SAN RAFAEL CITY COUNCIL AGENDA REPORT
Department: Police Department
Prepared by: Alex Holm, Police Lieutenant City Manager Approval: ______________ TOPIC: CALIFORNIA DEPARTMENT OF PARKS AND RECREATION, DIVISION OF BOATING

AND WATERWAYS GRANT ACCEPTANCE
SUBJECT: RESOLUTION APPROVING THE ACCEPTANCE AND APPROPRIATION OF STATE

OF CALIFORNIA, DEPARTMENT OF PARKS AND RECREATION, DIVISION OF BOATING AND WATERWAYS GRANT FUNDS IN THE AMOUNT OF $65,233 FOR THE “BOATING SAFETY AND ENFORCEMENT EQUIPMENT GRANT,” AND

AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE A GRANT

AGREEMENT AND ANY OTHER DOCUMENTS RELATED TO THE GRANT
RECOMMENDATION:

Staff recommends that the City Council adopt the resolution approving the acceptance and appropriation of State of California, Department of Parks and Recreation, Division of Boating and Waterways (DBW) grant funds in the amount of $65,233 for the “Boating Safety and Enforcement Equipment Grant” for a grant agreement term beginning when DBW signs the grant and continuing, through September 30, 2034, with a grant performance period beginning when DBW signs the grant and continuing through 2026 through September 30, 2027, and authorizing the City Manager or designee to execute the grant agreement and any other documents related to the grant.

BACKGROUND:

The San Rafael Police Department Marine Unit patrols approximately six square miles of San Rafael Bay and San Rafael Creek, as well as portions of San Pablo Bay, and San Francisco Bay to support safe recreational and commercial use. The unit operates two patrol vessels, Mission City and Rescue 22, with at least one vessel available during service hours and for after-hours responses.

The Marine Unit enforces municipal, state, and federal laws, provides emergency medical care and rescue assistance, and responds to fire, medical, and crime incidents. Calls include disabled or damaged vessels, swimmers and paddleboarders in distress, adverse-weather incidents, search and rescue missions, environmental hazards, and enforcement operations.

The Marine Unit also responds outside city limits. Mutual aid requests come through the United States Coast Guard, Marin County Sheriff's Communications Center, California Highway Patrol Golden Gate Division Dispatch, and Contra Costa County Dispatch. Responses have extended south to the Golden Gate Bridge and San Francisco Bay Bridge and north to the Petaluma River and Carquinez Strait.

SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2
The Marine Unit's operating area includes shallow channels, changing tides, limited visibility, high winds, and submerged hazards.

ANALYSIS:

DBW has tentatively approved the Police Department’s application for a $65,233 Boating Safety and Enforcement Equipment Grant. The grant will become effective on October 1, 2026, or the date that DBW signs the grant, whichever is later. In its grant application, the Police Department requested funding for needs identified for Mission City and Rescue 22: Automatic Identification System (AIS) units for both vessels, seating for the vessel operator and a crew member aboard Mission City, and a rescue buoy to be carried aboard whichever vessel is in service. The application includes the following equipment and estimated costs:
1) Two Automatic Identification System (AIS) Units with Display Screens: $25,278 AIS provides real-time vessel identification, position, speed, and course data, which is essential in shallow and congested waterways where visibility is limited, and the risk of grounding or collision is elevated. Reliable AIS on both patrol vessels would improve officer situational awareness, enabling safer navigation and proactive identification of vessels operating in hazardous conditions. 2) Two Shox Captain's Chairs: $26,006
Mission City does not have dedicated seating for the vessel operator or an accompanying crew member.

Two marine suspension seats would reduce fatigue and injury risk during extended patrols and emergency responses.
3) U-Safe Rescue Buoy: $13,949
A remote-controlled U-Safe Rescue Buoy would allow officers to deliver flotation to a person in the water when shallow water, submerged hazards, or rough conditions make a direct vessel approach unsafe.

The device would provide faster support while reducing risk to the victim and responding officers. The USafe Rescue Buoy would be carried aboard whichever patrol vessel is in service.

Under the terms of the agreement, DBW is the legal owner of the equipment purchased with grant funds.

The term is approximately seven years after the equipment is received, and purchases must be completed by September 30, 2027. During the grant agreement term, the City must file annual reports to DBW by August 31 and participate in at least one outreach event per year. The City must submit boating accident reports within 30 days of the incident and submit reimbursement requests within 60 days after the performance period ends.

