I am writing in favor of combining Design Review into the Planning Commission. The City has done a great job of planning, with the 2040 General Plan, the Downtown Precise Plan, the priority development areas, etc. combining these functions, with the right architectural person will bring efficiencies to the development process, while maintaining the established goals of the City. There is no reason to not consolidate. Less is more.
