Support for 7/20 Agenda item 3.b: AB 43 Speed Limit Updates From joe mulligan

To Distrib City Clerk <[email protected]>
Cc Mayor Kate <[email protected]>; Maribeth Bushey <[email protected]> Dear Mayor Kate, Councilmember Bushey, and the City Council, Thank you for continuing to implement San Rafael's Complete Streets, Vison Zero, and Mobility goals through the proposed AB 43 speed limit updates.
As a member of Walk/Bike San Rafael I strongly support the recommended speed limit reductions.
We're especially encouraged to see reductions on several important walking and bicycling corridors, including routes to schools such as 5th Avenue near Sun Valley Elementary. These are exactly the kinds of streets where lower speeds can make the biggest difference for safety.
Changing a speed limit sign doesn't immediately change driver behavior, but it does set the right expectation for how a street should operate. Combined with future street design improvements, lower speed limits are an important tool for reducing the risk and severity of crashes.
We're also pleased to see the City taking advantage of the flexibility provided by AB 43 wherever state law allows. While it's disappointing that corridors like Point San Pedro Road no longer qualify under the latest guidance, that reinforces an important lesson: if we want people to drive slower, we ultimately need to design streets that encourage slower speeds—not just post lower speed limits.
Thank you to staff for bringing this forward, and we encourage the Council to approve the proposed speed limit updates.
Joe Mulligan

Subject: Pt. San Pedro Road Speed Reductions
Hello April,
I read the IJ article re. the proposed San Rafael roadways speed reductions and applaud the One quick question - are cars going to suddenly reduce their speed heading west along Pt. San Pedro Road at Porto Bello? So when cars come around the turn, they will still be zooming along at 40 and then need to slow to 35? Or will there be an earlier "35 mph ahead" sign? It is quite hard to exit from Porto Bello onto Pt SPR heading west as those cars go so fast!! Maybe the reduction could start on the straightaway east of PB from that new overhead signage at the Marin Yacht Club?
thank you for possibly sharing this concern at the hearing tonight (as I am unable to attend), Laura Kaplanis