FISCAL IMPACT:

There is no net cost to the City for the equipment purchase and installation. The City will pay for the equipment up front, and DBW will reimburse the City up to $65,233.

As required under the agreement, the City must cover ongoing maintenance and insurance costs for the equipment. The Police Department will absorb these costs within its budget. Grant funds will be appropriated in Grant Fund 281. Both the agreement term and performance period begin on October 1, 2026, or the date DBW signs, whichever is later. The City cannot obtain reimbursement for purchases made before DBW signs the agreement.

OPTIONS:

The City Council has the following options to consider on this matter:

"Doing business" is defined in R&TC Section 23101 as actively engaging in any transaction for the purpose of financial or pecuniary gain or profit. Although there are some statutory exceptions to taxation, rarely will a corporate Grantee performing within the state not be subject to the franchise tax.
c. Both domestic and foreign corporations (those incorporated outside of California) must be in good standing in order to be qualified to do business in California.

Agencies will determine whether a corporation is in good standing by calling the Office of the Secretary of State.

6. RESOLUTION:

A county, city, district, or other local public body must provide the State with a copy of a resolution, order, motion, or ordinance of the local governing body which by law has authority to enter into an agreement, authorizing execution of the agreement.

EXHIBIT E – DARFUR CONTRACTING ACT
If your agency hires a contractor to complete work under this grant, the contractor must fill out and sign the Darfur Contracting Act form prior to execution of the contract. A Sample of The Darfur Contracting Act form is provided on the next page; this form (DGS PD 1) can also be downloaded from the California Department of General Services website.

Effective January 1, 2009, all Invitations for Bids (IFB) or Requests for Proposals (RFP) for goods or services must address the requirements of the Darfur Contracting Act of 2008 (Act). (Public Contract Code sections 10475, et seq.; Stats. 2008, Ch. 272). The Act was passed by the California Legislature and signed into law by the Governor to preclude State agencies generally from contracting with “scrutinized” companies that do business in the African nation of Sudan (of which the Darfur region is a part), for the reasons described in Public Contract Code section 10475.

A scrutinized company is a company doing business in Sudan as defined in Public Contract Code section 10476. Scrutinized companies are ineligible to, and cannot, bid on or submit a proposal for a contract with a State agency for goods or services. (Public Contract Code section 10477(a)).

Therefore, Public Contract Code section 10478 (a) requires a company that currently has (or within the previous three years has had) business activities or other operations outside of the United States to certify that it is not a “scrutinized” company when it submits a bid or proposal to a State agency. (See # 1 on the sample Attachment).

The following sample Attachment may be included in an IFB or RFP to satisfy the Act’s certification requirements of bidders and proposers.

(max. 1024 characters)
The San Rafael Police Department is authorized to conduct boating safety and boating law enforcement within our
jurisdiction pursuant to California law, which grants sworn peace officers (830.1 PC) full authority to enforce state and federal boating regulations on navigable waters. Our Marine Unit operates under this authority and works in coordination with state and federal partners to ensure safe and lawful use of our waterways.

The department's full-time Marine Unit officer is a certified California peace officer and has completed specialized maritime training, including the two-week Basic Maritime Officer Course at the Maritime Law Enforcement Training Center. This formal training provides instruction in vessel operations, maritime law, boating under the influence enforcement, search and rescue coordination, and marine-specific safety protocols.

In addition to formal coursework, the assigned officer has accumulated several years of practical, on-the-water experience through part-time service and mentorship with the department's prior maritime officer. This combination of structured training and hands-on experience ensures a high level of proficiency in vessel handling, emergency response, and enforcement of boating laws.

7. Three RECREATIONAL BOATING safety issues
This is a Federal Pass-Through ‘Recreational Boating Safety Grant’. The purpose of the grant is to promote boating safety and to decrease the number of accidents, injuries, and fatalities on U.S. waters. Clearly identify three BOATING safety issues that affect recreational boaters in your jurisdiction. Your answer to this question will be referenced throughout this grant application.

The San Rafael Police Department has identified several key boating safety issues that significantly impact recreational users within our jurisdiction’s waterways.

