____________________________________________________________________________________________ Budget/Personnel Committee SPECIAL Meeting Minutes

01.12.2023
City Manager Norgaard introduced Mike Nolan and Maiar Reid of Clifton, Larsen & Allen LLP and noted that Hayashi and Wayland merged with CLA some time ago.

Mike Nolan presented the fiscal year 2021-22 Financial Statements for the year ending June 30, 2022 for Sand City. He reported that the audit was performed in accordance with auditing standards generally accepted in the United States and the standards applicable to financials audits contained in the Government Auditing Standards issued by the Controller General of the United States. He noted that management is responsible for the preparation and fair presentation of the financial statements in accordance with accounting principles, and for the design, implementation, and maintenance of internal control relevant to the preparation and fair representation of financial statements. The audit presented is a clean/unmodified opinion and materially correct.

Mr. Nolan provided an overview of the change in fund balances (page 17), explained the financial statements found on page 25, provided a summary of significant accounting policies, and supplemental actions.

Maira Reid explained the statement of net position which presents the City’s assets and deferred outflows of resources, and liabilities, and deferred inflows of resources, that is reported in three categories. She reported on the changes made to leases as it related to the new GASB 87 rule that was adopted last year that requires management to recognize the term of the lease instead of a cash basis accrual method, and its relevance to reporting of the desalination plant lease payments. She presented the Financial Highlights to include the City’s net position, depicting an increase of $2.3 million which was primarily a result of a decrease in overall expenditures of $1,325,000 due to supply chain issues, changes to the City Manager position and retirement of two officers. She reported although the City experienced a decrease of $263,000 in total revenues in fiscal year 2021-2022, it was primarily due to toa decrease of charges for services of $557,000 as a result of the implementation of GASB 87, lease, and investment loss due to poor market performance; however the decrease was offset by an increase in sales and transactions tax revenue of $843,000.

Ms. Reid further explained the TAMC Measure X reporting and non-compliance issues, credit card transactions, the credit card policy requirements of a purchase order for purchases made over $500, and submittal of all receipts for purchases. She further explained the initial adjustments to the books for removal of the TAMC 6 -

revenue, capital lease of police radios, reclassification of entries to investments & assets, and adjustment to the Covid relief funds.

Committee Chair Carbone received clarification on the Covid relief funds and how it can be allocated per the grant requirements. Finance Specialist Lazzarino reported that the City has until December 2024 to decide how the funds can be allocated.

There was discussion regarding the receipt of the audit, time for its review, and whether its approval would affect reporting due to the State Controller before the end of January 31, 2023.

Committee Chair Carbone mentioned that the committee received the packet several hours prior to the Committee meeting and did not have sufficient time to review, and would like that the Audit be presented to the Council at its February 7, 2023 Council meeting to allow for further review of the financial statements.

Committee Member Sofer motioned that the audit be brought to the Council at its February 7, 2023 Council meeting. Committee Chair Carbone seconded the motion.

Motion approved by consensus of the Budget/Personnel Committee.

Ms. Reid noted that she will provide additional information relevant to the credit card purchase made to the finance department.

Mr. Nolan summarized the presentation that will be made to the City Council at its next meeting and reported on the merger of Hayashi & Wayland with Clifton Larsen & Allen for Committee Chair Carbone.

AGENDA ITEM 5, ADJOURNMENT
There was consensus of the Budget/Personnel Committee to adjourn the meeting at 12:53 p.m. to the next Budget/Personnel Committee meeting to be determined.

Respectfully Submitted:

4. ORDER OF BUSINESS
Proposed Fiscal Year 2022-2023 Budget Amendment #1
City Manager Norgaard provided an overview of the proposed amendment #1 to the Fiscal Year 2022-2023 budget which shows an increase in expected revenues of $1,197,483.00 from the Fiscal Year 2022-2023 adopted budget and an increase in expenditures of $1,841,321. The City Manager explained the main reason for the increase in both revenues and expenditures and pointed out that special project expenditures are the main cause of the increase in City expenditures this fiscal year overall. In particular, the West Bay Platform repair, the reconstruction of Calabrese Park, the cost of completing the City’s housing element, as well as supply chain issues resulting in items purchased in prior fiscal years arriving, and thus being paid for, in this current fiscal year.

Interim Finance Specialist Robert Moreno presented the budget summary and noted that the revenues for recurring operations looked good for the City in that revenues are 1,638,907 above expenditures for recurring operations, so the $91,448 to be funded from prior years is due to special projects. He also noted that the City’s surplus in Fiscal Year 2021-2022, the prior fiscal year, was $2,628,531.
9 2
Mayor Carbone asked a question about the special projects and the City Manager reviewed the line items with her for Calabrese Park and West Bay Platform.

Councilmember Sofer asked about whether revenue could be obtained through MST for the SURF bus line they are planning to put in and the fact that they are not putting in any parking, which might result in the bus riders using Sand City shopping center parking lots. The City Manager proposed requesting that the Executive Director of MST come and present to Council on this item. Mayor Carbone mentioned she is the Chair, and supported the idea of having a presentation.

Mayor Carbone and Councilmember Sofer recommended the budget amendment be brought to the council for its consideration and approval.

5. ADJOURNMENT
Mayor Carbone adjourned the meeting at 11:05 am.

STAFF REPORT
TO: Budget and Personnel Committee
FROM: Vibeke Norgaard, City Manager & Roberto Moreno, RGS Senior Advisor SUBJECT: Proposed Fiscal Year 2023-24 Budget
DATE: June 15, 2023
_______________________________________________________________________ BACKGROUND/DISCUSSION:

Staff is pleased to present the proposed fiscal year 2023-24 budget. The budget as presented generates a surplus of $2,001,800, for the fiscal year, the use of which will be considered during the first half of the fiscal year when staff brings forth an updated 5-year capital improvement plan to address the City’s unmet needs.

This budget reflects a return to normalcy for the City after the large staff turnover in fiscal year 2022-23. The City will start the new fiscal year with a fully staffed Administration, Finance, Police and Public Works Department. Planning and Building Inspection services will continue to be provided on contract basis. Fire Services will continue to be provided by the City of Monterey as in the past.

Increase in Estimated Recurring Revenues – $1,232,000 14% Increase As shown on the table below, the biggest increase in the estimated revenues for FY 2023-24 is due to the passage of Measure L, the .5% increase in the Transactions and Use Tax (“TUT”) that was passed by voters in the November 2022 election. The projected revenue increase of $1,125,000 is due to the full year’s collection of the sales tax measure. All other revenues remain stable with the exception of the $95,000 increase in the ROPS residual taxes which come about as more of the former redevelopment agency debt is paid off.
13 Increase in Recurring Appropriations – $358,560 (5%) As shown below the increase in recurring ongoing operating expenses is 5% with the largest increase being in the Police Department. The increase is due to the 7% increase in Police Officers compensation and increased cost of Workers Compensation for the Police Department. Detailed costs for each department are available in the attached budget line item details.
