City Council Special Meeting
August 24, 2026
1. Call to Order/Roll Call
The meeting was called to order at 6:00 p.m.
Present:
Mayor Armstrong
Vice Mayor Rubio
Councilmember Richard Adler
Councilmember Robert Jweinat
Councilmember Sridhar Verose
Also in attendance: City Manager Steven Spedowfski, City Attorney Martin Lysons, and City Clerk Joan Snashall.
2. Closed Session
2.1. Convene to Closed Session Pursuant to Government Code §54957.6 to meet with the City's Labor Negotiators, Megan O'Donoghue, Steven Spedowski, Rick Bolanos, and Martin Lysons, for direction to City negotiators regarding a grievance brought by SEIU and the POA concerning retirement contributions.
Any settlement will also apply to retirement contributions to Unrepresented Miscellaneous Employees.
Mayor Armstrong opened public comment. Public comment was received from We The People. Mayor Armstrong closed public comment.
The City Council convened to closed session at 6:07 p.m.
The City Council returned from closed session at 6:20 p.m. and Vice Mayor Rubio made the ollowing announcement: I wish to recuse myself as I wish to avoid the appearance of onflict as l am a delegate of SEUI 2015, which is a sister chapter of SEIU 1021, so I wil not be participating in this item.
Vice Mayor Rubio left the meeting. The remaining four Councilmembers reconvened to closed session at 6:21 p.m.
2.2. Report on Closed Session
The City Council returned from closed session at 6:49 p.m.
The Mayor stated that the City Council met in closed session and gave direction to the City's negotiators regarding the grievance brought by the SEIU and POA. There is nothing more to report at this time.
3. Adjournment
The meeting was adjourned at 6:51 p.m.
