SAN RAFAEL CITY COUNCIL AGENDA REPORT
Department: Library and Recreation
Prepared by: Craig Veramay, Assistant Library
and Recreation Director
City Manager Approval: ______________
TOPIC: ART LICENSE AGREEMENT FOR FIVE UTILITY BOX MURALS SUBJECT: RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO ART LICENSE
AGREEMENTS WITH THE SAN RAFAEL CHAMBER OF COMMERCE TO PAINT FIVE
ART MURALS ON DOWNTOWN UTILITY BOXES
RECOMMENDATION:
Staff recommends that the City Council adopt a resolution authorizing the City Manager or their designee to enter into an Art License Agreement with the San Rafael Chamber of Commerce to paint five (5) art murals on downtown traffic control utility boxes.
BACKGROUND:
At their July 15, 2026, regular meeting, the Public Art Review Board recommended that a proposal from the Downtown San Rafael Business Improvement District (BID) to paint five (5) traffic control utility boxes in downtown San Rafael with art murals advance to the City Council for final review and approval. The BID is an assessment district established by Chapter 10.09 of the San Rafael Municipal Code, and the City contracts with the San Rafael Chamber of Commerce (Chamber) to provide support for activities within the BID's purview.
The mural painting project is a collaboration between the BID and the Downtown San Rafael Arts District (DSRAD), supported by $10,000 of California Arts Council Cultural District grant funding. The BID’s full proposal, including a project overview, program guidelines, call for artists, artist details, installation requirements, maintenance and lifespan expectations, project budget, and proposed artwork and locations, is available in Attachment 1 – Downtown San Rafael Business Improvement District Utility Box Art Program Proposal.
The BID’s long-term goal is to create a sustainable annual utility box painting program, using BID fundraising or local sponsorships to install at least one new painted utility box each year. Establishing a permanent program will also help the BID coordinate the maintenance and restoration of existing painted boxes throughout downtown, many of which are currently unpainted or are fading with age.
ANALYSIS:
The BID launched an open call for artists in Spring 2026 with a theme of “San Rafael – The Heart of Marin.” Artists were invited to create original designs inspired by the culture, diversity, history, SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2
environment, and spirit of San Rafael and Marin County. The BID received 20 submissions from local and regional artists. Proposals were reviewed by a committee comprised of DSRAD stakeholders. The committee considered artistic quality, originality, public appropriateness, and connection to the project theme, and ultimately selected five proposals for project funding and City review.
For long-term installations (longer than 1 year), the City Council has the final authority to review and approve them. If approved by Council, the Chamber will pay artists a $1,300 stipend to paint their design and will be responsible for overall project coordination, artist communication, installation scheduling, and ongoing project management, in partnership with City staff.
This program expands upon utility box art projects created by the San Rafael Chamber Leadership Institute in 2019 and 2024 and establishes a sustainable model for adding new public art to downtown each year. The BID’s long-term goal is to beautify downtown streets, support local artists with paid opportunities, reduce graffiti through creative placemaking, and create fun walking destinations for the community.
Prior to soliciting art proposals, the BID consulted with the City’s Department of Public Works to identify traffic control utility box locations within the downtown corridor that were suitable for this project. Of those locations, five (5) were identified as preferred locations:
Traffic Control Utility Box Proposed Locations
• 4th & E St
• 4th & C St
• 5th & C
• 3rd & Lootens St
• 4th & Heatherton St
These utility box locations have been reviewed and approved for painting by the Department of Public Works, pending compliance with the applicable construction barricade and minor temporary encroachment permit requirements.
Criteria for Proposal Evaluation
The Public Art Review Board reviews proposals in alignment with the City’s Public Art Review Guidelines, which include:
Project Readiness: The proposal indicates that the project is ready and that the BID has adequate capacity and expertise to manage it effectively.
Qualifications: The BID and the proposed artists appear to have the qualifications and expertise to create high-quality artwork in alignment with the City’s Public Art Guidelines.