First, the prevalence of shallow waters and rapidly changing tidal conditions in the San Rafael Bay and surrounding areas creates a persistent hazard for boaters. Vessels frequently become grounded in mud during low tide or in poorly marked areas, which can lead to stranding, hull damage, or, in some cases, vessels taking on water and sinking. These conditions often catch inexperienced operators off guard and can quickly escalate into emergency situations requiring marine unit response.

Second, sudden and unpredictable wind and weather shifts present a serious risk, particularly to non-motorized watercraft users such as kayakers, paddleboarders, and windsurfers. Calm conditions can rapidly deteriorate, producing strong winds and rough water that overwhelm individuals who may lack the experience, equipment, or physical capability to safely return to shore.

These incidents frequently result in distress calls and place both the individuals and rescuing personnel at risk.

Third, a continued concern is the general lack of boating safety awareness and preparedness among recreational users. This includes insufficient knowledge of local waterways, failure to carry or properly use required safety equipment such as life jackets, and limited understanding of navigation rules. These factors contribute to preventable accidents, injuries, and search and rescue incidents throughout the area.

Addressing these three issues: hazardous shallow water conditions, sudden weather changes affecting vulnerable watercraft users, and gaps in boater education and preparedness. These issues remain a top priority for the San Rafael Police Department Marine Unit in our efforts to improve boating safety and reduce accidents on our local waterways.

The San Rafael Police Department respectfully requests the acquisition of two Shox captain’s chairs for installation aboard our primary patrol vessel, the Mission City. This vessel currently does not have seating for the operator or copilot. These specialized marine suspension seats are designed Contract # C26L0603, City of San Rafael, Boating Safety and Enforcement Equipment Grant - FY 2026 / 27, Date: 09/15/2026 __________________________________________________________________________ Page: 39 of 53
Exhibit G - BOATING SAFETY AND ENFORCEMENT EQUIPMENT GRANTEE APPLICATION __________________________________________________________________________ for the vessel operator and copilot, who are tasked with navigating and responding to incidents in dynamic and often hazardous water conditions.

Operating in shallow waterways and the variable conditions of San Pablo Bay and adjoining waterways, subjects our personnel to constant impact stress due to wave action, vessel wake, and sudden maneuvering. The addition of Shox suspension seating will significantly reduce physical fatigue and injury risk, allowing officers to maintain focus, reaction time, and operational effectiveness during extended patrols and emergency responses. This is especially critical in rapidly changing weather conditions, where stability and control are paramount to safe navigation.

Furthermore, our jurisdiction frequently encounters recreational boaters with limited safety awareness. This requires our officers to respond quickly, often at higher speeds, to prevent collisions, groundings, or other dangerous situations. Enhanced seating stability directly improves our ability to safely intercept and assist these individuals without compromising officer safety.

Two seats are necessary to ensure both the operator and copilot are equally protected and fully capable of performing their respective roles. The copilot is responsible for navigation, communications, and situational monitoring, all of which are essential to coordinated and effective response efforts. Providing both positions with proper suspension seating ensures operational continuity, reduces injury risk, and enhances overall mission readiness.

This equipment represents a critical investment in officer safety and public protection on our waterways.
11 c. Describe any negative impacts to boating safety and/or boating enforcement if your agency does not receive its requested grant award.

If the San Rafael Police Department Marine Unit does not receive the requested grant funding for captain’s chairs, it will have a direct and measurable negative impact on both boating safety and our ability to effectively enforce maritime laws. Our officers routinely operate in dynamic and often hazardous conditions, including prolonged patrols in rough waters, inclement weather, and high-traffic waterways. Without properly equipped seating, officers are required to stand for extended periods, which significantly increases physical fatigue and reduces overall stability on the vessel.

Fatigue is not a minor inconvenience, it is a critical safety concern. As officers become physically strained, their reaction time, situational awareness, and decision-making abilities are diminished. This can compromise their capacity to safely navigate, respond to emergencies, and engage in enforcement actions. In rough water conditions, the absence of supportive seating also increases the risk of slips, falls, and injury, further reducing operational readiness and potentially sidelining personnel.

Additionally, prolonged standing contributes to cumulative musculoskeletal stress, which may lead to increased injury claims, reduced staffing availability, and higher long-term costs to the department. From an enforcement perspective, fatigued officers are less able to maintain sustained patrol presence, conduct thorough vessel inspections, or respond rapidly to incidents, all of which are essential to ensuring compliance with boating laws and protecting the public.

