Budget Meeting - Thursday, May 26, 2022

As allowed per Assembly Bill (AB361), this meeting was conducted in person and by teleconference
AGENDA ITEM 1, CALL TO ORDER
Committee Chair Carbone called the meeting to order at 3:00 P.M.
AGENDA ITEM 2, ROLL CALL
Members Present: Committee Member Kim Cruz

AGENDA ITEM 3, COMMUNICATIONS
3:02 P.M. Chair Carbone opened the floor for public comment and seeing none, closed the floor for public comment.
AGENDA ITEM 4, ORDER OF BUSINESS
4a. Approval of February 23, 2022 Budget/Personnel Committee Meeting Minutes
There was no discussion regarding the February 23, 2022 Budget/Personnel Committee Meeting Minutes.
Motion to approve the February 2, 2022 Budget/Personnel Committee meeting minutes was made by Committee Member Cruz, seconded by Committee Member Carbone. There was consensus of the Committee to approve the minutes.
4b. Consideration and Discussion of Fiscal Year 2021-2022 Budget Amendment #2
Finance Specialist Devon Lazzarino presented the staff report on all items and indicated the changes to the Fiscal year 2021-2022 Budget that required an amendment.

Motion to approve Amendment #2 to the Fiscal Year 21-22 budget and to bring to the Council for consideration was made by Committee Member Cruz, seconded by Committee Member Carbone. There was consensus of the Budget/Personnel Committee to approve the motion.
4c. Discussion and Approval of Proposed Fiscal Year 2022-2023 Budget
Finance Specialist Devon Lazzarino presented the Staff report. Committee member Cruz asked questions regarding the extent to which the expenditures in 2022-2023 were high due to the fact that items were not available in 2021-2022, because of supply chain issues. Ms. Lazzarino confirmed that this was the case.
There was some discussion regarding the issue with the street sweeper.
Committee member Carbone spoke about the need for future vehicles that would be electric powered by 2030, and that the City should be thinking of the future. Questions were raised regarding grant writing. Committee member Carbone requested that the City Manager follow-up with the CCCE grant application and why it was not granted. Committee member Cruz inquired whether there was in-house expertise regarding grant writing.
There was further discussion regarding review of grant applications by the City Manager.
Motion to approve the Proposed Fiscal year 2022-2023 Budget and to bring to the Council for consideration was made by Committee Member Cruz, seconded by Committee Member Carbone. There was consensus of the Budget/Personnel Committee to approve the motion.
AGENDA ITEM 5, CLOSED SESSION
3:20 p.m.
5a. Budget/Personnel Committee to adjourn to Closed Session regarding:
1) Closed session pursuant to Cal. Gov Code § 54957.6 (Conference with Labor Negotiator):
Agency designated representatives: City Manager, Vibeke Norgaard Unrepresented employees: Miscellaneous Employees
The Committee gave direction to the City Manager to bring a recommendation to the Council in Closed Session on June 7, 2022.
AGENDA ITEM 6, ADJOURNMENT
Chair Carbone adjourned the meeting at 3:45 p.m. to the next Budget/Personnel Committee meeting to be announced.
