re: Agenda item #3c priority area d Housing and Homeless Hello, my name is Wayne Rayburn and I live in San Rafael Meadows.

I am the retired president of our Homeowners Association, and I was involved in getting the condos that were not built approved at 350 Merrydale Road. I am writing to you on behalf of the many residents of the San Rafael Meadows neighborhood.

We recognize the urgency of addressing homeless No one here wants people living without shelter. But urgency does not excuse inconsistency, nor does it replace transparency, At 350 Merrydale Road, the city is asking our community to trust a process that has already strained that trust. The housing component has been described in official documents as "up to 80" units in some places and a 'minimum of 80" in others. Residents understand nuance - but we also understand that words matter. "Up to" suggests a ceiling. "Minimum" suggests a floor. That is not semantics. That is scope.

We are also concerned about the tight 2028 entitlement deadline and the risk that speed will override meaningful engagement. While staff point to meetings that have occurred, those meetings happened after key decisions were already in motion. Engagement should shape a project - not simply refine it after the fact.

This is not about opposing housing. It is about ensuring that what replaces the cabins is thoughtfully planned, responsibly scaled and developed with direct, neighborhood input before a developer is selected - not afterward.

We are asking the Mayor and Council to meet with impacted residents now, to commit to clear and consistent project parameters and to require a demonstrated track record of community engagement in your developer selection criteria.

Trust is built early - not repaired later. Let's get this right together.

Thank You,
Wayne M. Rayburn
