CITY COUNCIL STAFF REPORT
DATE: November 12, 2025
TO: City Council/City Manager
FROM: Brian Bornstein, Public Works Director
By: Gloria Lee, Associate Civil Engineer
SUBJECT: RESOLUTION NO. 2025-111 - Accepting the Work by H&R Plumbing and Drain Cleaning, Inc., Dba H&R Underground for the Cabrillo Avenue Storm Drain Repair Project (CIP 915548-Z) as Part of the Citywide Drainage Infrastructure Repairs Project (CIP 915548)

EXECUTIVE SUMMARY
On September 9, 2025, the City Council adopted Resolution No. 2025-106, authorizing the Mayor to execute an Agreement (C2025-066) with H&R Plumbing and Drain Cleaning, Inc., dba H&R Underground for the Cabrillo Avenue Storm Drain Repair Project (CIP 915548-Z) as part of the Citywide Drainage Infrastructure Repairs Project (CIP 915548), in an amount not to exceed $158,700 including contingency.

During construction, the City issued one Construction Changer Order (CCO), for a final contract amount of $142,000. The work is now complete. This Resolution will result in the posting of a Notice of Completion and subsequent release of retained funds to the contractor.

RECOMMENDED ACTION
Staff recommends approval of this Resolution accepting the work by H&R Plumbing and Drain Cleaning, Inc., dba H&R Underground for the Cabrillo Avenue Storm Drain Repair Project (CIP 915548-Z) as part of the Citywide Drainage Infrastructure Repairs Project (CIP 915548), as complete and authorizing the City Clerk to file a Notice of Completion with the Contra Costa County Clerk Recorder’s Office.

BACKGROUND
The storm drain pipes along Cabrillo Avenue were installed in the early 1970s and have not been rehabilitated since. During a recent inspection, City staff discovered significant erosion and punctures in the downstream segment of the 30-inch storm drain pipe near Cabrillo Avenue and Sedgefield Avenue, likely caused by high groundwater exposure. Staff evaluated several repair options and, after considering cost, constructability, disruption to residents, and long-term performance, determined that trenchless repairs using targeted mortaring and pressure-injection grouting was the most practical and cost-effective method to restore the pipe’s structural integrity and prevent further groundwater infiltration. The use of other methods/approach would result in

significantly higher costs likely exceeding $400,000,

DISCUSSION
On September 9, 2025, the City Council adopted Resolution No. 2025-106, authorizing the Mayor to execute an Agreement (C2025-066) with H&R Plumbing and Drain Cleaning, Inc., dba H&R Underground for the Cabrillo Avenue Storm Drain Repair Project (CIP 915548-Z) as part of the Citywide Drainage Infrastructure Repairs Project (CIP 915548), in an amount not to exceed $158,700 including contingency.

During construction, the City issued one Construction Change Order in the amount of $4,000 to address unforeseen field conditions. Under this change order, the contractor repaired the catch basin channel invert located west of Sedgefield Avenue and Cabrillo Avenue to allow storm water to properly flow through the catch basin channel into the next segment of the storm drain.

All work described in the contract scope of work including the change order work are now complete within the time specified in the contract documents and within the authorized budget amount. Acceptance of the Project will initiate the 30-day Stop Notice period after the recording of the Notice of Completion, as required by law.

FISCAL ANALYSIS
The Fiscal Year 2025/26 Capital Budget authorized $302,747 to the Citywide Drainiage Infrastructure Repairs Project (CIP 915548) to include the authorized Project budget of $158,700 for CIP 915548-Z, funded through a combination of Creek Mitigation Fund, Drainage Mitigation Fund, and Infrastructure Maintenance Fund. The total contract amount for the Project, including one construction change order, is $142,000. The remaining balance of $16,700 will be kept in the Citywide Drainage Infrastructure Repairs Project (CIP 915548) for future drainage related work.

STEPS FOLLOWING APPROVAL
With the approval of this Resolution, the City Clerk will file a Notice of Completion with the Contra Costa County Clerk Recorder’s Office. Upon completion of the posting period, the City will release the contract retention funds.

