1. CALL TO ORDER
Mayor Hudson called the meeting to order at 6:05 p.m.

2. CITY COUNCIL AND PLANNING COMMISSION BUSINESS
2.1 Joint City Council and Planning Commission Public Hearing: Draft General Plan 2040 Update (GPA 2023-0002), Rezone (RZ 2023-0002); Prezone (PZ 2023- 0001); Specific Plan Amendment (SP 2023-0001); and Environmental Review (ENVR 2023-0003)
Recommendation: Staff Recommends that the City Council and Planning Commission Receive the Staff Report, Open the Public Hearing, and Receive Public Comments, and Provide Feedback to Staff and the Consultant on the Draft General Plan 2040 Update. After the Close of the Joint City Council and Planning Commission Public Hearing, the Planning Commission Will Continue Their Public Hearing on the Project to the October 17th and November 7 th Planning
Commission Meetings.

Cm. Perkins' motion to open the public hearing was seconded by Cm. Rubio. The motion passed 10-0-0-0.

Public comment was received from Brent Smith, Tywon Sacontrie, Garry Chaban, Joel Redmon, and John Sathri.
Written public comment was received from Sue Bock.
Cm. Perkins' motion for the City Council to close its public hearing was seconded by Cm.
Rubio. The motion passed 5-0-0-0
Cm. Ahmed motion for the Planning Commission to continue its Planning Commission public hearing to October 17, 2023 was seconded by Cm. Curtis. The motion passed 5-0- 0-0.
