Finance Committee Staff Report
Item No. 4.1.

Date: August 5, 2026
To: San Ramon Finance Committee
From: Jennifer Wakeman, Department Director
Subject: PARS Pension Stabilization Trust Statements for the Quarter Ended June 30, 2026
Executive Summary:

The PARS Pension Stabilization Trust was established as a tool for the City to pre-fund pension obligations and to smooth employer contributions across the years. Every month account statements are produced and these are summarized on a quarterly basis for presentation to the Finance Committee.

Recommendation:

The Finance Committee is asked to review and accept the PARS Pension Stabilization Trust Statements for the quarter ended June 30, 2026.

Background:

Participation in the PARS Pension Stabilization Trust (PARS trust) was approved by City Council on November 28, 2017, by Resolution No. 2017-128. The purpose of the PARS Trust is to pre-fund pension obligations to address unfunded liabilities and large variances in annual pension contributions. Before the PARS Trust was established, the City’s only option for reducing the unfunded pension liability was to commit additional funds to CalPERS. Unfortunately, these additional funds would be subject to the same market volatility risk and investment restrictions as the current CalPERS contributions and would not necessarily improve the plan’s overall funded status in the long run. Pre-funding the pension obligations through the PARS Trust versus CalPERS offers the following benefits:
• Provides local control and more flexibility in investment allocations compared to maintaining funds in a City-invested reserve or giving money to CalPERS to pay down unfunded liability
• Offers potential for higher investment returns
• Acts as a reserve fund to help the City pay for increasing CalPERS annual contribution requirements and helps mitigate General Fund budget spiking

Page 6 of 62 ends

On April 1, 2026, the PARS Trust had a balance of $1,926,619. During this quarter, there were investment gains of $12,514 and expenses of $1,207, which left an ending balance of $1,937,926 at June 30, 2026.

Fiscal Impact:

This item is for informational purposes only – there is no fiscal impact.

Alternative Option(s):

Provide feedback for a different report format or an alternative administration of the PARS Pension Stabilization Trust.

Next Steps:

Finance Committee Staff Report
Item No. 4.2.

Date: August 5, 2026
To: San Ramon Finance Committee
From: Jennifer Wakeman, Department Director
Yuliya Elbo, Budget Program Manager
Subject: FY26 Budget to Actual Analysis: Fiscal Year 2026 Through Quarter 4, Unaudited Executive Summary:

After an extended period of time during which budget-to-actual analyses were not regularly provided to City officials, the Finance Department under its new leadership, revitalized this practice beginning with the second quarter of Fiscal Year 2026. The reinstatement of these regular financial analyses supports City officials in fulfilling their fiduciary responsibilities, strengthens ongoing monitoring of the City’s financial position, and promotes informed decision-making and responsible fiscal oversight.

Recommendation:

The Finance Committee's role is to review the budget-to-actual analyses covering the 12- month period ending June 30, 2026 (FY26) and provide feedback on the content of the information provided.

Background:

Aligned with the goal of establishing the Finance Department as the City's single source of accountability and communication for all budgetary and accounting matters, the Department has been evaluating and enhancing the way financial information is shared. By providing financial information in a clear, user-friendly format, the Department aims to increase transparency, support informed decision-making by City officials, and provide constituents with greater visibility into the City's financial operations and stewardship of public resources.

Budget-to-actual analysis is one of the key governance tools. It helps ensure compliance with adopted budgets, policies, and funding restrictions, while enabling management to monitor spending trends, identify variances early, and take corrective action as needed. It also strengthens transparency, accountability, and alignment with approved financial plans.

Page 11 of 62 ends

After an extended period during which regular communication on financial matters were absent, the Finance Department presented its first budget-to-actual report to the Finance Committee on February 18, 2026, covering the results of the first six months of FY26, ending December 31, 2025. As we continue to explore ways of providing the most useful information, the report presented today covers the whole 12-month period of FY26 and incorporates feedback provided to staff during February and April Finance Committee meetings. It is staff's intent to present these reports for the fiscal year quarter most recently completed.

