To: Distrib- City Clerk <[email protected]> Subject: Update to Park Impact Fee Programs and Nexus Study To the City Council:
I am writing on behalf of the Marin Organizing Committee, a coalition of 23 churches, synagogues and other non-profit institutions. MOC is a member of the Call Marin Home coalition, and is supporting Call Marin Home's position on park impact fees.
San Rafael is currently woefully behind on its Housing Element commitment to build affordable housing, and many projects are stalled in pre-construction phases.
Developers cite increased costs and delay in permitting as major factors stalling these projects. Increased fees will place a substantial additional burden on developers, stalling even more projects and making it more unlikely that the City will be able to meet its RHNA numbers.
We support delaying the implementation of new fees until the City is substantially in compliance with its RHNA goals and eliminating park fees for affordable housing.
Sincerely,
Ron Brown
