Mayor Kate and Members of the City Council,
I am writing to express our organization's support and excitement for the planned improvements at the Freitas Parkway interchange and intersection with Civic Center Drive/Redwood Highway. This outdated interchange design is long overdue for a refresh, and we eagerly await its implementation.
The San Rafael Department of Public Works was very solicitous of feedback during the early design work, and took input from MCBC back to Caltrans, which we greatly appreciate.
That said, there is one aspect that I want to make sure that the city has its eye on. The Caltrans project is designed such that southbound bicyclists traveling from Redwood Highway to Civic Center Drive (toward the SMART station) will switch from the west side of the street north of the intersection to a two-way bikeway on the east side of the street south of the intersection. Because the Caltrans project extends only part of the way to the next block (the intersection of Merrydale Rd/Scettrini Dr), the City will have to implement its own project to connect riders from the southern limit of the Caltrans project to at least the signal at Merrydale/Scettrini.
Although coordination with Caltrans may be a challenge, we hope that these two projects can be aligned as closely as possible, so as not to leave riders traveling through the area with an unclear path of travel.