In summary, without this grant funding, the Marine Unit’s effectiveness, officer safety, and overall mission readiness will be adversely impacted. Providing appropriate captain’s chairs is a practical and necessary investment that directly supports safer waterways and more effective law enforcement operations. 11 d. Classify this request

11 f. What other capabilities exist in your region for this equipment? Justify why it is not feasible to borrow this equipment from a neighboring agency.

While there are other public safety partners operating in the waterways, each agency is responsible for equipping and maintaining its own vessels to meet its specific mission requirements. Marine units are highly specialized, and equipment such as captain’s chairs is not considered interchangeable or shareable in the same manner as generalpurpose gear.

Captain’s chairs are permanently mounted, vessel-specific components that are integrated into the design, layout, and safety systems of each patrol boat. These seats are not portable equipment that can be removed and loaned without compromising the operational readiness of the host agency’s vessel. 11 g. How and why was this particular model selected? Explain if this is standard equipment or do you need something specialized for your waterbody to meet your agency's needs? List less expensive models considered and explain why they are not being requested. List other funding sources available to your agency that could be used to purchase or partially purchase this equipment.

The San Rafael Police Department Maine Unit selected this particular model of captain’s chairs after careful evaluation of operational demands. These seats meet established industry standards for marine enforcement, provide necessary safety and fatigue-reduction benefits, and represent a cost-effective solution compared to both lower-quality recreational options (Cape Cod Model 1000) and significantly more expensive custom seating systems. Less expensive alternatives were carefully considered but ultimately deemed unsuitable for the demands of law enforcement operations. At this time, we do not have alternative funding sources available to support this purchase. The City is currently experiencing significant budgetary constraints, which limits our ability to absorb additional expenses. With yearly maintenance costs for our two boats and unexpected repairs on the Mission City boat, there does not exist additional funds for this equipment.

Misc. Equipment Items Questions (USafe Bouy)

11. Item Details
11 a. Is this equipment general all-purpose gear? NOTE: person-specific and fitted items will not be funded.

Yes No
11 b. Describe exactly what is being requested and how this equipment will help mitigate the recreational boating safety issues you identified in Question 7. If the requested quantity is more than one for any item, explain the need for multiple items. (max. 2000 characters)
The San Rafael Police Department respectfully requests the procurement of a U-Safe rescue buoy to enhance our marine unit’s ability to respond to emergencies and mitigate ongoing recreational boating safety concerns within our waterways.

Our area of responsibility includes shallow channels, changing tides, and periods of high wind and adverse weather, all of which can quickly create hazardous conditions for recreational boaters.

These risks are compounded by the fact that many operators on our waterways have limited boating experience, increasing the likelihood of falls overboard, capsizing incidents, or distress situations.

The U-Safe rescue buoy is a remote-controlled, rapid-deployment flotation device that will significantly improve our ability to respond to persons in the water. In situations where approaching a victim directly with a patrol vessel may be unsafe due to shallow water, submerged hazards, or rough conditions, the U-Safe buoy can be deployed quickly and navigated to the individual from a safe distance. This reduces response time, minimizes risk to both the victim and responding officers, and provides immediate flotation support to individuals in distress.

Additionally, in high wind or strong current conditions, maintaining precise vessel control while simultaneously attempting a rescue can be challenging. The U-Safe buoy allows officers to focus on vessel positioning and scene safety while still delivering life-saving assistance without delay.

This equipment will directly enhance our operational capabilities, reduce the risk of injury or fatality during waterborne incidents, and improve overall safety for the boating public in San Rafael. 11 c. Describe any negative impacts to boating safety and/or boating enforcement if your agency does not receive its requested grant award.

If the San Rafael Police Department does not receive funding for the U-Safe rescue buoy, our ability to safely and effectively respond to waterborne emergencies will be significantly limited.

Our waterways present inherent hazards, including shallow areas, shifting conditions, high winds, and periods of poor weather. These challenges are further compounded by a growing number of recreational boaters who may lack the experience or knowledge necessary to safely navigate these environments. As a result, incidents involving persons overboard, disabled vessels, and distress situations are a consistent concern.