Please note, while this report covers the data for the whole fiscal year, numbers are not yet final and are unaudited. Reports produced for the first three quarters reflect the City's financials on a cash basis, meaning that numbers do not reflect late billings nor the late remittance of revenues. However, since the fourth quarter marks the end of the fiscal year, additional work is conducted after June 30, 2026 to record transactions on a modified accrual basis. As a result, the City continues to process vendor payments through midAugust, and some revenues for FY26 are still not allocated to the City at the time of report preparation. More details on the revenue and expense analyses are provided in the sections below.

Revenue Analyses - Unaudited
Most general revenue sources are performing as expected. • Property tax revenue follows the Contra Costa County distribution schedule, and the City has now received all FY26 allocations – resulting in revenue exceeding the budget by $500K, or 2%.
• The property transfer tax also came in over budget by about $50K, or 7.3%, confirming that San Ramon continues to attract families as a desirable place to live due to its high-quality municipal services, strong public safety records, desirable schools, and overall convenient location within the Bay Area. • Amounts shown for both sales tax components – Bradley-Burns and Measure N (1% Transaction and Use tax) — only represent 10 months of the revenue allocated to the City. The City’s staff met with our sales tax consultant (HdL) on July 21, 2026, to review the Quarter 1 2026 (January - March 2026) sales tax results. Sales tax is one of the most volatile municipal revenue sources, heavily affected by the health of the economy and consumer behavior. Bradley-Burns: Overall, San Ramon’s sales tax revenue collections for Q1 2026 are lower than the comparable time frame of calendar year 2025 by about 15.7%. This is mainly due to a one-time correction to the sales revenue allocated to the City a year ago. Despite this, FY26 spending on taxable goods and services is projected to finish approximately $480K (3%) above budget, with modest growth expected in the coming year. Overall, the sales tax revenues are slightly stronger due to e-commerce activity — as customers continue to prioritize the convenience of online and mobile purchasing, and stronger-thanexpected first-quarter 2026 remittances from fuel sales — driven by elevated fuel prices. However, the sales tax growth is expected to soften because of continued declining sales of building and construction materials following the expiration of the

Page 12 of 62 ends

30% federal solar investment tax credit, which temporarily boosted activity among material suppliers and electrical contractors. Measure N: Revenue is now projected to exceed the FY26 budget by roughly $300K. As the City continues to collect more data on the behavior and trends of Measure N revenue, the future years’ prognosis will have a stronger historical basis.
• Dougherty Valley County Service Area assessments are allocated to the City on a different schedule from property tax. The county allocates 80% of the fiscal year assessment during the current fiscal year, and allocates the remaining 20% with the first payment of the following fiscal year. At the beginning of FY26, the City received the remaining allocation for FY25 of $4.4M and the first allocation for FY26 of $7.6M - a total of $12.1M. The remaining allocation for FY26 is usually paid at the end of August / beginning of September and the amount is estimated at $11.7M. This will result in actuals exceeding budget by $0.5M or 2.3%.
• As previously reported on February 18, 2026, garbage franchise fee revenue is projected to fall short of budget due to the new agreement with Alameda County Industries (effective November 25, 2025), which implemented a revised feecalculation methodology. At the time of report preparation, the City had already received all allocations of the Garbage Franchise fee, which came in almost $1M below the original budget. At the same time, some other franchise fees are still not fully collected. Cable franchise fees only reflect 9 months of revenues – these fees are paid by the providers quarterly. These fees will most likely come in slightly below budget, by about $70K (8.9%). Utility franchise fees only represent 6 months of revenue, being allocated semi-yearly. Utility franchise fees, however, are expected to come above budget by about $850K (40%), reflecting increased electric and gas rates. On the other hand, the increase in gas and electric rates resulted in higher expenditures in related categories for the City – see below analysis of the expenditures.

Most departmental charges for services are performing on target. Several revenue categories, however, are outperforming expectations, including:
• Business tax collections—boosted by HdL’s recovery efforts—projected to exceed the budget by about $730K (157%).
• Building, electric, and other construction-related permits – projected to exceed the budget by about $1.3M (43%)
• Electric vehicle charging station revenue—projected at $31K (1,763%) more than the budget year-to-date.
• Investment Interest Income – 11 months of the recognized revenue demonstrated better than budgeted results by about $600K. This amount is adjusted for the FY24 and FY25 corrections of $350K processed in FY26.
• During the FY25 audit, staff identified that the FY24 year-end accrual for interest earned but not yet received was not reversed in FY25, which overstated FY25 investment income. The required correction processed in FY26 resulted in a temporary negative balance in Investment Interest when the end of Q3 FY26 report

Page 13 of 62 ends

was presented.

