VICE
Good evening, Mayor Golin, Councilmembers and Staff
My name is Wayne Rayburn
I want to talk to you about #6 in the Code of Conduct, quiet hours.

It states now that the quite hours are from 10PM to 7AM.

In the San Rafael Municipal Code 8.13.020 - Definitions #4 states the following:
"Daytime" for purposes of this chapter means the period between seven a.m. (7:00 a.m.) and nine p.m. (9:00 p.m.) Sunday through Thursday and between seven a.m. (7:00 a.m.) and ten p.m. (10:00 p.m.) on Friday and Saturday.

And, San Rafael Municipal Code ordinance 1977 #L states • 'Nighttime" for purposes of this chapter means the period between nine p.m. (9:00 p.m.) and seven a.m. (7:00 a.m.) Sunday through Thursday and between ten p.m. (10:00 p.m.) and seven a.m. (7:00 a.m.) on Friday and Saturday.

I am asking for the Code of Conduct Quiet Hours be the same as the •Municipal codes, From 9pm to 7AM Sunday through Thursday and 10Pm to 7AM Friday and Saturday
There are children in the neighborhood that must go to bed early to go to school the next morning. As well as adults who go to work early also. These people need their rest.

It is not fair to have a different set of rules for one group of citizens versus another.

Thanks,
Wayne M. Rayburn
