Mayor Kate called the meeting to order at 4:00 p.m. and invited City Clerk Lindsay Lara to call the roll. All members of the City Council were present.
City Attorney Robert Esptein provided comment that this item relates to no specific property or project and advised the City Council to refrain from comments related to specific projects.
STUDY SESSION
a. 2026 Housing Study Session One
Presentation on Housing Development in San Rafael and Potential Changes to Housing Policies and Review Procedures (CED)
Assistant City Manager Angela Robinson-Piñon provided comments and introduced Assistant Community & Economic Development Director Greg Minor and Planning Manager Margaret Kavanaugh-Lynch who presented the Staff Report.
Staff responded to questions from the City Council.
Mayor Kate invited public comment.
