CITY COUNCIL STAFF REPORT
DATE: July 8, 2025
TO: City Council/City Manager
FROM: Brian Bornstein, Public Works Director
By: Vincent Santamaria, Associate Engineer
SUBJECT: RESOLUTION NO. 2025-079 - Accepting the Work by Dryco Construction, Inc., for Construction of the Pavement Management 2023 Project (CIP 000008) and Citywide Bicycle Network Improvements & Enhancement Project (CIP 905613) as Complete and Authorizing the City Clerk to File a Notice of Completion with the Contra Costa County Recorder's Office

EXECUTIVE SUMMARY
On July 25, 2023, the City Council adopted Resolution No. 2023-084, authorizing the Mayor to execute an Agreement (C2023-050) with Dryco Construction, Inc., for construction of the Pavement Management 2023 Project (CIP 000008) and Citywide Bicycle Network Improvements & Enhancement Project (CIP 905613), in an amount not to exceed $3,410,000 including contingency. During construction, the City did not issue any Construction Change Orders (CCOs); however, based on changes in quantities in the field, the final contract amount is $3,206,074. The work is now complete. This Resolution will result in the posting of a Notice of Completion and subsequent release of retained funds to the contractor.

RECOMMENDED ACTION
Staff recommends approval of this Resolution accepting the work by Dryco Construction, Inc. for construction of the Pavement Management 2023 Project (CIP 000008) and Citywide Bicycle Network Improvements & Enhancement Project (CIP 905613) as complete and authorizing the City Clerk to file a Notice of Completion with the Contra Costa County Recorder’s Office.

BACKGROUND
The Pavement Management Program was developed as part of a Citywide Program to provide street maintenance on an annual basis. By performing this maintenance frequently and systematically, the City minimizes long-term maintenance costs associated with complete reconstruction of failed pavement and maintains a higher quality throughout the life of the pavement. The scope of work for the Annual Pavement Management Program is based on several factors that include roadway condition and age; repairs and preventative maintenance; and a geographic grouping of roadways.

5.4 Packet Pg. 11
On July 25, 2023, the City Council adopted Resolution No. 2023-084, authorizing the Mayor to execute an Agreement (C2023-050) with Dryco Construction, Inc. (Dryco) for construction of the Pavement Management 2023 Project (CIP 000008) and Citywide Bicycle Network Improvements & Enhancement Project (CIP 905613), in an amount not to exceed $3,410,000.

The work performed by Dryco, under the Pavement Management 2023 Project (CIP 000008), included preventative maintenance and light rehabilitation; raising of utility covers and manholes to grade as necessary; and reinstallation of pavement striping, markings, and markers, including those for the existing bicycle lanes on the treated streets.

The type of pavement treatments applied contained slurry seal, microsurfacing, and rubberized cape seal at several neighborhoods in the City. The completed areas included: Bollinger Canyon Road, 2401 Crow Canyon Parking Lot, Ascension Drive and vicinity, Paddock Drive and vicinity, Marsh Drive and vicinity, Talavera Drive and vicinity, Santander Drive and vicinity, Twin Creeks Drive and vicinity, Scarboro Place, Wilton Place, Kittery Avenue, Harcourt Way and vicinity, Albion Road and vicinity, Longleaf Circle and vicinity, Greylin Drive and vicinity, Canyon Crest Drive and vicinity, Stagecoach Road, Dougherty Road, and Diablo Valley College/Dougherty Station parking lots. Also included in the Project was crack sealing on Stagecoach Road, between Alcosta Boulevard and the City Limits, Doughtery Road between Austin Creek Avenue to the City Limits, and between the City Limits and Old Ranch Road, and Bollinger Canyon Road between San Ramon Valley Boulevard and Crow Canyon Road.

PMP 2023 Project work also includes pavement striping and markings for all streets mentioned above along Bollinger Canyon Road, Harcourt Way, and Albion Road as part of the Citywide Bicycle Network Improvements & Enhancements Project (CIP 905613). The sections of these three streets received improvements including bike lanes/routes or increasing width of bicycle facilities, and added features such as green bike lanes and/or bike buffers for more visibility.

Work Performed Under Other Contracts
Curb ramp upgrades to meet the requirements of the Americans with Disabilities Act (ADA), replacement of concrete valley gutters, as well as curb, gutter and drain inlet repairs were performed under separate contracts as part of the Pavement Management 2023 Project (CIP 000008), as described below.

