"I want to address the initial posting of this evening's closed session agenda, specifically Item 2: Conference with Labor Negotiators under Government Code 54957.6. The initial agenda failed to publicly identify the Agency's Designated Representatives."
"As you know, the Brown Act is the public's access to government, and Government Code 54957.6 requires that the legislative body identify its designated representatives in an open and public session prior to the closed session. The omission of the names of Mayor Colin and Vice Mayor Bushey was a breach of this specific statutory requirement." "Whether deserved or not, there is a public perception that the City sometimes uses closed sessions to avoid transparency. Strict adherence to the letter of the Brown Act is the only way to counter that perception." "I appreciate that the City corrected this oversight prior to tonight's meeting.
However, I urge the Council to ensure that staff responsible for generating and reviewing your public agendas receive immediate refresher training on the Brown Act's core requirements. Can you reassure the public that steps will be taken to guarantee that all future closed session agenda notices are fully compliant with the required public disclosures?"