Without the U-Safe rescue buoy, our officers must rely solely on traditional vessel-based rescue methods, which often require close maneuvering in shallow or hazardous areas. This increases the risk of propeller injury to victims, potential damage to our patrol vessel, and danger to our personnel. In rough water or high wind conditions, maintaining precise vessel control during a rescue can be difficult, delaying assistance to individuals in the water when time is critical.

Additionally, the absence of a rapid-deployment, remotely operated flotation device limits our ability to conduct Contract # C26L0603, City of San Rafael, Boating Safety and Enforcement Equipment Grant - FY 2026 / 27, Date: 09/15/2026 __________________________________________________________________________ Page: 43 of 53
Exhibit G - BOATING SAFETY AND ENFORCEMENT EQUIPMENT GRANTEE APPLICATION __________________________________________________________________________ rescues from a safe distance. This can result in longer response times, reduced operational flexibility, and an increased likelihood of adverse outcomes, particularly in cold water or fast-changing conditions.

Ultimately, without this equipment, both public safety and officer safety are negatively impacted. The inability to deploy immediate flotation support in challenging environments reduces our effectiveness in preventing injuries or fatalities and limits our overall capability to provide a timely and safe response to boating emergencies in San Rafael’s waterways.

11 e. If you are not awarded your full request, would your agency be able to supplement the difference?
Yes No
If yes, what percentage can you supplement?
11 f. What other capabilities exist in your region for this equipment? Justify why it is not feasible to borrow this equipment from a neighboring agency.

Within our region, very few agencies possess specialized water-rescue equipment such as a USafe Buoy. To our knowledge, the San Francisco Police Department may have limited capability; however, neighboring agencies are geographically distant and primarily operate from separate waterways. Requesting and coordinating such equipment would introduce critical delays, as deployment would require travel by land or water under time-sensitive conditions.

Given the immediate-response nature of water rescues in our jurisdiction, reliance on external resources is not operationally feasible. The San Rafael Police Department must maintain independent, rapid-deployment capability to ensure the safety of our community and minimize response times in life-threatening situations.

List less expensive models considered and explain why they are not being requested. List other funding sources available to your agency that could be used to purchase or partially purchase this equipment.

The San Rafael Maine Unit selected the USafe Buoy after firsthand evaluation during a live demonstration, where it performed exceptionally in speed, maneuverability, and reliability. This device is widely regarded as industrystandard for water rescue and is well-suited to our local waterways, including marinas, canals, and open Bay conditions. Its remote operation allows for rapid deployment without placing personnel at risk.

Less expensive alternatives (Dolphin 1, Havospark) were considered; however, they lack the same range, durability, and precision control, limiting effectiveness in real-world emergencies. Given the life-saving mission, these compromises are unacceptable.

Due to ongoing budget constraints, the City of San Rafael does not have available funding for this equipment. Our agency has limited access to alternative funding sources, making grant support essential to acquire this critical capability.

Yes No
11 b. Describe exactly what is being requested and how this equipment will help mitigate the recreational boating safety issues you identified in Question 7. If the requested quantity is more than one for any item, explain the need for multiple items. (max. 2000 characters)
The San Rafael Police Department (SRPD) is requesting the purchase of two Automatic Identification System (AIS) units with integrated display screens to address key recreational boating safety challenges within our jurisdiction: shallow waterways, rapidly changing wind and weather conditions, and a lack of boater knowledge.

AIS technology provides real-time vessel tracking, identification, speed, and course information for nearby watercraft. This is critical in shallow and congested waterways, where limited visibility and narrow channels increase the risk of grounding and collision. Outfitting both patrol vessels with reliable AIS units will improve officer situational awareness, enabling safer navigation and proactive identification of vessels operating in hazardous areas.

AIS also enhances safety during adverse weather conditions. In reduced visibility caused by fog, wind, or sudden weather changes, AIS allows officers to electronically monitor vessel traffic, issue timely advisories, and respond more effectively to incidents. This improves our ability to locate distressed vessels and maintain safe patrol operations.

Additionally, AIS supports boater education and compliance. Officers can use AIS data during vessel contacts to reinforce safe navigation practices and increase awareness among Contract # C26L0603, City of San Rafael, Boating Safety and Enforcement Equipment Grant - FY 2026 / 27, Date: 09/15/2026 __________________________________________________________________________ Page: 46 of 53

SRPD is requesting two units because both existing AIS systems, manufactured by L-3 Communications, are no longer reliable. The unit on our primary vessel is malfunctioning, and the unit on our secondary vessel operates intermittently. Both have been designated “end of life.” Replacing both units ensures full operational capability, redundancy, and consistent coverage.