Additional work for the Pavement Management 2023 Project was completed under separate contracts. This included upgrading 126 ADA curb ramps, and replacement of concrete valley gutters, sidewalks, driveways, curbs, gutters, and drain inlets within the Project limits through a contract with JD Partners Concrete. In addition, Valley Slurry Seal (VSSI) applied crack sealant to streets in the Pavement Management 2023 Project (CIP 000008).

DISCUSSION

5.4 Packet Pg. 12
Dryco has completed the work specified in the contract documents within the authorized budget amount. During construction, the City did not issue any Contract Change Orders (CCOs), and quantities were adjusted in the field. However, the work was not completed within the specified time frame in the contract documents. The Project presented challenges with the winter weather, requiring a suspension for the winter months until it was suitable to recommence the Project again. The summary below is a recap of the Project timeline. · The Project was awarded by the City Council on July 25, 2023, and contracts were fully executed on August 9, 2023.
· On August 10, 2023, the City issued a Notice to Proceed to Dryco with the work to begin on or before September 5, 2023.
· On November 7, 2023, Dryco requested that the work be suspended due to deteriorating weather.
· The City allowed for temporary suspension of slurry seal pavement treatment through a letter issued November 9, 2023.
· On April 18, 2024, slurry seal pavement treatment recommenced, and on July 11, 2024 City accepted Project as substantially complete.
· On October 1, 2024, the City received Dryco’s final invoice, which contained discrepancies from staff’s calculated quantities. After multiple reconciliations, including a meeting in March 2025, Dryco agreed with the City’s final pay estimate on May 15, 2025.

Additional streets were also added to the Project for slurry treatment. These included Bello Court, Ladera Corte, and Dos Rios Court. The Project required a schedule extension to account for the winterization suspension, and despite the various challenges, the Project was completed within authorized budget and extended deadline.

Acceptance of the Project will initiate the 30-day Stop Notice period after the recording of the Notice of Completion, as required by law.

FISCAL ANALYSIS
The Five-Year 2024-2029 Capital Improvement Program authorized a total Project budget of $6,074,650 for the Pavement Management 2023 Project (CIP 000008), which is funded the Gas Tax/Measure J in the amount of $5,099,650 and $375,000 respectively; and the City’s Refuse Vehicle Impact Fee in the amount of $600,000. The Citywide Bicycle Network Improvements & Enhancements Project (CIP 905613) had a remaining Project Budget of $192,907, which was funded by 2019 Certificate of Participation Debt Financing (COP). The authorized construction contract amount was not to exceed $3,410,000. The total construction contract amount with

CITY COUNCIL STAFF REPORT
DATE: July 8, 2025
TO: City Council/City Manager
FROM: Debbie Chamberlain, Community Development Director By: Amy Sekhon, Admistrative Coordinator
SUBJECT: RESOLUTION NO. 2025-080 - Authorizing the Mayor to Execute Amendment No. 1 to the Agreement (C2024-021) with FCS International D.B.A First Carbon Solutions for On-Call Environmental Consulting and Staffing Services, Authorizing a Time Extension to March 12, 2028 and Authorizing Additional Funds of $200,0000 for a Cumulative Four-Year Not-To-Exceed Amount of $300,000

EXECUTIVE SUMMARY
On April 19, 2023, the Community Development Department released a Request for Qualifications (RFQ) to establish a list of qualified consulting firms for “on-call” planning, economic, and building and safety and related consulting services to support the Department.

FCS International was among the qualified consulting firms to submit a proposal for environmental consulting and staffing services.

Staff is requesting to amend the agreement with FCS to process future services that will be funded by the associated development applications. The project costs for future services will be associated with individual task orders to address specific project needs. The contract budget will be amended to be set at a not-to-exceed cost of $300,000 through March 12, 2028.

RECOMMENDED ACTION
Staff recommends that the City Council approve this resolution authorizing the Mayor to execute Amendment No. 1 to the agreement (C2024-021) with FCS International for On-Call Environmental Consulting and Staffing Services, authorizing a time extension to March 12, 2028, and authorizing additional funds of $200,000 for a cumulative total not-to-exceed amount of $300,000.

