CITY COUNCIL STAFF REPORT
DATE: January 25, 2023
TO: City Council/City Manager
FROM: Kathi Heimann, Parks & Community Services Director By: Kathi Heimann, Parks & Community Services Director
SUBJECT: Review of Options for the Crow Canyon Garden's Master Plan
EXECUTIVE SUMMARY
Following approval of funding for the development of the Crow Canyon Garden's Master Plan, the City’s landscape architecture consultant, Placeworks, Inc., has been developing concepts for the Plan. The various options include concepts for preservation of elements of the former Mudd’s Restaurant and different configurations and improvements of the larger Park. Input from the City Council and Parks and Community Services Commission is requested as to the preferred options. Following the review, the preferences of the Council and the Commission will be incorporated into the final development of the Master Plan.
RECOMMENDED ACTION
Staff recommends that the City Council and Parks and Community Services Commission review the options presented by Placeworks, Inc. and provide feedback to staff on preferred alternatives for the incorporation of elements of the former Mudd’s Restaurant and design of the Crow Canyon Gardens Park.
BACKGROUND
The Crow Canyon Gardens Park includes community gardens, demonstration gardens, and the former Mudd’s Restaurant building. Major renovations are needed to bring the park up to current standards and to make it more inviting and accessible for use by the public. The City Council has previously indicated that improvements should reflect the site’s natural setting, connect with the landscape environment and adjacent creek, and help maintain a serene environment where residents can connect and engage with nature.
The existing Crow Canyon Gardens Park is located in the northwest corner of San Ramon near the intersection of Park Place and Crow Canyon Road. The Park features a meadow, community garden allotments, demonstration gardens associated with the old Mudd’s Restaurant, and various structures. The Park is located near a series of bends in Bollinger Creek, which is located in a deeply incised channel on the south, west, and east sides of the Park. A path leads down to the creek on the west side, while most of the creek bank is characterized by steep drop-offs, which are locally unstable. The creek area and some of the uplands have heavy native tree cover.
2.1 Packet Pg. 3
The former Mudd’s Restaurant was conceived as a venue that would feature garden-to-table dining and incorporate the adjacent gardens. The Restaurant ceased operations and fell into disrepair before being acquired by the City of San Ramon. Various ideas to rehabilitate and reuse the structures and surrounding areas have been discussed and evaluated. City Council directed staff to look into saving one room of the structure and other significant features to interpret the history of the site. The current concept is to preserve a room or other significant features, as practical, and to integrate the Mudd’s property into the rest of the Park while improving the existing Park circulation and adding permanent features such as restrooms and other amenities.
The Crow Canyon Gardens Facilities Improvement Project (CIP 955421) was established to create a mechanism to evaluate and implement various improvements to the Park. CIP 955421 has been funded in the past with $148,063 from the Park Development Fund and bond proceeds.
These funds have been used for renovation of a green house, a storage area, upgrades to the parking lot, new fencing, and restorations to the meadow area. On November 9, 2021, the City Council approved Resolution No. 2021-130 appropriating $137,000 from the General Fund for Placeworks, Inc., the City’s landscape architect, to complete the Crow Canyon Gardens Master Plan. That Plan is currently in progress.
DISCUSSION
Anticipated Scope of Work and Cost
The scope of work for this phase of the Project was built around the vision articulated by the City Council for the renovation of the Crow Canyon Gardens that includes, as guiding elements:
1. Retaining a peaceful atmosphere, serene environment, and emphasis on nature.
2. Allowing for future classes, small events, and programs at Crow Canyon Gardens that should be focused on nature and the natural world and be kept at low levels as determined by the Parks and Community Services Department to ensure that the peaceful and serene environment is maintained.
The Master Plan should include, to the extent feasible:
Low fences and safety measures to protect the public from hazards; Permanent restrooms;
Maintenance area for tools and equipment;
On-site parking to support proposed uses;
Expanded community garden plots;
Updated landscaping plan;
Paved non-slip walking path/loop;
Grassy irrigated meadow area;
Renovated group picnic area;
New updated water fountains, garbage cans etc.;
Nature garden/orchard area with an arbor (this is the current demonstration garden area); Shade structure;
Consideration of an outdoor kitchen area;
2.1 Packet Pg. 4
Access to the creek;
Interpretive signage and directional signage appropriate to the nature theme; A small nature-themed play area;
A sub-plan to preserve selected elements of the existing Mudd’s Restaurant building and demolish those elements not selected to be preserved;
Revised park entrance and pathway system based on the renovated structure plan; A detailed evaluation of the Mudd’s structures that can provide the basis for the development of plans, specifications, and estimates for the demolition and preservation for elements of the Mudd’s buildings in a future phase, and a preliminary cost estimate for completing design and demolition/construction of the Mudd’s building elements; and A planning level cost estimate for the entire Project.
Design Alternatives
Based on the vision provided by the City Council, Placeworks, Inc., has developed alternatives for the incorporation of elements of the former Mudd’s Restaurant and for the overall design of the Park. These options are presented in detail in the attached PowerPoint presentation slides (Attachment A).
In summary the options for the Mudd’s Restaurant include:

Analysis of the options of retaining the full Mudd’s structure or complete demolition of the Mudd’s building was limited based on direction provided by the City Council. Full demolition of Mudd’s and replacement with landscaping is expected to costs approximately $700,000 to $800,000. Enclosing the entire dining room, and bar area of the Mudd’s structure including removal of the kitchen and office areas is estimated to cost approximately $1.3 to $1.4M.
FISCAL ANALYSIS
Cost estimates when combined for the building and park options vary from $3.0M to $3.8M depending on the options included. These costs estimates are general and preliminary and subject to change based on the final design. It is anticipated that implementation of the Plan will likely be done in phases. Revised cost estimates will be provided with final design of the Park or phases of the Park. Funds for the final design and construction of the Park are anticipated to come from the Park Development Fund.
NEXT STEPS
Based on input from the City Council and the Parks and Community Services Commission, staff will provide direction to Placeworks, Inc. to complete the Master Plan which will then move through the normal park approval process with the Parks Commission. Final design and construction of the Park will be completed as funds become available and based on the priorities determined by the Commission and Council.
