1. CALL TO ORDER
The meeting was called to order at 6:00 p.m.

2. PUBLIC HEARING
2.1 Joint City Council and Planning Commission Public Hearing: Draft General Plan 2040 Update (GPA 2023-0002), Rezone (RZ 2023-0002); Prezone (PZ 2023- 0001); Specific Plan Amendment (SP 2023-0001); and Environmental Review (ENVR 2023-0003)
Senior Planner Cindy Yee presented the staff report.
Cm. Perkins' motion to open the public hearing was seconded by Cm. Rubio. The motion passed 9-0-1-0. Cm. Verose was absent.
Public comment was received from Tywon Sacontrie, Garry Chaban, Jim Blickenstaff, Ed Shaffer, Joyce Carr, Susie Ferris-Inderkum, and Stephanie Hill. Written public comment was received from Chris Allison, Jonathan Singh, Edward Shaffer, Stephanie Hill, and Jim Blickenstaff.
Cm. Perkins' motion to close the public hearing was seconded by Chair Alpert. The motion passed 9-0-1-0. Cm. Verose was absent.
The City Council and Planning Commission provided comments and direction to staff.
