San Rafael City Mayor and Council
Via email: [email protected]; [email protected]; [email protected]; [email protected]; [email protected] Subject: Support for Northgate Mall Redevelopment and Request for On-Site Childcare Dear San Rafael Mayor and City Councilmembers,
On behalf of Community Action Marin, Canal Alliance, and Legal Aid of Marin, we are writing to express our strong support for the Northgate Mall affordable housing plan and to advocate for the inclusion of affordable, high-quality childcare facilities within this significant project.
This project represents a step forward in addressing San Rafael’s critical housing needs:
Delivering Needed Housing: The project will provide 1,422 new rental and ownership units, with 10% designated as affordable housing integrated throughout the development.
Meeting Community Needs: Multi-family housing is more affordable by design and meets the needs of a broader range of residents compared to single-family homes. Fostering Inclusion: By making housing more affordable, San Rafael can become home for many marginalized residents who have either been denied this opportunity historically or who are at risk of being displaced from the County.
Accessibility: These contemporary ADA-compliant buildings also represent a major step forward for people living with disabilities.
Addressing Traffic Concerns: While some suggest delaying this project for further traffic studies, bike and transit-oriented developments like this project are long-term solutions to congestion. It will ultimately reduce traffic in Terra Linda. Economic Benefits: Finally, the fiscal analysis confirms the project will generate substantial long-term revenue for the city, making it a net positive for San Rafael.
We also urge you to prioritize the inclusion of on-site childcare facilities as an essential component of the redevelopment. Childcare is a critical resource for working families, and Marin County faces a significant shortage of affordable options. By integrating childcare facilities into the project, families can better balance work and home life, reducing commutes and increasing stability. Strategically placing childcare within the development will strengthen its community impact and provide vital support to parents and children alike.
As our organizations have previously conveyed, it is widely understood that solutions to the housing crisis must incorporate the 4P's: Production, Preservation, Prevention and Protections.
The redevelopment of Northgate Mall represents a significant step forward to produce affordable housing. We also look forward to continued collaboration with you to also preserve existing housing, prevent homelessness, and protect precariously housed individuals in San Rafael.
Thank you for considering our input as you advance this impactful project. We urge you to ratify the Planning Commission’s decisions and support the vision of a thriving, inclusive San Rafael that reflects the values and priorities of the majority of its residents.
We deeply appreciate your service to San Rafael, and to the staff who have worked so long and hard on this project. We look forward to continuing to partner with you and the development team to ensure the future success of this project.
Signed,
Chandra Alexandre, CEO of Community Action Marin
Omar Carrera, CEO of Canal Alliance
Laura McMahon, Executive Director of Legal Aid of Marin
