SAN RAFAEL CITY COUNCIL AGENDA REPORT
Department: Community & Economic Development
Prepared by: Sullina D. Smith,

Police Lieutenant
City Manager Approval: ______________
TOPIC: TEMPORARY STREET CLOSURE FOR THE SGRAIL MARIN TRIATHLON & TRAIL

HALF MARATHON
SUBJECT: RESOLUTION AUTHORIZING A TEMPORARY STREET CLOSURE ON PORTIONS OF

POINT SAN PEDRO ROAD IN SAN RAFAEL FOR THE SGRAIL MARIN TRIATHLON & TRAIL HALF MARATHON
RECOMMENDATION:

Staff recommends that the City Council adopt a resolution authorizing a temporary street closure on portions of Point San Pedro Road in San Rafael for the SGRAIL Marin Triathlon & Trail Half Marathon.

BACKGROUND:

Under California Vehicle Code Section 21101(e), a local authority may, by resolution, temporarily close portions of public streets for celebrations, parades, or local special events when such closures are necessary to protect the safety of participants and the public.

The City of San Rafael has received a special event permit application for the SGRAIL Marin Triathlon & Trail Half Marathon (formerly known as the Marin Endurance Festival). This event requires temporary street closures and parking restrictions to safely accommodate setup, event operations, pedestrian circulation, and breakdown.

The applicant has submitted materials for the proposed event, and staff is working to ensure all requirements are met before final authorization. If Council approves the temporary street closure, City staff will finalize the application and authorize the special event permit.

ANALYSIS:

The proposed special event temporary street closure is as follows:

Event Name: SGRAIL Marin Triathlon & Trail Half Marathon Event Date(s) and Time: Saturday, October 3, 2026, from 5:00 am to 12:30 pm Sunday, October 4, 2026, from 5:00 am to 12:30 pm
Street Closure Time: Saturday, October 3, 2026, from 8:30 am to 1:30 pm (closure) Sunday, October 4, 2026, from 8:00 am to 12:30 pm (no street closure, only intermittent traffic control)

CLOSURE
Eastbound Lanes of Point San Pedro Road: Cantera Way
through Biscayne Drive (with intermittent traffic control to allow traffic to and from side streets, including Heritage Drive, Marin Bay Park Court, Biscayne Drive, San Marino Drive, and San Marino Court.) Detours will be in place for through traffic.

City departments, including Police, Fire, Public Works, and Parking Services, have reviewed the proposed temporary street closure and determined that it is appropriate and necessary. Traffic control, barricades, and emergency access will coordinate to ensure public safety.

COMMUNITY OUTREACH:

The public will be notified of the temporary street closure through several outreach channels, including this staff report, event promotions, posters distributed by the organizers, and advance on-site digital changeable message boards installed approximately one week prior to the event.

FISCAL IMPACT:

The SGRAIL Marin Triathlon & Trail Half Marathon requires City services that generate costs related to public safety, traffic control, and street closures, including but not limited to Police staffing, Public Works support, and Emergency Services operations. Consistent with past practice for this event, the event organizer will reimburse the City for the actual costs incurred in providing these services. Accordingly, staff do not anticipate any departmental budget impact.

OPTIONS:

The City Council has the following options to consider in this matter:

1. Adopt the resolution as presented.

2. Adopt the resolution with modifications.

3. Direct staff to return with more information.

4. Take no action.

RECOMMENDED ACTION:

Staff recommends that the City Council adopt a resolution authorizing a temporary street closure on portions of Point San Pedro Road in San Rafael for the SGRAIL Marin Triathlon & Trail Half Marathon.
