Hello applicants, I wanted to reach out to you all (BCC'd) to provide information on how the City Council meeting Tuesday night.

This is how we anticipate the public hearing on February 17, 2026, to proceed:

1. The Mayor calls the item, and staff presents.

2. The Council may ask clarifying questions of staff.

3. The Mayor opens the public hearing. The City’s practice is to allow 10 minutes for the appeal presentation, no matter the number of appeals, 10 minutes for the applicant to present, and then 5 minutes rebuttal. Given the City has received 3 appeals for the project, the City will provide an extra 5 minutes for the appellants and applicant, and one extra minute for rebuttal. Accordingly, the procedure is as follows:
a. The Appellants will collectively have 15 minutes to present their respective appeals. How the Appellants allocate the 15 minutes amongst themselves is up to them. However, if the Appellants cannot reach agreement, the City will allocate 5 minutes per appeal. b. The Applicant will have 15 minutes to present.
c. The Appellants will then have a collective six minutes for rebuttal. How the Appellants allocate the six minutes amongst themselves is up to them. If the Appellants cannot reach agreement, the City will allocate 2 minutes for each rebuttal. d. The public may comment, with each speaker allowed 2 minutes, and then the Mayor closes the public hearing.

4. The Council may ask questions of staff, the Appellants, Applicant, and really anyone who is in the room.

5. The Council deliberates.

6. The Council takes action, which as staff recommends, is to consider adopting four distinct resolutions.

I want to clarify that one of the appeals has two signatories. The allotted time will be for the one appeal, not each individual who jointly filed it.

Both Appellants and Applicants may provide written supplemental material prior to 4:00 P.M. on Tuesday, February 17th to be distributed to the City Council by emailing [email protected].

Any power point to be used during a presentation must be emailed to [email protected] no later than Tuesday, February 17th at 12 p.m.

Best,
Christina
