TOPIC: PICKLEWEED LIBRARY FURNITURE PURCHASE
SUBJECT: RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PURCHASE
ORDER WITH KBM HOGUE FOR THE PURCHASE OF FURNITURE FOR
THE PICKLEWEED LIBRARY IN AN AMOUNT NOT TO EXCEED $121,879 RECOMMENDATION:
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a purchase order with KBM Hogue for the purchase of furniture for the Pickleweed Library in an amount not to exceed $121,879.
BACKGROUND:
The Pickleweed Library is located at 50 Canal Street and forms part of the Albert J. Boro Community Center in the Canal neighborhood. In 2022, the City of San Rafael secured a $1,000,000 Building Forward Grant from the State Library Foundation to renovate the Pickleweed Library. The project will expand public space, enhance accessibility, and improve safety. To meet the grant’s 100% match requirement, the City is using memorial funds dedicated to improving library facilities.
Community demand for modern, spacious libraries has been highlighted in multiple studies and analyses, including the 2019 Library Facilities Planning Study, which identified the Pickleweed Library as an opportunity for increasing library space for the community. Construction on the project started in October 2025, and the Pickleweed Library is scheduled to re-open in Summer 2026.
To enhance the renovation project and improve the usability of the Pickleweed Library, the City intends to purchase furniture for the new children’s room, main reading room, and staff office.
ANALYSIS:
To purchase the furniture, the City is proposing to utilize an existing purchasing agreement maintained by other public agencies. San Rafael Municipal Code Section 2.55.100(E) allows for supplies and equipment to be purchased through purchasing agreements that were competitively bid and maintained by other public agencies. KBM Houge is the authorized dealer for the selected product lines, which have a California State Leveraged Procurement Agreement through the California Multiple Award Schedule program as well as an existing contract with the City of Charlotte, NC for the City of San Rafael to SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2
“piggyback” on, utilizing an established price index for the selected furniture. Staff recommends that direct purchase be permitted, as described in section 2.55.100(E) of the San Rafael Municipal Code.
The bid response provided by KBM Hogue, Attachment 2, includes the pricing established under the purchase agreements with the State of California and the City of Charlotte, NC.
FISCAL IMPACT:
The furniture purchase would result in an expenditure not to exceed $121,879 and would be funded from the Measure D (Fund 215) equipment, supplies, and materials budget. Sufficient appropriations to cover this purchase are included in the Library’s approved FY 2025- 26 budget (21562100-62601).
OPTIONS:
The City Council has the following options to consider in this matter:
1. Adopt the resolution.
2. Adopt the resolution with modifications.
3. Do not adopt the resolution.
RECOMMENDED ACTION:

RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING THE CITY MANAGER
TO EXECUTE A PURCHASE ORDER WITH KBM HOGUE FOR THE PURCHASE OF FURNITURE FOR THE PICKLEWEED LIBRARY IN AN AMOUNT NOT TO EXCEED $121,879 WHEREAS, in 2022, the City secured a $1,000,000 Building Forward grant from the State Library Foundation and met the 100% match requirement by using memorial funds for renovations at the Pickleweed Library; and
WHEREAS, the Pickleweed Library renovation project addresses the need for modern and spacious libraries as highlighted in multiple studies and analysis; and WHEREAS, construction on the Pickleweed Library renovation project began in October 2025 and is expected to be completed in Summer 2026; and WHEREAS, the City wishes to purchase new furniture to enhance and support the broader Pickleweed Library renovation project; and
WHEREAS, KBM Hogue is the authorized dealer for the selected product lines which have a California State Leveraged Procurement Agreement through the California Multiple Award Schedule program as well as an existing contract with the City of Charlotte, NC, which are eligible for use by local government agencies; and
WHEREAS, the San Rafael Municipal Code Section 2.55.100(E) allows for supplies and equipment to be purchased through purchasing agreements that were competitively bid and maintained by other public agencies; and
WHEREAS, sufficient funding for the purchase of furniture was included in the FY 2025- 26 Measure D equipment, supplies, and materials budget (21562100-62601).
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Rafael hereby finds the foregoing recitals true and correct and authorizes the City Manager to execute a purchase order with KBM Hogue for the purchase of furniture for the Pickleweed Library in an amount not to exceed $121,879.