Funding: The BID’s proposal includes a program budget that appears to cover all project costs, including permits, box preparation and sanding, artist stipends, anti-graffiti coating, marketing and promotion, and program administration.
Community Engagement: The City has received several e-mails from community members in support of the project (Attachment 2) and has not received any opposition to the installation to date. The review committee was comprised of several DSRAD stakeholders, representatives of the downtown arts community, and the project appears to align with the City’s public art guidelines for community interest.
SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 3
Maintenance: The proposed artwork is expected to have an approximately 5-year lifespan and will be treated with an anti-graffiti coating. Additionally, the BID intends to create a sustainable annual utility box art program that will periodically review the condition of existing boxes and touch up or paint over boxes that have reached the end of their useful lifespan.
Design: The proposed designs appear to align with the City’s guidelines, which state that works of art will be designed with consideration of the work's relevance and appropriateness to the site's context, and in alignment with public safety and decency.
Diversity: Artists and the City's public art collection should reflect the diversity of San Rafael’s community. The Public Art Review Board shall monitor the overall development of public art projects, encouraging balance in the City’s collection over time with respect to background, gender, and other identities of artists selected and with respect to styles of expression, media, and genre.
If approved, the City would enter into Art License Agreements with the artists to clarify rights and ownership of the final artwork. City staff recommends approval of this proposal because it adheres to the City’s Public Art Review Guidelines. In addition, the goals of the Public Art Program align with the City’s Three-Year Strategic Plan, including Goal A.3.1 to “Deliver placemaking elements through funded public art projects in the Downtown San Rafael Art District” and Goal A.1.3 to “Drive local economic activity through promotion of destination tourism, enhancing special events, and optimizing city-owned assets by leveraging targeted marketing initiatives.”
FISCAL IMPACT:
The San Rafael Business Improvement District fully funds this project; therefore, there is no impact to the City’s General Fund.
OPTIONS:
The City Council has the following options to consider on this matter:
1. Authorize the City Manager to enter into Art License Agreements to install the artwork.
2. Request the proposal be returned to the Public Art Review Board with modifications.
3. Decline to authorize the City Manager to enter into Art License Agreements
4. Take no action.
RECOMMENDED ACTION:
Staff recommends that the City Council adopt a resolution authorizing the City Manager or their designee to enter into an Art License Agreement with the San Rafael Chamber of Commerce to paint five (5) art murals on downtown traffic control utility boxes.

Utility Box Art Program 2026
Public Art Review Board Packet
Project Overview
The Downtown San Rafael Business Improvement District (BID) is proud to present the 2026 Utility Box Art Program, a new permanent public art initiative transforming traffic signal utility boxes throughout Downtown San Rafael into works of public art.
The program supports the BID’s ongoing efforts to beautify Downtown, celebrate local creativity, reduce graffiti, and strengthen public art programming in the district.
To launch the program, the BID requested $10,000 in funding support from the Downtown San Rafael Arts District (DSRAD) through California Cultural Arts District (CAC) grant funds. This initial funding supports artist stipends, materials, and implementation for the first phase of the project.
The BID’s long-term goal is to create a sustainable annual program, using BID fundraising or local sponsorship dollars to install at least one new painted utility box each year. Establishing a permanent program will also help the BID coordinate maintenance and restoration of existing painted boxes throughout Downtown, many of which are now faded from age.
The 2026 theme, “San Rafael – The Heart of Marin,” invited artists to create original designs inspired by the culture, diversity, history, environment, and spirit of San Rafael and Marin County.
The BID launched an open Call for Artists in Spring 2026 and received 20 submissions from local and regional artists.
A DSRAD review committee evaluated proposals based on artistic quality, originality, public appropriateness, and connection to the project theme. The five selected designs are included in this packet.
This packet includes:
1. Program Overview
2. Rules, Guidelines, and Timeline
3. Proposed Project Budget
4. Selected Artist Submissions and Renderings
5. Proposed Utility Box Locations
The BID will oversee project coordination, artist communication, installation scheduling, and ongoing program management in partnership with City staff.
Thank you for your time and consideration of this community beautification initiative. We look forward to continuing to expand public art opportunities throughout Downtown San Rafael.

Piece Title: Horizon in Motion
This concept is a meditation on convergence where sky, mountain and ocean meet in a harmonious rhythm. Inspired by the landscapes of Marin County, it highlights Marin’s shifting atmospheres into a fluid, almost dreamlike language. The layered horizon evokes Mount Tamalpais rising in the background while the stylized forest honors the tree and plant life in the region. The warm gradient sky wraps around the box framing the artwork.
The water-like forms in the foreground are both wave and current, but also something more symbolic: they represent the natural forces that shape Marin’s identity. Tides, wind, erosion and renewal. The warm heart shape on the front of the box hints at continuity and connection, echoing the ways in which land and water are inseparable here. The color contrast between warm oranges and cool blues reacts the sunlit ridges and the cool Pacic, a balance that denes the region’s visual character.
Ultimately, this piece is about harmony within movement. It invites viewers to consider how distinct elements, such as sky, earth and sea can coexist in dynamic equilibrium. In Marin County, these intersections are not static; they are alive, shifting with each hour and season. This painting seeks to honor that living landscape, translating its energy into a visual rhythm that is both grounded and fluid.

Piece Title: San Rafael “Owlie”
I'm excited to bring my owl art work to a new city. In 2024 I worked with SFMTA to add my owl designs to utility boxes on the Van Ness corridor in San Francisco. Strangers and friends continue to reach out after passing my murals thanking me for enriching their neighborhood, commutes or evenings out in downtown. Having the opportunity to spread joy and color to the community of San Rafael with public art would be an honor. Ïy owl designs are a universal symbol and icon the public recognizes and enjoys engaging with. The owls read quickly from a distance and as people get closer the nuances of color and texture surprise and delight. The owl imagery is inspired by hikes and trail runs I've done in Marin (and across The Bay Area) with my friends and family. The juxtaposition of an owl mural in a cityscape, especially San Rafael which is surrounded by rich natural beauty, reminds viewers of the treasures of the trees and environment adjacent to downtown. ßor this series of owls, I will create a stencil from my photography as I did in the 2024 SFMTA Utility Box project. However, this owl stencil will be much larger and occupy the entire facade of each panel of the utility box. This simplifies the design and enhances the readability of the iconography for viewers walking or driving past the mural.

Piece Title: Heart in the Right Place
As a surrealist painter, I'm always inspired by unconventional ways to move through the world. Magritte is a major influence. He said:
"Everything we see hides another thing. We always want to see what is hidden by what we see. There is an interest in that which is hidden and what the visible doesn't show us. This interest can take the form of a quite intense feeling—a sort of conflict one might say, between the visible that is hidden and the visible that is apparent." This idea strikes a chord in me for this project because our hearts--used for empathy, kindness, inclusion,compassion--are the "visible that is hidden." I first saw this in action in 2020 when standing in line for my first Covid vaccination at Marin Community Clinic. Hundreds of people stood in line and followed rules while a few practitioners worked tirelessly. I've seen it when volunteering with the folks who run the Brown Bag Pantry at Vivalon--greeting and treating each elder participant with dignity. I even recognize it when my neighbors are scared to leave their homes in fear of ICE and collaborate for assistance with The Canal Alliance. People are sent to deliver goods directly to their door. Our understanding that our mind is for logic & reason alone, and that the heart is for feeling & emotion, suggests they are mutually exclusive. Yet, we are simultaneously capable of making thoughtful and compassionate choices. Some of us move forward in this world as though we have more than one heart. I feel that San Rafael is full of people like this. The visible that is hidden is this human grace.
