FINANCE COMMITTEE STAFF REPORT
DATE: January 16, 2024
TO: Finance Committee/City Manager
FROM: Debbie Chamberlain, Community Development Director By: Vance Phillips, Chief Building Official
SUBJECT: Wavier of Plan Review, Permit, and Development Fees for the San Ramon Valley Fire Protection District Training Facility.

RECOMMENDED ACTION
Staff recommends that the Finance Committee review the staff report proposing to waive plan review, permit, and development fees for the San Ramon Valley Fire Protection District training facility and forward a recommendation to the City Council.

BACKGROUND/DISCUSSION
The San Ramon Valley Fire Protection District and the City of San Ramon jointly completed the San Ramon Public Safety facility that included building a new Emergency Operations Center and remodel of the existing building at 2401 Crow Canyon Road for Police and Fire administrative services.

The permit and development fees related to the construction of the San Ramon Public Safety facility were included as part of the City’s contribution the project development.

The next phase of construction for the Fire District is improvements to develop the Fire District Training Facility located at 1500 Bollinger Canyon Road. The scope of work for the Fire District Training Facility includes removal of the existing headquarters building and a portion of the parking lot to build the training center. Training facilities will include a four-story training tower, a classroom building with apparatus bays, additional training props and a pump house building.

Fire station 38 will remain unchanged and operational during this phase of construction.

The fees proposed to be waived for the fire district training facility total $547,340. In addition to these fees there may be fees related to field revisions that occur after permits are issued resulting from unknown conditions found on the site or design changes during construction. The amount of fees related to field revisions is unknown and will be the responsibility of the Fire District.

The San Ramon Municipal Code does not give guidance on the process to waive or reduce development or permit fees.

RECOMMENDED ACTION
Staff recommends that the Finance Committee review and accept the Quarterly Investment Report for the period ending December 31, 2023 and forward to the City Council for review.

BACKGROUND/DISCUSSION

The City’s investments are carried at fair value, as required by generally accepted accounting principles (GAAP). In accordance with GASB Statement No. 31, Accounting and Financial Reporting for Certain Investments and for External Pools, the City adjusts the carrying value of its investments to reflect their fair value at each fiscal year end and includes the effects of these adjustments in income for that fiscal year.
