JOINT SAND CITY COUNCIL AND SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY Regular Meeting - Tuesday, February 6, 2024 5:30 PM
As allowed by Assembly Bill AB 2449, this meeting was conducted in person and by teleconference.
Mayor Carbone called the meeting to order at 5:30 PM.

2. PLEDGE OF ALLEGIANCE
Vice Mayor Blackwelder led the Pledge of Allegiance.
3. INVOCATION
Reverend Hellam led the invocation.
4. ANNOUNCEMENT BY MAYOR, CITY ATTORNEY, AND CITY MANAGER Mayor Carbone announced copies of the Mayor's Report and various handouts were placed on the table in the Council Chamber for the public. Mayor Carbone and Councilmembers Diaz and Sofer attended League of California Cities Division meetings in January. City Manager Vibeke Norgaard stated she provided the Council with the City's Manager's Report and made it available to the public.

6. CONSENT CALENDAR

Upon motion by Councilmember Hawthorne and seconded by Councilmember Sofer, Council voted 5-0 to approve the Consent Calendar.
6A. Approved the City Council Regular Meeting Minutes for December 19, 2023. 6B. Approved Resolution SC 24-02 confirming members of the Sand City Arts Committee.
6C. Approved Resolution SC 24-03 confirming re-appointments to the Design Review Committee.
6D. Approved Resolution SC 24-04 ratifying appointments to various local and regional agencies and boards effective February 6, 2024.
6E. Held second reading and adopted Ordinance SC 24-01 adding Chapters 1.20 and 1.22, "Administrative Enforcement" and "Administrative Citations" to the Sand City Municipal Code.
7. CONSIDERATION OF ITEMS PULLED FROM CONSENT CALENDAR

Received a presentation on the weighted vote formula from Paul A. Sciuto, Monterey One Water General Manager.
9. PUBLIC HEARING
9A. First Reading of an Ordinance Amending Section 2.08.01 o of Title 2, Chapter 2.08 of the Municipal Code, "Mayor and City Councilmembers" Increasing the Salaries of City Councilmembers to $950 per month and the Mayor to $1450 per month Effective December 1, 2024

Upon motion by Councilmember Hawthorne and seconded by Vice Mayor Blackwelder, Council waived reading of the ordinance in full and read by title only and held first reading of an ordinance amending Section 2.08.01 O of Title 2, Chapter 2.08 of the Municipal Code, "Mayor ond City Councilmembers" increasing the salaries of City Councilmembers to $950 per month and the Mayor to $1450 per month effective December 1, 2024.

1 0A. Discussion and Direction regarding the we.Mural Festival 2024 Public Comment received from Brian Clark.
Council discussed and provided direction to staff regarding the we.Festival 2024. Council stated they would like to maintain Talking Walls as the curators, focus on larger walls, and look at folding in other artist activities.
1 OB. Approve a Resolution Approving Special Event Permit 24-01 for the Bicycle Criterium on April 14, 2024 in the West End District

Upon motion by Councilmember Hawthorne and seconded by Vice Mayor Blackwelder, Council approved Resolution SC 24-05, 2024 approving a Special Event Permit 24-01 for the Bicycle Criterium on April 14, 2024 in the West End District. 1 0C. Approve a Resolution to Consider Purchase of Tyler Technologies Enterprise Resource Planning Professional (ERP PRO) 1 0 Financial Software in the Amount of $71,373 Public comment received from Brian Clark.
Upon motion by Mayor Carbone and seconded by Councilmember Diaz, Council voted 5-0 to approve Resolution SC 24-06, 2024 to purchase Tyler Technologies Enterprise Resource Planning Professional (ERP PRO) 1 0 financial software in the amount of $71,373.

Upon motion Vice Mayor Blackwelder and Seconded by Councilmember Hawthorne, Council voted 5-0 to approve Resolution SC 24-07, 2024 to amend the Professional Service Agreement with EMC Planning Group, Inc. for Fiscal Year 2023-2024 adding in an 3 amount not to exceed $184,000 for Fiscal Year 2023-2024.
11. COMMENTS BY COUNCILMEMBERS ON ITEMS OF INTEREST TO SAND CITY Mayor Carbone attended a Monterey County Chamber event and the City of Sand City received a certificate for being member with the Chamber for 28 years.
