Dear Mayor Colin, Councilmembers Bushey, Hill, Llorens Gulati, and Kertz, and Ms. Lara I am submitting the following four questions, in advance, as part of my public comment on Consent Calendar Item 2b of the February 17, 2026 City Council Meeting Agenda – 350 Merrydale Road Interim Shelter:
1. Will the contracts with Swinerton and LCA include any work on the future housing project be planned for the site, or are the scopes of work for these contracts strictly limited to the Interim Shelter project?
2. Under what authority are the Swinerton and LCA contracts being awarded as sole source contracts, without any competitive bidding process?
3. When and under what authority was City staff authorized to enter into the initial $73,500 design contract for 350 Merrydale with LCA - Contract No. 2026.0001 executed on 1/8/2026? I could not find any prior City Council authorization for this initial $73,500 contract.
4. What is the Joint Trench element of the Interim Shelter project; is it just for PG&E or are other utilities involved?
I respectfully request that the City provide answers to these questions, at the meeting tonight, prior to the City Council voting on the Consent Calendar. In submitting this request, I also ask that it be entered into the public record for the above reference City Council meeting and agenda item.