This investment will improve officer safety, reduce collisions and groundings, and strengthen overall boating safety in San Rafael.
11 c. Describe any negative impacts to boating safety and/or boating enforcement if your agency does not receive its requested grant award.

The San Rafael Police Department (SRPD) requests funding for two Automatic Identification System (AIS) units with integrated displays to address critical boating safety risks, including shallow waterways, rapidly changing wind and weather conditions, and limited boater knowledge.

AIS provides real-time vessel identification, position, speed, and course data, which is essential in shallow and congested waterways where visibility is limited and the risk of grounding or collision is elevated. Reliable AIS on both patrol vessels will improve officer situational awareness, enabling safer navigation and proactive identification of vessels operating in hazardous conditions.

AIS is also critical during reduced visibility caused by fog, wind, or sudden weather changes. It allows officers to monitor vessel traffic, issue timely advisories, and respond effectively to emergencies. In search and rescue incidents, AIS significantly improves the ability to locate and track vessels in distress, reducing response times and increasing the likelihood of successful outcomes.

Additionally, AIS enhances coordination during joint law enforcement operations by allowing partner agencies and nearby boaters to clearly identify SRPD vessels, reducing confusion and improving operational safety.

SRPD is requesting two units because both existing AIS systems, manufactured by L-3 Communications, are unreliable and designated “end of life.” The primary vessel’s unit is malfunctioning, and the secondary vessel’s unit operates intermittently. Replacement of both units is necessary to ensure consistent operational capability and coverage.

Without this funding, SRPD will continue to operate with deficient AIS capability, increasing the risk of collisions, delayed emergency response, and reduced effectiveness during search and rescue and multi-agency operations.

This gap will significantly impact our ability to enforce boating laws and maintain safe waterways. 11 d. Classify this request
Classify this request by choosing one of the following options and present a strong justification for the request

"Increased efficiency" (if it would save staff time, identify how much time) "Convenience" (it would make life a little easier)
"Protection" of existing equipment (ex: shade tents, hoists to get the vessels out of the water, etc. to extend longevity)
Justify your classification of this request. (max. 300 characters) SRPD requires replacement of two end-of-life AIS units to maintain safe navigation, effective search and rescue, and coordinated enforcement. Failure to fund will significantly increase collision risk and reduce emergency response capability on local waterways.

Yes No
If yes, what percentage can you supplement?
11 f. What other capabilities exist in your region for this equipment? Justify why it is not feasible to borrow this equipment from a neighboring agency.

While some neighboring agencies operate vessels equipped with AIS, these resources are not consistently available to support SRPD operations. Marine patrols are conducted simultaneously across jurisdictions, and AIS is a permanently installed, vessel-specific system that cannot be practically shared or transferred between boats.

Additionally, reliance on external agencies would create delays in response, particularly during time-sensitive search and rescue incidents or rapidly changing weather conditions. Immediate, onboard AIS capability is essential for maintaining situational awareness, safe navigation, and coordinated enforcement.

For these reasons, it is not feasible to borrow AIS equipment, and SRPD must maintain fully functional systems on both patrol vessels to ensure continuous and effective operations. 11 g. How and why was this particular model selected? Explain if this is standard equipment or do you need something specialized for your waterbody to meet your agency's needs? List less expensive models considered and explain why they are not being requested. List other funding sources available to your agency that could be used to purchase or partially purchase this equipment.

The selected AIS units are industry-standard incripted systems widely used by regional marine law enforcement agencies, ensuring compatibility and interoperability during joint operations. This model was chosen for its reliability, integrated display, and proven performance in congested, shallow waterways with variable weather conditions typical of our jurisdiction.

Less expensive models (Furuno FA170E, Simrad V5035) were considered; however, they are not widly used by partner agencies, lacked durability, integrated display capability, and are not surtified by the US Coast Guard. These limitations would reduce effectiveness during critical incidents.

Alternative funding sources are limited and prioritized for personnel and vessel maintenance. DBW grant funding is the most appropriate source to support this essential marine safety equipment.