BACKGROUND/DISCUSSION
On April 19, 2023, the Community Development Department released a Request for Qualifications to establish a list of qualified consulting firms for “on-call” planning, economic, and building and safety and related consulting services to support the Planning Division. Cities, such as San Ramon, typically qualify a list of consultants to provide technical support for processing various development applications, specific plans, preparation of environmental

5.5 Packet Pg. 19
documents, transportation studies, economic-fiscal analyses, or building and safety related activities.

FCS International is currently on the approved consulting list, and the Planning Division would like to enter into an on-call agreement for environmental consulting and staffing services for various projects. Under this process, staff will solicit a cost for services associated with the specific task order that are consistent with the overall contract. By having a contract in place, it will reduce the time associated with contract adoption and administration for new development proposals. The ability to quickly respond to development proposals has become increasingly important with the streamlining of housing projects under State Law and shortened review periods.

The City entered into an agreement in a not-to-exceed amount of $100,000.00 for on-call environmental and staffing services. Staff has received several development applications that will require additional time and funding exceeding what was outlined in the original agreement, necessitating an amendment to the original agreement.

FISCAL ANALYSIS
Planning Services has budgeted $200,000 for on-call consultants as part of the Fiscal Year 25-26 budget. All expenses for the requested services under this amendment will be offset by specific development fees paid by project applicants.

STEPS FOLLOWING APPROVAL
After adoption of this Resolution, staff will finalize Amendment No. 1 with FCS International for execution.

CITY COUNCIL STAFF REPORT
DATE: July 8, 2025
TO: City Council/City Manager
FROM: Denton Carlson, Police Chief
By: Becky Chestnut, Police Captain
SUBJECT: RESOLUTION NO. 2025-081 - Authorizing the City Manager to Execute an Agreement with Peregrine Technologies for Data Integration Services and Electronic Court Case Filing in an Amount of $337,500 for a Three-Year Term

RECOMMENDED ACTION
Staff recommends adoption of this Resolution authorizing the City Manager to execute the agreement with Peregrine Technologies for data integration services and electronic court case filing in an amount of $337,500 for a three-year term.

BACKGROUND/DISCUSSION
On May 27, 2025, City Council adopted the Fiscal Year 2025-2026 Operating and Capital Budget. The Five-Year Capital Improvement Program (CIP) is a comprehensive five-year plan that identifies needed capital projects in order to coordinate the financing and timing of improvements in a manner that maximizes the return on investment to the public. The first year of the 5-Year CIP is referred to as the Capital Budget; the FY26 Capital Budget totals $13.4m and includes funding for Data Consolidation and Inter-agency Collaboration Software (Project # 400013) in the amount of $112,000 per year.

Per the City’s Purchasing Policy, staff requested quotes from three technology companies that offer similar data consolidation software. After a comprehensive review of the received quotes and how the technology would enhance department efficiencies, staff recommends the utilization of Peregrine Technologies, Inc. to provide a comprehensive data integration solutions with secure information sharing and electronic court filing with the Contra Costa District Attorney’s Office. None of the other vendors are able to provide this service.

The San Ramon Police Department (SRPD) uses many hardware and software-based technologies to conduct their day-to-day field and support services operations. As the reliance on these different technologies has increased, data analysis has become increasingly complex. To a large degree, the process of analyzing Police data and producing reports is still done manually using data held across multiple, separate systems. Peregrine Technologies provides a secure platform that allows personnel to access multiple data sources in a single location. If the contract

5.6 Packet Pg. 23
is authorized, SRPD plans to integrate data and documentation generated by citizen calls and officer-initiated activity from the computer-aided dispatch (CAD) system, the records management system, the body-worn camera footage data repository, and other camera systems utilized by SRPD, such as Automated License Plate Readers and Flock Cameras. This accumulated data could then be used to create interactive maps, network graphs, and dashboards, with the goal of enhancing situational awareness and officer safety. The platform would also accelerate evidence-based decision-making, enhance investigatory capabilities, streamline criminal analyses, and generate intelligence-driven outcomes.