CITY COUNCIL STAFF REPORT
DATE: November 12, 2025
TO: City Council/City Manager
FROM: Steven Spedowfski, City Manager
By: Christina Franco, Deputy City Manager
SUBJECT: RESOLUTION NO. 2025-112 - Establishing the San Ramon Sustainability Advisory Committee and Adopting the Respective Bylaws, and the Dissolution of the Climate Action Plan Citizens Task Force, Open Space Advisory Committee, and Transportation Advisory Committee

RECOMMENDED ACTION
Staff recommends that the City Council:

1. Consider the creation of a new consolidated advisory body titled the Sustainability Advisory Committee.

2. If the Council supports the formation of the Sustainability Advisory Committee, take action to formally dissolve the following existing committees:
• Climate Action Plan Citizens Task Force (CAP Task Force) • Open Space Advisory Committee
• Transportation Advisory Committee

BACKGROUND/DISCUSSION
The City Council has expressed interest in reviewing and restructuring its Boards, Commissions, and Committees (BCCs) to ensure alignment with current Council priorities, improve operational efficiency, and enhance public engagement. BCCs should be structured to support the City Council's strategic goals and provide a clear, transparent pathway for meaningful public engagement. In doing so, they serve a dual purpose: informing Council decisions with diverse perspectives and enhancing community trust in the policy-making process. As part of this broader effort, staff has evaluated the scope, function, and overlap of existing advisory bodies.

The CAP Task Force, Open Space Advisory Committee, and Transportation Advisory Committee each address critical but interrelated aspects of San Ramon’s environmental, mobility, and land use goals. However, maintaining separate committees has led to:
• Redundant scopes of work
• Challenges in recruitment and quorum
• Increased staff time and administrative overhead
• Lack of items for discussion

9.2 Packet Pg. 14
The proposed Sustainability Advisory Committee would streamline these efforts into a single, multidisciplinary advisory body that reflects the integrated nature of climate action, transportation planning, and open space.

Proposed Committee Scope
The Sustainability Advisory Committee would serve in an advisory capacity to City staff and the City Council on matters related to:
• Implementation of the adopted Climate Action Plan (CAP) • Sustainable transportation and mobility strategies
• Preservation and enhancement of open space
• Community outreach and education on environmental and mobility issues The committee would also review relevant workplans, provide feedback on policy initiatives, and support public engagement efforts.

Committee Structure
• The Sustainability Advisory Committee would consist of five (5) at-large members and two (2) alternates who reside within San Ramon city limits. • Members would serve four-year staggered terms.
• Meetings would be held quarterly.

Dissolution of Existing Committees
If the Council supports the formation of the Sustainability Advisory Committee, staff recommends the formal dissolution of the following:
• CAP Task Force: Originally formed to support the development of the updated Climate Action Plan, the Task Force has completed its primary charge. A standing committee is now appropriate to support implementation.
• Open Space Advisory Committee: The committee has fulfilled several of its primary responsibilities, and its remaining scope of work is well-suited for consolidation. Its duties can be integrated into the Sustainability Advisory Committee’s broader environmental focus.
• Transportation Advisory Committee: With evolving transportation needs and overlapping goals with climate and land use planning, its functions are well-suited for consolidation.

Background on the Committees
Open Space Advisory Committee
The Open Space Advisory Committee was originally established by the City Council in 2003 to support the Parks and Community Services Commission in implementing the Open Space Preservation Action Plan. In 2014, the Committee was renamed the Open Space Task Force (OSTF) with an expanded role to include identifying funding sources and prioritizing areas for open space acquisition.

9.2 Packet Pg. 15
The purpose of this Committee is to advise the City regarding policies that will accomplish goals and objectives specified in the City's General Plan including the Open Space Element and the Property Priority Matrix.

A. Prioritize land at risk for development based upon the Priority Property List developed by the Open Space Task Force; and
B. Based upon the prioritization of the Priority Property List recommend potential properties for preservation; and
C. Advise the City Council regarding opportunities and resources available for establishing a secure funding source for open space acquisition, permanent preservation, and maintenance for properties contiguous to the City limits; D. Provide a forum for input from the community regarding open space issues which are consistent with the Committee’s charge.

