FINANCE COMMITTEE STAFF REPORT
DATE: November 13, 2025
TO: Finance Committee/City Manager
FROM: Brian Bornstein, Public Works Director
By: Amy Amiri, Senior Administrative Analyst
SUBJECT: Capital Improvement Program (CIP) – FY 2024/25 Completed Project Budget Analysis

EXECUTIVE SUMMARY
During FY 2024/25, Capital projects that were completed are presented in this report to show the completed costs versus the approved budget. This report captures the annual accounting report of the completed projects during the previous fiscal year.

RECOMMENDED ACTION
Staff recommends that the Finance Committee review the Completed Project Budget Analysis for the Capital Improvement Program for FY 2024/25 and provide comments.

BACKGROUND/DISCUSSION
Since the May 18, 2005 City Council Budget Workshop, staff has annually prepared an accounting report of the approved budget and the actual project costs for completed CIP projects for the previous fiscal year and presented it to the Finance Committee by the fall of each year.

This report provides a comparative analysis of the approved budget versus the actual costs for the Capital projects completed in FY 2024/25 as of September 30, 2025.

As part of this staff report, staff will present a PowerPoint summarizing the completed projects and the cost to complete each project. Also highlighted are some of the projects that continue to roll over each year to better illustrate what was completed in FY 2024/25, although the budget in these projects roll over into the following year.

FISCAL ANALYSIS
A total of 18 of the 75 projects were completed in FY 2024/25. Of the 75 projects, 24 are routine maintenance-related projects that continue year after year, and one has been deferred and/or reprogrammed to future years. The total project budget costs were $44,410,698; the total actual

5.1 Packet Pg. 5
project costs were $42,875,323, which results in a difference between budget and actual costs of $1,535,375.

The largest savings came from the pavement projects listed below:

Pavement Management 2023 Project (CIP 000008) - $742,817 The savings were primarily due to favorable bid pricing and having the concrete work for ADA ramps completed by a separate contractor and refinements to the overall scope of work. The remaining funds have been returned to the original funding source (Gas Tax) for future programming.

Pavement Management 2024 Project (CIP 000013) - $466,248 The savings were primarily due to favorable bid pricing and having the concrete work for ADA ramps completed by a separate contractor and refinements to the overall scope of work. The remaining funds have been returned to the original funding source (Gas Tax) for future programming.

Other savings upon project completion are as follows:
2023 Storm Damage Repairs Project - Coyote, S. San Ramon, and San Catanio Creeks (CIP 100001-B) - $59,724 The savings were primarily due to favorable bid pricing. The Project received grant from FEMA/OES for the eligible reimbursable work. The remaining balance will stay in project to address monitoring and compliance requirements for the next three years.

Cricket Pitch Installation Project (CIP 500002) - $111,975 The savings were primarily due to favorable bid pricing and use of in-house resources to complete some of the work. The unused remaining funds will remain in the project to look for additional sites and enhancements.

Pavement Repair - Stop Gap 2022/2023 Project (CIP 000006) - $89,614 The savings were mainly due to favorable bid pricing. All scheduled work was completed and the unused remaining funds have been returned back to the original funding source (Gas Tax Fund) for future programming.

The budget vs. actual costs for each completed project is more fully described in Attachment A.

The table below shows the breakdown of the project budget costs versus the actual project costs per fiscal year for the last 10 years through FY 2024/25:

SUBJECT: PARS Pension Stabilization Trust Statements for the Quarter Ended September 30, 2025

RECOMMENDED ACTION
Staff recommends that the Finance Committee review and accept the PARS Pension Stabilization Trust Statements for the quarter ended September 30, 2025.

BACKGROUND/DISCUSSION
Participation in the PARS Pension Stabilization Trust (PARS trust) was approved by City council on November 28, 2017, by Resolution No. 2017-128. The purpose of the PARS Trust is to prefund pension obligations to address unfunded liabilities and large variances in annual pension contributions. Before the PARS Trust was established, the City’s only option for reducing the unfunded pension liability was to commit additional funds to CalPERS. Unfortunately, these additional funds would be subject to the same market volatility risk and investment restrictions as the current CalPERS contributions and would not necessarily improve the plan’s overall funded status in the long run. Pre-funding the pension obligations through the PARS Trust versus CalPERS offers the following benefits:
• Provides local control and more flexibility in investment allocations compared to maintaining funds in a City-invested reserve or giving money to CalPERS to pay down unfunded liability • Offers potential for higher investment returns
• Acts as a reserve fund to help the City pay for increasing CalPERS annual contribution requirements and helps mitigate General Fund budget spiking On July 1, 2025, the PARS Trust had a balance of $1,881,641. During this quarter, there were investment gains of $19,371 and expenses of $1,180, which left an ending balance of $1,899,832 at September 30, 2025.

The dual goals of the Moderate Strategy are growth of principal and income. It is expected that dividend and interest income will comprise a significant portion of total return, although growth through capital appreciation is equally important. FINANCE COMMITTEE STAFF REPORT
DATE: November 13, 2025
TO: Finance Committee/City Manager
FROM: Jennifer Wakeman, Finance Director
By: Jennifer Wakeman, Finance Director
SUBJECT: Certificate of Achievement for Excellence in Financial Reporting for Fiscal Year Ended June 30, 2024

RECOMMENDED ACTION
Staff recommends that the Finance Committee review and accept the Certificate of Achievement for Excellence in Financial Reporting for Fiscal Year ended June 30, 2024.

BACKGROUND/DISCUSSION
The Government Finance Officers Association (GFOA) represents public finance officials throughout the United States and Canada. The GFOA’s mission is to enhance and promote the professional management of governmental financial resources by identifying, developing, and advancing fiscal strategies, policies, and practices for the public benefit. To promote excellence in financial reporting the GFOA developed the Excellence in Financial Reporting Program.

Last year the City’s Annual Comprehensive Financial Report (ACFR) was submitted to the GFOA for review and evaluation based on criteria designed to encourage local governments to go beyond the minimum requirements of generally accepted accounting principles, while promoting the spirit of transparency and full disclosure. The GFOA recognizes successful organization with the Certificate of Achievement, which is the highest form of recognition in governmental accounting and financial reporting. Its attainment represents a significant accomplishment by a government and its management.

This is the City of San Ramon’s twenty-first consecutive year of receiving the certificate and is a testament to the City’s ongoing commitment to excellence and transparency in financial reporting.

FINANCE COMMITTEE STAFF REPORT
DATE: November 13, 2025
TO: Finance Committee/City Manager
FROM: Jennifer Wakeman, Finance Director
By: Michelle Joe, Administrative Analyst
SUBJECT: City of San Ramon Quarterly Investment Report for the Period Ending September 30, 2025

RECOMMENDED ACTION
Staff recommends that the Finance Committee review and accept the Quarterly Investment Report for the period ending September 30, 2025, and forward it to the City Council for review.

BACKGROUND/DISCUSSION
State law requires that the City Council review the City Investment Report at least quarterly.

Copies of the Investment Report prepared by Meeder Public Funds, for the period ending September 30, 2025, the Investments Held by Trustees, and the Summary of Cash and Investments are attached for your review.

The September 30, 2025 Investment Report was prepared by Meeder Public Funds. The Investment Report is maintained on a daily basis to track investment yields, maturities, call dates, and market values. The Investments Held by Trustees and the Summary of Cash and Investments were prepared by staff.

The City’s investments are carried at fair value, as required by generally accepted accounting principles (GAAP). In accordance with GASB Statement No. 31, Accounting and Financial Reporting for Certain Investments and for External Pools, the City adjusts the carrying value of its investments to reflect their fair value at each fiscal year end and includes the effects of these adjustments in income for that fiscal year.

FISCAL ANALYSIS
The balance of the City’s demand deposit accounts held with JP Morgan Chase Bank totaled $3.7 million as of September 30, 2025. This account is used for the City’s daily operations.

Total funds managed by Meeder Public Funds equaled $79.3 million at book value as of September 30, 2025. The portfolio consists of $16.9 million in federal agency securities, $38.3

million in treasury securities, $5.5 million in supranationals, $9.9 million in corporate bonds, $3.5 million in negotiable CD’s, and $5.2 million in FDIC insured CD’s. The weighted average yield to maturity on investments is 3.60% and the weighted average days to maturity is 763 days, which is 26 days shorter than last quarter. The weighted average yield to maturity is 6 basis points higher than the previous quarter.

The overall objectives in managing the City’s investment portfolio are listed as follows in the order of importance: first, safeguarding principal; second, maintaining appropriate liquidity; and third, generating favorable long-term results relative to the City’s benchmark, the ICE BofAML 30-month average (MMA). To accomplish these objectives, Meeder Public Funds is directed to maintain a strategy designed to keep the portfolio’s results in line with the established benchmark, while actively managing the portfolio’s duration relative to the benchmark, sector allocation and yield curve placement to enhance performance.

The balance of the City’s Fidelity U.S. Government Money Market account held with US Bank totals $4.7 million and makes up 5.49% of the portfolio as of September 30, 2025. The current rate is 4.03%. This account is available on a daily basis for immediate cash flow requirements.

The City of San Ramon has $0.7 million invested with the State Treasurer’s Office (Local Agency Investment Fund). The current interest rate is 4.21% and makes up 0.8% of the portfolio.

This account is available on a daily basis for immediate cash flow requirements.

The “Investments Held by Trustees” report was prepared by staff and is required supplementary information in the quarterly report to the City Council. Funds held by the trustee total $4.0 million. The 2019 Certificates of Participation (COP) investments managed by Meeder Public Funds total $0.1 million and are available for designated capital projects. The remaining $3.9 million of investments managed by the trustee pertain to City pension obligation bonds and are not available for general City purposes.

This investment portfolio is in conformity with the City of San Ramon’s adopted Investment Policy. The Treasurer’s cash management program provides sufficient liquidity to meet estimated future expenditures for a period of six months. Meeder Public Funds provides market values for securities under its management, while market prices of securities held in trust are obtained from the trustees’ monthly account statements.
