FOR THE PUBLIC RECORD

OPEN TIME FOR PUBLIC EXPRESSION
Good evening, Mayor and members of the City Council. My name is Ken Dickinson and I am a resident of San Rafael. I am speaking tonight regarding an urgent and escalating public safety crisis at the Vivalon Healthy Aging Campus at 999 3rd Street-a project this city proudly supported, but which is currently being mismanaged by Eden Housing.

Eden Housing is failing as a community partner. They are currently harboring a tenant whose violent behavior and targeted harassment have created a hostile environment for Vivalon staff, our seniors, and visiting youth.

This reached a dangerous tipping point during a recent inter-generational dinner at the campus on Friday September 25th 5:30pm-7pm involving seniors and students from Branson High School and Vivalon Staff. I personally attended this dinner.

This hostile individual confronted and directly threatened our seniors as they tried to leave. The situation was so severe and volatile that students and vulnerable older adults including myself were forced to flee back inside and hide in the building while local law enforcement was called.

This was a profoundly distressing, frightening event for everyone involved.

While our local police responded, it seems that Eden Housing has remained entirely oblivious and unresponsive. They have a clear duty of care to their residents and their neighbors, yet they seem to be hiding behind corporate silence.

Under HUD and California housing frameworks, property managers can immediately intervene when a tenant poses an actual, imminent threat to public safety. Eden Housing is choosing not to.

We cannot wait for this verbal violence to turn into physical tragedy. Because the City of San Rafael partnered in the creation of this hub, the city has a responsibility to hold Eden Housing accountable. I urge the Council to direct the City Manager and City Attorney to formally review Eden Housing's operational compliance, contact their corporate compliance desk, and demand immediate intervention before someone gets seriously hurt.

Thank you.