E. Seek partnerships with other open space advocacy groups for the purposes of sharing information on funding sources and ways to permanently preserve open space.

F. Prepare and submit an annual Work Program for approval by the City Council.

While the Open Space Advisory Committee has historically played a valuable role-most notably in developing the Priority Property List. For several years meetings have primarily consisted of informational presentations. With its core task completed, the committee no longer has a defined purpose or deliverables aligned with Council priorities. As such, its responsibilities may be more effectively integrated into the scope of the proposed Sustainability Advisory Committee.

Transportation Advisory Committee
The Committee was established by the City Council in January 1986. The Committee evolved from the previous City Transit Committee. The purpose of the Committee is to provide ongoing input on the provision and delivery of transportation issues affecting the City of San Ramon.

1. Review and provide recommendation(s) on all transportation related complaints, comments, or suggestions.

2. Review County Connection bus ridership, bus routes every six months, and make appropriate recommendations to Council.

3. Review and provide comments on transportation issues regarding the Metropolitan Transportation Commission (MTC), Caltrans, County Connection, LAVTA, and BART.

4. Review and provide comments and recommendations on the City's General Plan circulation elements and specific plans.

5. Participate in the implementation of the Bicycle Master Plan:
a. Review the Bicycle Master Plan a minimum of twice annually. b. Provide recommendations for a project or projects to be considered as part of the annual Capital Improvement Program (CIP).
c. When appropriate, TAC will convene a Bicycle Master Plan Subcommittee to review regional bicycle/pedestrian plans and/or studies and provide recommendations for TAC consideration.

6. Review and provide recommendations for Council on local, state, and federal transportation legislation affecting San Ramon.

9.2 Packet Pg. 16

7. Review and provide recommendations on transportation policies, issues, and programs which involve the Contra Costa Transportation Authority (CCTA) and tri-Valley Transportation Council (TVTC).

8. Review and provide recommendations on the contra Costa Countywide bicycle plan.

9. Establish an annual project study list to address specific issues.

10. Other matters as referred to Committee from Council.

Over the past four years, the Transportation Advisory Committee (TAC) has met a total of 26 times and canceled 20 scheduled meetings, reflecting ongoing challenges with maintaining a consistent and productive meeting schedule. Staff recommends incorporating the TAC’s responsibilities into the newly proposed Sustainability Advisory Committee to streamline advisory functions, reduce redundancy, and foster more integrated discussions around mobility, climate action, and open space. This consolidation will allow for more efficient use of staff resources and ensure that transportation issues are addressed within a broader, more strategic framework.

FISCAL IMPACT
Consolidating three committees into one is expected to reduce staff time and administrative costs. Each committee requires approximately 300-400 staff hours annually, spread across multiple positions. Council taking this action allows department directors to reassign support staff to other critical priorities and service delivery.

The time audits are rough estimates intended to be helpful data when assessing priorities and resource allocation. They should not be construed as formalized desk audits, which are more costly and time consuming to generate.

STEPS FOLLOWING APPROVAL
If the Council approves the recommended action:

1. Staff will notify all current committee members of the Council’s decision.

2. The City Clerk’s Office will initiate the recruitment process for the Sustainability Advisory Committee.

WHEREAS, the City Council finds that consolidating these committees into a single advisory body will streamline efforts, reduce redundancy, and foster integrated discussions around sustainability, transportation, and open space; and WHEREAS, the Sustainability Advisory Committee will serve in an advisory capacity to City staff and the City Council on matters related to the implementation of the Climate Action Plan, sustainable transportation and mobility strategies, preservation and enhancement of open space, and community outreach and education on environmental and mobility issues; and WHEREAS, the Climate Action Plan Citizens Task Force has completed its primary charge of supporting the development of the updated Climate Action Plan, and a standing committee is now appropriate to support implementation; and WHEREAS, the Open Space Advisory Committee and Transportation Advisory Committee have fulfilled several of their primary responsibilities, and their remaining duties are well-suited for integration into the broader scope of the Sustainability Advisory Committee; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Ramon does hereby:
