SAN RAFAEL CITY COUNCIL AGENDA REPORT
Department: Public Works
Prepared by: Andrew Powell, Junior Engineer
April Miller, Public Works Director
City Manager Approval: ______________
TOPIC: 2025/2026 PAVEMENT MANAGEMENT PROGRAM - CURB RAMP AND STRIPING

PROJECT
SUBJECT: RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A

PROFESSIONAL SERVICES AGREEMENT WITH BKF ENGINEERS TO PROVIDE DESIGN SERVICES FOR THE 2025-2026 PAVEMENT MANAGEMENT PROGRAM - CURB RAMP AND STRIPING PROJECT, CITY PROJECT NO. C44A26PMP4, IN THE AMOUNT NOT TO EXCEED $260,637
RECOMMENDATION:

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a Professional Services Agreement with BKF Engineers to provide design services for the 2025-2026 Pavement Management Program - Curb Ramp and Striping Project, City Project No. C44A26PMP4, (“Project”) in the amount not to exceed $260,637.

BACKGROUND:

As part of the upcoming annual Pavement Management Program resurfacing project, the City identified curb ramps and striping locations that require upgrades due to the selected roadway preservation treatments. The Project aims to design roadway striping improvements consistent with the City’s Bike and Pedestrian Master Plan and upgrade or construct new required curb ramps at specified locations to ensure compliance with Title II of the Americans with Disabilities Act (ADA).

The City of San Rafael manages approximately 173 miles of roadway (or 333 miles when counting all driving lanes) and conducts an annual Pavement Maintenance Project to extend the useful life of streets and improve the overall condition of the road network.

Keeping up with regular preservation treatments is key. As such, the City has developed the 2025-2027 Three-Year Pavement Management Plan (“PMP”), which provides vital preservation treatments, localized roadway base repairs, crack sealing, general maintenance work, and required sidewalk and curb ramp upgrades to the City’s roadway network.

SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2
The City has historically focused on “maintenance” preservation treatments for City roadways, such as slurry sealing and crack sealing, in accordance with the Federal Highway Administration guidance.

Upgrading curb ramps will allow the City to perform more intensive preservation treatments.

ANALYSIS:

The City released a Request for Proposals (RFP) for this Project on December 19, 2025, and received four proposals from qualified firms. After reviewing the proposals, all firms were invited to participate in a video conference interview, hosted by the selection committee on February 3, 2026, and February 6, 2026. Selection of the qualified firm was based on criteria specified in the RFP, including, but not limited to, completeness of the proposal, understanding of the project scope of work, ability to meet deadlines and operate within budget, relevant experience and success in similar projects, and experience and quality of the project team.

The selection committee found BKF Engineers to be the most qualified consultant team for this Project.

Staff recommends that the Council authorize the City Manager to execute a Professional Services Agreement (PSA) with BKF Engineers to provide professional services associated with the Project, including project management, preliminary engineering, plans, specifications and estimates, bid phase support, and construction support services. City staff reviewed BKF Engineers’ fee proposal and found it to be complete and within industry standards.

City Council adoption of the proposed resolution aligns with Goal B.1 of the City’s FY 2025-2028 Strategic Plan, which states, “Develop and maintain an integrated, multi-modal transportation network that serves users effectively and safely.”
FISCAL IMPACT:

The recommendation in this staff report would result in expenditures totaling an amount not to exceed $260,637. The adopted FY2025-26 budget includes $3 million in appropriations to support the annual Pavement Management Program, primarily through Gas Tax (Fund 206) funding.

OPTIONS:

The City Council has the following options to consider on this matter:

1. Adopt the resolution as presented.

2. Do not adopt the resolution and provide further direction to staff.

RECOMMENDED ACTION:

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a Professional Services Agreement with BKF Engineers to provide design and environmental services for the 2025/2026 Pavement Management Program - Curb Ramp and Striping Project (“Project”) in the amount not to exceed $260,637.