Expenditure Analyses - Unaudited
Overall, expenditures are in line with the budget. Personnel costs, representing at the time of the report run, all but 17 calendar days of expenditure, are tracking as expected with an average of about 6.5% savings across all departments.

Because the City follows the modified accrual basis of accounting, most non-personnel expenditures do not yet reflect a full 12 months of activity. Invoices for goods and services are typically paid 30–60 days after receipt of the goods or completion of the service. In addition, some costs do not occur evenly throughout the year. Training and development expenses arise when employees attend conferences or courses, and consulting services are billed as work is completed rather than in equal monthly increments.

The departmental analyses are provided below:
• City Administration – non-personnel costs are showing savings of about $800K due to lower than budgeted legal costs.
• Human Resources – personnel costs are at about 87% of budget due to some positions being budgeted for the whole year but filled at a later time, including a 5- month vacancy of the Department Director position and further re-structuring of the department’s staffing that did not take place until mid-year. • Finance – personnel costs are at about 88% of budget due to some long-term staff absences. These savings, however, are offset by the higher cost of professional services to augment for personnel shortages.
• Community Development – personnel costs are at about 88% of budget due to restructuring within the department that occurred during the year. The department is now at fully staffed levels and personnel costs are expected to align more closely with the budget going forward. The highest level of savings is reflected in professional services budget, which is to be expected given the department's fully staffed level.
• Police Services – the non-overtime personnel costs are within the expected level.

Overtime costs are projected to exceed budget by about 46% and will be analyzed in advance of the Mid-Year FY27 Budget to determine whether adjustments are needed in this category.
• Public Works – both personnel and non-personnel costs are within expected levels.

Analyses of the utility costs provide the following: with one bill still outstanding for electric, gas and water services for FY26, the actual expenses already match the full year of expenses for FY25. While these costs are expected to be within budget for utility services in FY26, the analyses demonstrate the undeniably rising costs of these services.
• Parks and Community Services — both personnel and non-personnel costs are within expected levels.

End of Year Adjustments for Prior Years
This section is for informational purposes only.

Finance staff is preparing to close FY26 (ended June 30, 2026) and is in the process of reconciling accounting records. A staff report is being prepared for the upcoming August 11th City Council meeting that seeks approval for a few budget and accounting adjustments to clean-up financial transactions and future processes. If approved, the requested adjustments will result in a decrease in the fund balances of Fund 513-COP 2019 of approximately $150K and Fund 501-POB 2010 of $1.05M, while increasing the fund balance in the General Fund by approximately $1.2M.

Conclusion
Both the General Fund and the Dougherty Valley CSA fund – the City’s two major operating funds – are demonstrating strong adherence to the budget.

Fiscal Impact:

Committee's recommendations and feedback may have an impact on the unaudited financial results of FY26.

Alternative Option(s):

Staff is looking for recommendations on potential report improvements to further support City Council in making informed financial decisions.

Next Steps:

Staff will continue to revise this report and attachments to improve financial planning and transparency.

Finance Committee Staff Report
Item No. 4.3.

Date: August 5, 2026
To: San Ramon Finance Committee
From: Jennifer Wakeman, Department Director
Elaine Huang, Accountant
Subject: City of San Ramon Quarterly Investment Report (Period Ending June 30, 2026) Executive Summary:

State law requires, and best practices for fiscal stewardship recommend, that the City Council review the City investment portfolio via an investment report at least quarterly.

The City contracts with Meeder Public Funds for investment advisory services with the Accounting Manager providing treasury and investment oversight. This report is reviewed preliminarily by the Finance Committee for recommendation to the City Council consent agenda.

Recommendation:

The Finance Committee is asked to review and accept the Quarterly Investment Report for the period ending June 30, 2026, and forward it to the City Council for review.

