4.1 Infrastructure Maintenance Fund Update
Ms. Fierner gave a brief background on the Infrastructure Maintenance Fund, explaining that the General Fund contribution is adjusted annually. In 2019, the IMF received funds from the Certificates of Participation Debt Financing and no General Funds were requested. Ms.
Fierner explained that the General Fund contribution for FY 2022/23 is proposed to be $1M.
Chair Armstrong specifically asked about renovations to the Boone House at Forest Home Farms and the sloping floor, stating that there will definitely be some foundation work that will be required to correct the sloping and if it was included in the IMF. Ms. Martin stated that the Historic Foundation has not decided what they want to do or what they want depicted in the house and that the Foundation’s contribution will go towards the design of work to be performed.
Chair Armstrong agreed with this amount of a $1M contribution from the General Fund. Mr.
Perkins stated that if additional funding was needed to complete projects, then staff could present at Mid-Year.
Chair Armstrong opened public comment for this item.
Resident stated that CIP 975526 - Traffic Signal Improvements and Enhancements does not have specific locations mentioned in the staff report. There are many crosswalks that are extremely unsafe, specifically 1) the crosswalk within the shopping center from Bank of the West to the Target Store – vehicles do not stop for pedestrians; and 2) the short crosswalk within the City Center near The Lot/Starbucks – there are blind spots preventing motorists from seeing pedestrians due to the landscaping in the area. Resident is requesting mitigation.
Ms. Fierner asked for clarification of the location within the City Center parking lot.
Chair Armstrong closed public comment for this item.
4.2 Dougherty Station Community Center and Dougherty Station Library Renovation Ms. Martin gave a brief background and the proposed work to the Community Center and Library, and then gave a tour of the two facilities pointing out the proposed renovations.
The rebranding of the Community Center as an Arts Center is consistent with the Parks Master Plan that was updated in 2020. Renovations to the Community Center will include maintenance items such as new paint; new flooring; ADA upgrades for the theater sound board; renovation of the main restroom on the first floor; renovation of the single use restrooms on the second floor; replace entrance doors with sliding doors; replacement of the current water fountain to bottle fill fountain; new water heater; and new ice maker. The renovation will also include the reconfiguration of the café to become the registration area; the old registration office and café will have the walkway shear walls remain with a window installed in each to provide line of sight to the new art gallery for observation; the old registration office will become an art gallery; existing office spaces will be renovated into small art studios; the Counseling Center will be relocated downstairs; creating more private space for the Police substation; other ADA compliance upgrades;; and the renovation and expansion of the current dance studio, removing the Senior Lounge to create a larger, more functional dance studio.
Chair Armstrong opened public comment for this item.
San Ramon resident stated that no plans were included with the staff report for the renovation of the café area and the current reception area. Ms. Martin explained that a plan was attached.
Resident asked why the café area was being turned into the reception area. Ms. Martin explained that the café area location would provide better visualization of all entrances by staff.
Resident asked if the restrooms were going to be changed to “gender free” restrooms, how the restrooms were going to be renovated, and worried that small children would be going into “dirty” restrooms if they were changed to “gender free”. Ms. Martin said that the restrooms are staying the same, women’s and men’s. Ms. Martin stated that the restroom currently have radiusissues and are in need of ADA upgrades, which will be corrected during the renovation.
Ms. Fierner explained that these plans are for initial discussions and staff is asking for RESULT: RECEIVED REPORT AND PROVIDED COMMENTS TO STAFF
recommendations from the Committee. Ms. Fierner also stated that the final designs would be brought before the full Council for approval. Today is to make sure that the Committee is in agreement with the concept of the renovations.

Chair Armstrong closed public comment.
During the tour, comments were as follows:

• Conversion of the old Police Substation area to space to be used by Discovery Counseling, and a portion of the old Police substation area to be used for a green room for the theater, with the addition of a wall.
• Clarification on Discovery Counseling Center and use of space in the building. • Explained unused offices down the hall will then be turned into art studios that could be rented out. A wall including the installation of door at the end of the office hallway will be built, which will provide more privacy for the Police offices. • The Ridge View Room will have the floor replaced and new paint; Committee suggestion for some sort of acoustic paneling to be added to the walls to reduce the noise in the room.
• ADA upgrades proposed to the sound board area of the theater, while maintaining any theater seating.
• Parks & Community Services staff will be relocated upstairs, and a wall will be erected between the offices and music room to make for a more functional and usable music room.

Building maintenance items are included in the City’s Facilities Maintenance and Renovation Plan and are renovated or replaced based upon life cycle. • Renovations to the Library would include removal of the stacks and shelves in order to replace the carpets, painting, and then rearranging the shelves in order to relocate the teen and children’s areas. The teen area will be moved from the back corner to an area closer to the Librarian’s desk.
• Committee suggestion for staff to contact the Library Foundation for suggestions about children’s programs and possibly funds for the purchase of new children’s furniture.
• Committee question about the removal of the stacks and if the librarian had made any suggestions for the renovations. Ms. Martin explained that removal of the stacks is included with the renovation and that the librarian had suggested the teen area be moved closer to the Librarian’s desk.
