The meeting was called to order at 6:02 p.m.

2. NEW BUSINESS
2.1 City Council Public Hearing No. 3: General Plan Amendment (GPA 2021-0001) for the 2023-2031 Housing Element Update of the General Plan Recommendation: Staff Recommends that the City Council Receive the Presentation; Open the Public Hearing; Take Public Testimony; Close the Public Hearing; Provide Comments to Staff; and If Appropriate, Adopt Resolution 2023- 017 Approving General Plan Amendment GPA 2021-0001 for the Housing Element Update of the General Plan for the 2023-2031 Planning Period.
Senior Planner Cindy Yee presented the staff report.
Veronica Tam of Veronica Tam and Associates, presented the requirements of the Housing Element.
Cm. Perkins' motion to open the public hearing and take public comment was seconded by Cm. Verose. The motion was approved 4-0-1-0. Mayor Hudson was absent.
Public comment was received from County Code 866 Twain and Jim Blickenstaff.
Written public comment was received from East Bay for Everyone and Jim Blickenstaff.
Cm. Perkins' motion to close the public hearing was seconded by Cm. Verose. The motion was approved 4-0-1-0. Mayor Hudson was absent.
Cm. Verose's motion to adopt Resolution No. 2023-017 Approving General Plan Amendment GPA 2021-0001 for the Housing Element Update of the General Plan for the 2023-2031 Planning Period was seconded by Cm. Rubio. The motion was approved 4-0- 1-0. Mayor Hudson was absent.