Background:

State law requires that the City Council review the City Investment Report at least quarterly. Copies of the Investment Report prepared by Meeder Public Funds, for the period ending June 30, 2026, the Investments Held by Trustees, and the Summary of Cash and Investments are attached for your review.

The June 30, 2026 Investment Report was prepared by Meeder Public Funds. The Investment Report is maintained on a daily basis to track investment yields, maturities, call dates, and market values. The Investments Held by Trustees and the Summary of Cash and Investments were prepared by staff.

The City’s investments are carried at fair value, as required by generally accepted accounting principles (GAAP). In accordance with GASB Statement No. 31, Accounting and Financial Reporting for Certain Investments and for External Pools, the City adjusts the carrying value of its investments to reflect their fair value at each fiscal year end and includes the effects of these adjustments in income for that fiscal year.

Fiscal Analysis:

The balance of the City’s demand deposit accounts held with JP Morgan Chase Bank totaled $5.0 million as of June 30, 2026. This account is used for the City’s daily operations.

Total funds managed by Meeder Public Funds equaled $109.5 million at book value as of June 30, 2026. The portfolio consists of $16.9 million in federal agency securities, $56.1 million in treasury securities, $3.5 million in supranationals, $24.9 million in corporate bonds, $2.7 million in negotiable CD’s, and $5.4 million in FDIC insured CD’s. The weighted average yield to maturity on investments is 3.89% and the weighted average days to maturity is 656 days, which is 154 days shorter than last quarter. The weighted average yield to maturity is 1 basis points higher than the previous quarter.

The overall objectives in managing the City’s investment portfolio are listed as follows in the order of importance: first, safeguarding principal; second, maintaining appropriate liquidity; and third, generating favorable long-term results relative to the City’s benchmark, the ICE BofAML 30-month average (MMA). To accomplish these objectives, Meeder Public Funds is directed to maintain a strategy designed to keep the portfolio’s results in line with the established benchmark, while actively managing the portfolio’s duration relative to the benchmark, sector allocation and yield curve placement to enhance performance.

The balance of the City’s Fidelity U.S. Government Money Market account held with US Bank totals $3.0 million and makes up 2.34% of the portfolio as of June 30, 2026. The current rate is 3.54%. This account is available on a daily basis for immediate cash flow requirements.

The City of San Ramon has $15.7 million invested with the State Treasurer’s Office (Local Agency Investment Fund). The current interest rate is 3.81% and makes up 12.29% of the portfolio. This account is available on a daily basis for immediate cash flow requirements.

The “Investments Held by Trustees” report was prepared by staff and is required supplementary information in the quarterly report to the City Council. Funds held by the trustee total $2.4 million. The 2019 Certificates of Participation (COP) investments managed by BNY Mellon total less than $1,000 and are available for designated capital projects. The remaining $2.4 million of investments managed by the trustee pertain to City pension obligation bonds and are not available for general City purposes.

This investment portfolio is in conformity with the City of San Ramon’s adopted Investment Policy. The Treasurer’s cash management program provides sufficient liquidity to meet estimated future expenditures for a period of six months. Meeder Public Funds provides market values for securities under its management, while market prices of securities held in trust are obtained from the trustees’ monthly account statements.

2 OBSERVATIONS AND EXPECTATIONS
• The Fed delivers a hawkish tone at the June FOMC meeting • Headline CPI is at the highest level since 2023 primarily due to energy price increases
• U.S. economic growth looks strong for the second quarter of 2026 • Shorter-term interest rates increased in June with a Fed hike projected later this year
• At the end of February (prior to
the Iran conflict), the futures
market was pricing in
approximately 2.5 quarter point
cuts by December 2026.
• At the end of June, futures market
data were projecting the Fed to
hike later this year.

3 • Q1 2026’s GDP was recently revised up
from 1.6% to 2.1%.
• This growth surge was primarily driven
by lower imports and stronger business
investment, even though underlying
consumer spending was weak.
• Q2 2026 GDP is projected by
Bloomberg surveyed economists to be

2.5%.
• U.S. inflation data released in May,
accelerated to the fastest pace since 2023.
• A surge in energy prices accounted for most
of the recent advance.
• However, the recent decline in oil prices
should push inflation’s rate of change lower
for June.
