FINANCE COMMITTEE STAFF REPORT

SUBJECT: Capital Improvement Program (CIP) – FY 2021/22 Completed Project Budget Analysis

EXECUTIVE SUMMARY
During FY 2021/22, Capital projects that were completed are presented in this report to show the completed costs versus the approved budget. This report captures the annual accounting report of the completed projects during the previous fiscal year.

RECOMMENDED ACTION
Staff recommends that the Finance Committee review the Completed Project Budget Analysis for the Capital Improvement Program for FY 2021/22 and provide comments.

BACKGROUND/DISCUSSION
Since the May 18, 2005 City Council Budget Workshop, staff has annually prepared an accounting report of the approved budget and the actual project costs for completed CIP projects for the previous fiscal year and presented it to the Finance Committee by the Fall of each year.

This report provides a comparative analysis of the approved budget versus the actual costs for the Capital projects completed in FY 2021/22 as of September 30, 2022.

During the preparation of the Five-Year CIP 2010-2015, staff was asked to provide a summary of all projects that have been funded and their spent-to-date totals. Since then, this has also been provided annually with the Completed Project Budget Analysis. Attachment B provides a summary of all funded projects captured in the Five-Year CIP 2022-2027 along with project status updates.

In 2018, staff also included a PowerPoint summary/highlights of the completed projects to better illustrate the projects and the costs to complete each project. Also highlighted are some of the projects that continue to roll over each year to better illustrate what was completed in FY 2021/22, although the budget in these projects rolls over into the following fiscal year.

5.1 Packet Pg. 5

FISCAL ANALYSIS
A total of 13 projects of the 74 projects was completed in FY 2021/22. Projects that were substantially complete by June 30, 2022 are also included in the completed project list. Of the 74 projects, 24 are routine maintenance-related projects that continue year after year, and one has been deferred and/or reprogrammed to future years. The total project budget costs were $15,277,368; the total actual project costs were $11,079,830, which results in a difference between budget and actual costs of $4,197,538.

The largest savings came from the two pavement projects listed below:

Alcosta Blvd. Pavement Rehabilitation Project (CIP 905602) - $1,571,107 The savings were primarily due to favorable bid pricing and having the concrete work for ADA ramps completed by a separate contractor. The Project’s original scope of work consisted of complete reconstruction of the pavement; however, staff evaluated and determined that a different treatment could be used in some areas of the Project. In addition, savings were also obtained by doing a complete road closure for the duration of the main repair. The remaining funds have been returned back to the original funding source (Gas Tax) for future programming.

Pavement Management - 2021 Project (CIP 000003) - $2,135,722 The savings were primarily due to favorable bid pricing and having the concrete work for ADA ramps completed by a separate contractor and refinements to the scope of work. The remaining funds have been returned back to the original funding source (Gas Tax) for future programming.

Larger savings from other projects upon project completion are as follows:

Bollinger Canyon & Crow Canyon Roads Traffic Signals Automated Traffic Signal Performance Measures (ATSPM) Project (CIP 975606) - $66,774
The savings were primarily due to favorable bid pricing, and no unforeseen issues were encountered in the field; therefore, no contingency was used in this Project. The Project received an Innovative Deployments to Enhance Arterials (IDEA) Grant in the amount of $563,000; however, the grant was reduced by $46,049 as a portion of the work was completed by Metropolitan Transportation Commission (MTC). The balance of the Project was funded by the Traffic Improvement Fund in the amount of $200,582. The unused remaining funds have been returned to the original funding source (Traffic Improvement Fund) for future programming.

City Hall Reconfiguration Project (CIP 200001) - $239,628 The savings were primarily due to favorable bid pricing. The remaining funds will be considered for future facility renovation projects that have a shortfall of funds. Otherwise, they will be returned to the original funding source (General Fund Reserve).

Irrigation Booster Pump Installation Project (CIP 955516) FY 2020/21- $23,966 The Project consisted of equipment replacement and upgrades to East Branch Park, and Live Oak and Walt Disney School Parks. The San Ramon Valley Unified School District originally was to provide half the cost for the school parks; however, it was decided that the School District would complete the work on one school park and the City would complete work on the other,

5.1 Packet Pg. 6
resulting in the reduction of the Project Budget by $50,000. Due to COVID, supply issues delayed any further equipment replacement at various Dougherty Valley sites, thus, the work will be completed during FY 2022/23 with the remaining savings of $23,966.

Pavement Repair - Stop Gap 2020/2021 Project (CIP 000002) - $41,647 The savings were primarily due to favorable bid pricing. The remaining funds have been returned to the original funding source (Measure J) for future programming.

Traffic Signals Improvements & Enhancements Project (CIP 975526) - $10,859 The Project consisted of replacement of equipment, controllers, and supplies for the City’s traffic signals. All equipment identified for this FY has been completed. The remaining funds (Infrastructure Maintenance Funds) will remain in the Project to address future work during FY 2022/23.

Additional savings from several other smaller projects total $107,835 for total project savings of $4,197,538.

The budget vs. actual costs for each completed project is more fully described in Attachment A.

The table below shows the breakdown of the project budget costs versus the actual project costs per fiscal year through FY 2021/22 as follows:

All unspent funds are returned to the original funding sources for reprogramming to future projects.

STEPS FOLLOWING APPROVAL
