Mayor Kate called the meeting to order at 5:00 p.m.
5:00PM - OPEN SESSION – CITY MANAGER’S CONFERENCE ROOM
The Mayor will announce Closed Session items and invite public comment on agenda items. Each speaker will have two minutes to provide comments before the City Council convenes in Closed Session.
1. Mayor Kate announced Closed Session items.

Mayor Kate called the meeting to order at 5:32 p.m. and invited City Clerk Lindsay Lara to call the roll.
City Attorney Robert Epstein announced that no reportable action was taken in the Closed Session held earlier that evening, or on Monday, February 9, 2026. 5:01PM – SPECIAL MEETING – COUNCIL CHAMBERS
1. Special Meeting:
a. Acting City Manager Appointment
Resolution of the City Council of the City of San Rafael Appointing City Employee as Acting City Manager (CA)
City Attorney Robert Epstein presented the Staff Report.
Mayor Kate opened public comment; however, there was none.
Vice Mayor Kertz moved and Councilmember Bushey seconded to adopt the resolution appointing Paul Navazio as Acting City Manager.

Mayor Kate adjourned the meeting at 5:34 p.m.
