Mme. Mayor and Council Members,
As a San Rafael resident, I urge you to adopt the anti-displacement measures before the Council this evening.

The Right of Return should be a fundamental right of all renters, and certainly of the essential workers who live in our community. The Right of Return after an eviction for no fault of the tenant offers the tenant and their family the stability and housing security that we all need.

Thank you,
Peter Goetz

To: Distrib- City Clerk <[email protected]> Subject: Anti displacement Urgency Ordinance-Lacking information and outreach Hello,
My name is Scott Gerber,
In response to the below statement in the accompanying staff report, I urge San Rafael City Council to require staff to gather and provide specific numbers of cases and causes for evictions gathered from the Marin County District Attorney’s office before considering such a significant change to current law, which may backfire and create widespread and further deterioration of housing stock in San Rafael.

According to staff from Legal Aid of Marin, most of their clients’ eviction notices are based on failure to pay rent and substantial rehabilitation for health and safety. Legal Aid of Marin serves a subset of San Rafael renters who qualify based on household income level.

Outreach-Although I have publicly commented on my availability for discussion regarding rental housing issues, have confirmed my 30+ years of experience in the apartment business, have served on Mayor Phillips Housing Subcommittee and testified in both City and County meetings regarding rental housing policy, contrary to the statement that there has been public outreach to members of the housing community, I have not been contacted or invited to participate in the discussion regarding this Urgency Ordinance.

Please provide a list of the participants who have been contacted and invited to participate.

Thank you,
Scott Gerber