Key Benefits of Peregrine Technologies, Inc.
• Digitally file case information with the District Attorney’s office (eFiling): Peregrine has an exclusive integration with the Contra Costa District Attorney Office (DA) allowing participating agencies to file cases electronically and directly populating information into the DA’s record management system. The current manual, and timeconsuming, process involves preparing and packaging materials and physically transporting them from San Ramon to Martinez. Peregrine is the only platform that the DA will allow to use this feature.
• Securely collaborate within and across other law enforcement agencies: Peregrine allows agencies to securely share reports with other law enforcement agencies that use Peregrine. Peregrine is already used by several neighboring law enforcement agencies throughout Contra Costa and Alameda Counties, including Concord, Richmond, Pittsburg, Antioch, and Livermore and Pleasanton. The platform’s access and usage control capabilities would allow SRPD to share information in a deliberate, auditable manner and safeguard data from inappropriate or unauthorized uses. None of the other vendors are able to provide this localized collaboration service. • Foster community-focused, intelligence-led crime reduction: With Peregrine, investigators would be able to better identify emerging trends in criminal activity within the community by using the platform’s analytical capabilities to identify repeat offenders, networks engaged in criminal acts (such as Organized Retail Theft) and areas experiencing increased criminal activity. Resources could then be allocated and deployed using evidence-based policing practices.
• Conduct crime statistics reporting and planning: The analysis tools in Peregrine would help reveal connections and patterns between disparate data to assist personnel in prioritizing the most impactful issues and incidents in San Ramon. Automated reports that tabulate, summarize, and visualize key crime statistics would reduce the need to manually recreate commonly recurring analyses. Peregrine could also assist SRPD efforts to create meaningful data presentations to share with other City staff, City officials and the community.
• Respond to requests for information: The current process for responding to Public Records Act requests requires that data be gathered from multiple systems and analyzed in a time-consuming, manual process. Linking relevant data within a single platform would enable SRPD to more easily provide focused and effective responses to requests

5.6 Packet Pg. 24
for information.
• Secure Collaboration and Data Sharing: The Peregrine platform’s proprietary integration, ontology, and granular security permissions enable secure sharing within the SRPD and between SRPD and partner agencies, public and private, that is otherwise not possible. Within the SRPD, this will allow secure collaboration across investigations, patrol, custody operations, traffic, analysis and command staff. Additionally, Peregrine will allow the SRPD to securely collaborate and share data in a common platform with critical Peregrine customer agencies within Sacramento County and beyond including, but not limited to Alameda County, Contra Costa County, and Santa Clara County. All data sharing and collaboration features are automatically synchronized with SRPD’s existing user, group, and role security and access policies. • Fully Open and Interoperability Architecture. Peregrine is the only solution on the market that ensures the SRPD will never be at risk of vendor lock-in or issues related to data ownership. Peregrine’s fully open and interoperability architecture is fully vendoragnostic, allowing Peregrine to integrate data from any current or future SRPD solution and allow any such solutions to access data from Peregrine, without limitation, if desired by SRPD.
• End-to-end security, Criminal Justice Information Systems (CJIS), and California Department of Justice (CAL DOJ) compliance. Peregrine is hosted on a secure, CJIS compliant Amazon Web Services (AWS) Government Cloud region. Peregrine meets or exceeds all standards and controls set forth in the most current FBI CJIS and CAL DOJ security policies. Peregrine has been approved at multiple California agencies to handle sensitive information such as criminal justice information. Additionally, Peregrine offers seamless integration with SRPD’s existing single-sign-on and multi-factor authentication services. This allows SRPD to avoid any redundancy and duplication in managing user access and permissions and automatically ensure all interactions with sensitive data are compliant with existing agency data and information system security policies.

Integration and Implementation
The integration and implementation of the Peregrine system would take approximately 90 days, once the contract is in effect. Peregrine staff would work with SRPD personnel and Information Technology staff to prioritize integrations and user groups before moving to facilitate access to the data sources. Once access has been granted, training for the users would begin followed by the full platform implementation no later than fall 2025.

Training
As part of the agreement, Peregrine would provide SRPD with a four-hour training block covering:
• Overview of the platform
• A review of accessible data sources and how they can be searched and visualized within the platform.
• Introduction to the analytic capabilities of the platform

5.6 Packet Pg. 25
This training would be conducted during the regular monthly training schedule.

FISCAL ANALYSIS
The cost of the Peregrine Technologies contract would be $112,000 per year and has been previously approved by the City Council as part of the Five-Year Capital Improvement Program as Project #400013. (FY2526 Operating and Capital Budget approved May 27, 2025.)

STEPS FOLLOWING APPROVAL
Once approved by Council, the City Manager will execute a three-year software license agreement, not to exceed $337,500. Staff will coordinate contract approval from the City Attorney’s Office and the implementation of the software.

