I am writing to join others in requesting that the Year-End Annual Report of the San Rafael Police Advisory and Accountability Committee (PAAC) be pulled from the consent calenda for the upcoming meetingr, as many community wish to discuss serious inaccuracies in the report.

At the May 2025 PAAC meeting, MVFree was invited to do a presentation on the City’s Racial and Identity Profiling Act (RIPA) data. The analysis included four policy reforms to reduce overpolicing of minorities by the San Rafael Police Department.

At that meeting, the PAAC members voted in favor of all four recommendations. However, the Year-End Annual Report before you on Monday, prepared by city staff, states that those four recommendations are only “under consideration” by the PAAC, ignoring the favorable vote by PAAC members.

Members of MVFree will present directly to you its recommendations, which should be formally attached to the RIPA report with an indication that the four recommendations were voted on and approved by PAAC members.

When PAAC members vote to adopt recommendations for the SFPD, their action must be accurately conveyed to the City Council. To merely state that the recommendation are “under consideration” is a serious error which must be corrected. Hopefully, this discussion will include more generally the manner of preparation of PAAC annual reports by city staff and the need to ensure in the future that the PAAC annual report reflect the will of that body.

For the above reasons, I urge you to pull the PAAC Annual Report’s receipt from the consent calendar, to allow for a full discussion of the need to include the missing information prepared by MVFree. This is NOT a request that the City Council consider and vote on the recommendations themselves, only that they be included as part of the official annual PAAC report.

Respectfully submitted,
Stephen Bingham
