rescue with Narcan
• Isolation during health emergencies such as heart attack or stroke • Assault & Battery and/or theft of belongings particularly for members of a targeted class such as immigrant or LGBTQ
San Rafael has demonstrated concern for the health and safety of all its residents including those unhoused. Forcing your unhoused residents to be isolated from the protection of trusted neighbors would be worse then abandoning them altogether.
Best Regards,

Hello,
I would like to submit a public comment to the proposed ordinance that will be discussed at tonight’s meeting.
My husband and I spent the month of May living in the Orange County coastal city of San Clemente, which we came to see as a model for management of homelessness. A warmer climate than San Rafael with miles of beaches, there were no homeless people camping on the beach or any of the public parks, of which there is an abundance. We were shocked to return home to see all the tents now lined up on Anderson Drive.
I understand that the homelessness issue is complex, but we have seen for ourselves that other cities appear to have it under control. Has the City Council looked into how cities like San Clemente are handling it?
Thank you,
Susan Hanshaw

Hello,
Thank you for considering the ordinance “CAMPING ON PUBLIC PROPERTY” TO REGULATE CAMPING ON PUBLIC PROPERTY WITHIN THE CITY OF SAN RAFAEL.
It is absolutely heartbreaking to arrive to work and someone is trying to sleep on the pavement of my office building carport on E Street, San Rafael. I am certain this spot is absolutely the last resort for folks who literally have nowhere else to go. We need more and better alternatives for folks.
It is up to policy makers to provide better, more humane, places for people to live and sleep. Policies have gotten us into the housing crisis and policies can get us out of it.
Please continue to develop solutions to respectfully support people on their journey to safe and affordable housing.
Thank you,