CITY COUNCIL STAFF REPORT
DATE: July 8, 2025
TO: City Council/City Manager
FROM: Scott Koll, Assistant City Manager
By: Megan O'Donoghue, Human Resources Manager
SUBJECT: RESOLUTION NO. 2025-082 - Authorizing Execution of Amendment No. 4 to the Unrepresented Miscellaneous Employees Salary and Benefits Resolution and Amendment No. 2 to the Unrepresented Executive Employees Salary and Benefits Agreement Regarding the City's Uniform Allowance

RECOMMENDED ACTION
Staff recommends approval of the Resolution authorizing the execution of Amendment No. 4 to the Unrepresented Miscellaneous Employees Salary and Benefits Resolution and Amendment No. 2 to the Unrepresented Executive Employees Salary and Benefits Agreement.

BACKGROUND/DISCUSSION

BACKGROUND
The California Public Employees’ Retirement System (CalPERS) defines compensation categories that determine pensionable earnings for public employees. These categories include base salary as well as uniform allowances and other benefits, which must meet specific criteria to be reportable under CalPERS regulations. The City of San Ramon must report compensation to CalPERS as specified in the California Code of Regulations (CCR) or CalPERS circulars.

Categories of Compensation
CalPERS recognizes several types of compensation, including but not limited to:
• Base Salary – The standard rate of pay for an employee’s position. • Special Compensation – Additional earnings tied to specific duties, skills, or work conditions. This includes educational incentives, longevity pay, and management incentive pay.
• Uniform Allowances and Other Benefits – Certain allowances may be reportable, depending on classification and purpose.

Uniform Allowance
Uniform allowances are classified as special compensation for Classic members of CalPERS, if the allowances meet certain criteria.

5.7 Packet Pg. 29
Considerations for Reporting
Public agencies must ensure that uniform allowances align with CalPERS guidelines to avoid reporting errors. The uniform allowance must be for the maintenance of required clothing, which is a ready substitute for personal attire the employee would otherwise have to acquire and maintain (items that are solely for personal health and safety, including safety shoes, are excluded).

DISCUSSION
On July 1, 2018, by Resolution No. 2018-102, the City Council approved and executed a Salary and Benefits Resolution outlining terms and conditions of employment for Unrepresented Miscellaneous Employees; on July 12, 2022, by Resolution No. 2022-111, the City Council approved and executed a new and updated Salary and Benefits Resolution for Unrepresented Miscellaneous Employees. On November 26, 2024, by Resolution No. 2024-110, the City Council approved and executed the Unrepresented Executive Employees Salary and Benefits Agreement. Notably, while the City has a longstanding practice of providing a uniform allowance to uniformed employees assigned to the Police Department, including unrepresented employees in the positions of Police Services Technician I/II, Police Lieutenant, Police Captain, and Police Chief, this practice was not reflected in the documents outlining salary and benefits for unrepresented employees.

While the uniform allowance may not be reported as special compensation for the City’s PEPRA CalPERS Members, the City has always intended to report the uniform allowance as special compensation for the City’s Classic CalPERS Members. However, CalPERS representatives recently informed the City that the omission of language regarding the uniform allowance in the Unrepresented Miscellaneous Employees Salary and Benefits Resolution and Unrepresented Executive Employees Salary and Benefits Agreement does not meet the requirements of special compensation, as outlined in CCR 571(b) and CCR 571.1(a). As such, staff have drafted language regarding the uniform allowance for both the Unrepresented Miscellaneous Employees Salary and Benefits Resolution and Unrepresented Executive Employees Salary and Benefits Agreement to be compliant with CCR 571(b) and CCR 571.1(a), as follows:

Unrepresented Miscellaneous Employees Salary and Benefits Resolution: Section 5 – Compensation, 5.11 – Uniform Allowance:

All unrepresented and uniformed employees assigned to the Police Department will be responsible for the purchase of their own uniforms with the following exceptions:
• The City will purchase one (1) complete set of uniforms for any newly hired employee. • The City will replace any uniform apparel damaged during the course of the employee's duties, with the exception of normal wear and tear.

