SAN RAFAEL CITY COUNCIL AGENDA REPORT
Department: Public Works
Prepared by: Adeel Shaikh, Junior Engineer
April Miller, Public Works Director
City Manager Approval: __________
TOPIC: STORM DRAIN MAINTENANCE ENVIRONMENTAL COMPLIANCE, AND
PERMITTING PROJECT
SUBJECT: RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH DUDEK TO PROVIDE
ENVIRONMENTAL SERVICES FOR THE STORM DRAIN MAINTENANCE
ENVIRONMENTAL COMPLIANCE, AND PERMITTING PROJECT IN THE AMOUNT NOT TO EXCEED $249,521
RECOMMENDATION:
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a Professional Services Agreement with Dudek to provide environmental services for the Storm Drain Maintenance Environmental Compliance and Permitting Project (the “Project”) in the amount not to exceed $249,521.
BACKGROUND:
Located throughout the City are several flood-control channels that guide stormwater during precipitation events. The City must conduct regular maintenance of these drainage facilities to ensure unobstructed stormwater flow. This type of work includes the removal of vegetation, sediment, and debris within the drainage facilities. Work occurring within or near bodies of water or other natural habitats triggers the need to comply with environmental requirements. The City has decided to transition from an as-needed, site-by-site approach to environmental compliance to an organized, programmatic framework for longterm operational efficiency. This will reduce per-project compliance costs, establish predictable maintenance windows, and provide a single set of permits that can authorize recurring maintenance activities across all City-maintained drainage facilities.
The Project is consistent with the City Council’s Three-Year Strategic Plan, specifically Goal B.4, which is to assess and improve stormwater infrastructure and management program.
ANALYSIS:
The City released a Request for Proposals (RFP) for this Project on April 9, 2026, and received three proposals from qualified firms. After reviewing the proposals, all firms were invited to participate in video conference interviews hosted by the selection committee on May 11, 2026. Selection of the qualified firm was based on criteria specified in the RFP, including, but not limited to, completeness of the proposal, understanding of the project scope of work, ability to meet deadlines and operate within SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2
budget, relevant experience and success in similar projects, and experience and quality of the project team.
The selection committee found Dudek and its sub-consultants to be the most qualified consultant team for this Project.
The recommended Professional Services Agreement (PSA) with Dudek will provide professional services for the Project, including project management, environmental compliance, and permitting. City staff reviewed Dudek’s fee proposal and found it complete and in line with industry standards.
FISCAL IMPACT:
The recommendation in this staff report will authorize the PSA with Dudek in an amount not to exceed $249,521. The Fiscal Year 2025-26 Budget (Stormwater Fund – Fund 205), approved by City Council on June 2, 2025, included appropriations totaling $250,000 for the Project. Therefore, no additional appropriations are being requested for this PSA.
OPTIONS:
The City Council has the following options to consider in this matter:
1. Adopt the resolution as presented.
2. Do not adopt the resolution and provide direction to staff.
RECOMMENDED ACTION:
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a Professional Services Agreement with Dudek to provide environmental services for the Storm Drain Maintenance Environmental Compliance and Permitting Project (the “Project”) in the amount not to exceed $249,521.
