City of San Rafael Council Members,
My name is Christine Miller. My husband, Rick Miller, and I own Marin County Roofing Company Inc. located at 250 Francisco Blvd West, in San Rafael. My husband's grandfather founded the company in 1921- 103 years of business in Marin!
I'm writing to you as a business owner and taxpayer of San Rafael. Recently, I had the opportunity to sit in on one of the court hearing regarding "Camp Integrity". At that time, I witnessed lawyers for the City of San Rafael show photos of various homeless encampments throughout the City. Included in these images, were pictures of our Company. However, it was mentioned that those pictures were not part of the "Camp Integrity" lawsuit.
I plead with you, not only for my business but also for other businesses in the area, to help us manage the homeless situation. It has not shown any signs of improvement; rather it has progressively become more and more dangerous. Since January 2024 alone, there have been two fires directly outside our fencing. In addition, the inhabitants of this area:
• Building homes and structures out of flammable items- without proper permitting or safety codes being met (items include pallets, wood scraps, metal sheets, fencing, BBQ's, beds, bikes and much more- please see the attached images).
• Have rigged the streetlights to supply power to their dwellings. • Tying onto our property to stabilize these structures and causing damage to our fencing.
• Have broken into our property and have stolen our tools. • Have eroded the area surrounding a culvert that accesses the Bay through the Canal.
Contractors State Lic. No. 256043
• Have discarded used needles onto our property, yelled at our employees and have assaulted one of our neighbors' employees, hitting him in the head with a boulder. Also pulling a knife out on neighbor's employee. • There was a death in encampment in front of our business per Robbie the "Homeless Union Representative."
* Fire on Mahon Creek Friday 1/5/24
I do not want you to think that we are simply "anti-homeless", because that is not true at all. I have a brother who chose the life of the streets and passed away. I have a nephew who lived on the streets for over 30 years and has been off for almost 2 years. We have even tried to help by providing jobs to a few of them, however that didn't work out because the high of the drug was too strong. In fact, I had to get a restraining order against one of them (Edward Metz) because he threatened me, my husband and our son as well as started a fire on our property, broke the glass to our office door and continued to harass us for a very long time.
The increased level of danger and security that this homeless encampment has created is becoming unmanageable without further assistance from our local authorities. These are not people who lost their jobs and have fallen on hard times- these are people who are addicted to drugs and actively engaging in drug related activity. Nothing is being done to hold them accountable.
You the City of San Rafael have continued to inform the business owners that there will be something done about this situation and it continues to fall on deaf cars. It's hurting our businesses. We don't feel safe. They seem to have all the rights, while we have none. Please reconsider your decision and move them away from our businesses and schools. We must get this taken care of before another fire breaks out and more damage occurs.
Kind Regards,
Christine Miller and Rick Miller