Beginning January 1, 2019, and in lieu of City-provided uniforms, unrepresented and uniformed employees assigned to the Police Department will receive a uniform allowance of $40.38 per pay

5.7 Packet Pg. 30
period. These employees will also receive an annual boot allowance of $100, to be disbursed during the month of December each year. The annual boot allowance will not be reported to CalPERS.

Unrepresented Executive Employees Salary and Benefits Agreement: Section 4 – Compensation, 4.8 – Uniform Allowance:

All unrepresented and uniformed employees assigned to the Police Department will be responsible for the purchase of their own uniforms with the following exceptions:
• The City will purchase one (1) complete set of uniforms for any newly hired employee. • The City will replace any uniform apparel damaged during the course of the employee's duties, with the exception of normal wear and tear.

Beginning January 1, 2019, and in lieu of City-provided uniforms, unrepresented and uniformed employees assigned to the Police Department will receive a uniform allowance of $40.38 per pay period. These employees will also receive an annual boot allowance of $100, to be disbursed during the month of December each year. The annual boot allowance will not be reported to CalPERS.

Amendment No. 4 to the Unrepresented Miscellaneous Employees Salary and Benefits Resolution and Amendment No. 2 to the Unrepresented Executive Employees Salary and Benefits Agreement incorporate these proposed changes with a retroactive effective date to memorialize the City’s long-standing practice.

FISCAL ANALYSIS
Because the City is currently providing the uniform allowance to unrepresented and uniformed employees assigned to the Police Department, the cost of the uniform allowance is already incorporated into the FY 25/26 budget. Therefore, this action, if approved, will not have a fiscal impact.

STEPS FOLLOWING APPROVAL
This action will ratify and execute Amendment No. 4 of the Unrepresented Miscellaneous Employees Salary and Benefits Resolution and Amendment No. 2 of the Unrepresented Executive Employees Salary and Benefits Agreement. Staff will implement the new amendments, which will also be posted on the City’s Intranet and external web page for access by others.

CITY COUNCIL STAFF REPORT
DATE: July 8, 2025
TO: City Council/City Manager
FROM: Debbie Chamberlain, Community Development Director By: Vance Phillips, Chief Building Official
SUBJECT: RESOLUTION NO. 2025-083 - Accepting Building and Safety Services Division Report for Consideration and Setting a Public Hearing on the Statement of Expenses for July 22, 2025 at the Regular City Council Meeting

RECOMMENDED ACTION
Staff recommends the City Council receive the staff report and approve the resolution accepting the Building and Safety Services Division report for consideration and setting a hearing on the Statement of Expenses for the July 22, 2025, City Council meeting.

BACKGROUND/DISCUSSION
Pursuant to Municipal Code Title B, Division B6, Chapter VI, Article 3-Abatement of Nuisances by City-Special Assessment, Building and Safety Services staff began the process to collect abatement costs, unpaid fines, and fees.

On April 25, April 28, June 9 and June 27, 2025, individual property owners were notified of the intent to levy a special assessment on their property by way of City Council Resolution. The notice included the property address, assessor parcel number, the case number, the amount due, the due date, and the intent to hold a public hearing.

Prior to beginning the process to collect abatement costs and unpaid fines, each property owner was issued the appropriate legal notices and afforded the opportunity to appeal the nuisance or violation and the unpaid fines.

Each property owner has received all the required notices and has been afforded an opportunity for an appeal hearing. None of the listed owners have paid the abatement costs or fines.

Exhibit 1 to the Resolution specifies for each subject property the total cost of the abatement, a description of the property that accrued the abatement costs, and the names and addresses of the persons entitled to notice.

The Building and Safety Services Division has filed with the City Clerk the attached Report to place on the agenda for the City Council’s consideration and to request that the City Council set

5.8 Packet Pg. 36
the hearing on the statement of expenses for the July 22, 2025, regular City Council Meeting.

FISCAL ANALYSIS
The Building and Safety Services Division has listed the cost of abatement, and fines and fees due for each property in the attached exhibit. The costs are actual cost paid to remove hazards or to abate violations and/or fines or fees listed in the City Council Fees Resolution adopted each year.

CITY COUNCIL STAFF REPORT
DATE: July 8, 2025
TO: City Council/City Manager
FROM: Scott Koll, Assistant City Manager
By: Megan O'Donoghue, Human Resources Manager
SUBJECT: RESOLUTION NO. 2025-084 - Authorizing Execution of the FY 2025/26 Salary Schedule as Provided for in the Unrepresented Miscellaneous Employees Salary and Benefits Resolution, Unrepresented Executive Employees Salary and Benefit Agreement, Memorandum of Understanding with the Service Employees International Union, Local 1021, and Memorandum of Understanding with the San Ramon Police Officers Association

RECOMMENDED ACTION
Staff recommends approval of the Resolution authorizing execution of the FY 2025/26 Salary Schedule for all employees effective July 8, 2025.

BACKGROUND/DISCUSSION
On July 12, 2022, by Resolution No. 2022-111, the City Council approved and executed a Salary and Benefit Resolution outlining terms and conditions of employment for Unrepresented Miscellaneous Employees, including scheduled increases to salary ranges. On November 24, 2024, by Resolution No. 2024-110, the City Council approved and executed a Salary and Benefit Agreement outlining terms and conditions of employment for Unrepresented Executive Employees, including scheduled increases to salary ranges. The Unrepresented Miscellaneous Employees Salary and Benefit Resolution, along with well the Unrepresented Executive Employees Salary and Benefits Agreement, provide for increases to the salary ranges for unrepresented miscellaneous job classifications (excluding Police Lieutenant, Police Captain, and Police Chief) effective July 1, 2025, based on the change in the Consumer Price Index (CPI) from April 2024 through April 2025 using the San Francisco-Oakland-San Jose region (Urban Wage Earners and Clerical Workers) as published by the Bureau of Labor Statistics, with the maximum adjustment being no greater than three and one-half percent (3.5%). The change in the CPI from April 2024 through April 2025 was one and three-tenths percent (1.3%), so the salary ranges for the relevant unrepresented job classifications have been adjusted accordingly.

The current Memorandum of Understanding (MOU) with SEIU was approved on July 12, 2022, by Resolution No. 2022-110, for a term of July 1, 2022, through June 30, 2026. The SEIU MOU provides for increases to salary ranges effective July 1, 2025, based on the results of a May 2025 total compensation survey to bring the top of the ranges to the seventy-fifth percentile (75%) of

9.2 Packet Pg. 40
the City’s comparator agencies, using the Maintenance Technician II job classification and corresponding salary range as a benchmark. Based on the results of that survey, which showed that the salary range for Maintenance Technician II was two and nine-tenths percent (2.9%) above the seventy-fifth percentile (75%), so the salary ranges for job classifications represented by SEIU will not be adjusted for this fiscal year.

The current Memorandum of Understanding (MOU) with the San Ramon Police Officers Association (POA) was approved on July 23, 2024, by Resolution No. 2024-086, for a term of July 1, 2024, through June 30, 2027. The POA MOU provides for a two percent (2%) increase to the salary ranges for all POA represented job classifications effective the first full pay period following July 1, 2025, which begins July 14, 2025.

Additionally, the Unrepresented Miscellaneous Employees Salary and Benefit Resolution and the Unrepresented Executive Employees Salary and Benefits Agreement specify differentials for the salary ranges for Police Lieutenant, Police Captain, and Police Chief. Specifically, the top step (Step 5) for Police Lieutenant will be maintained at five percent (5%) above the maximum total compensation for Police Sergeant; the top of the range for Police Captain will be maintained at seven and one-half percent (7.5%) above the top step for Police Lieutenant; and the top of the range for Police Chief will be maintained at ten percent (10%) above the top of the range for Police Captain. As such, the salary ranges for Police Lieutenant, Police Captain, and Police Chief have been adjusted by two percent (2%), in keeping with the adjustment made to the salary ranges for the POA.

Finally, the current provisions in the City’s Employment Agreement with City Manager Steven Spedowfski dictate a 5.5% differential between the City Manager’s salary and the highest paid Department Director salary range. Because the Police Chief is considered a Department Director, the City Manager’s annual salary will be increased to $337,587.64, which reflects a differential of 5.5% above the new salary range for Police Chief.

The FY 2025/26 salary schedule incorporates the increases outlined above for all City job classifications.

FISCAL ANALYSIS
There is no budgetary impact as all items covered in the Resolution are included in the FY 2025/26 operating budget.

STEPS FOLLOWING APPROVAL
This action will ratify and execute the FY 2025/26 salary schedule for all City job classifications.

Staff will implement the new salary schedule, which will also be posted on the City’s Intranet and external web page for access by others.
