On March 13, 2026, the PW Manager was informed that the 2025 Toyota RAV4 Hybrid was no longer available and the City could order a 2026 model at an increased price of $2,029.79 for a new total of $41,940.08 for the 2026 Toyota RAV4.

Approve a Resolution Approving

Allow an Automotive Repair Shop 351
Olympia Avenue (APN 011-254-009)
Applicant: William Hensley

City of Sand City

STAFF REPORT
TO: Honorable Mayor and City Council
FROM: Nick McIlroy, AICP, Planning Manager
PREPARED BY: Matt Papurello, Consulting Planner
SUBJECT: Application for a Conditional Use Permit and Site Plan Approval (CUP 26-004; IWORQ Permit # 26004) for: an Automotive Repair Shop at 351 Olympia Avenue (APN 011-254-009); Applicant: William Hensley.

DATE: April 7, 2026
_______________________________________________________________________ DISCUSSION:

A. BACKGROUND
A Conditional Use Permit Application has been submitted by William Hensley to use approximately 2,500 square feet of an approximately 7,400 square-foot building to establish an automotive repair shop.

Previous uses of the subject property include a plumbing contractor shop, a sheet metal fabrication shop, and most recently a painting business to store their paints and painting equipment.

The City Council is considering a resolution (Attachment 1: resolution, findings and conditions of approval) to allow this new use (automobile repair shop) at 351 Olympia Avenue, Sand City (APN: 011-254-009).

B. PROJECT DESCRIPTION
The applicant proposes a new use (Attachment 2: letter of intent) within the subject building, an existing one-story, approximately 7,400 square-foot building located on the north side of Olympia Avenue, as follows:

An automobile repair shop located within a 2,500 square-foot portion of the property with frontage on Olympia Avenue. The proposed use will specialize in suspension repairs such as basic suspension repair, replacement of shocks, struts, springs, control arms, and steering components. This business will also conduct limited fabrication work, consisting of reinforcement brackets for broken or worn-out suspension mounts and brackets, as well as fabrication of custom bushings for off-road vehicles, as well as wheel alignment repairs. General mechanical repairs (such as oil changes or engine work) are not proposed.

2 Proposed hours of operation are Monday through Friday from 8:00 am to 5:00 pm, with occasional work on Saturdays from 8:00 am to 12:00 pm. One employee will be present on site during the proposed hours of operation. Deliveries to the subject property will be infrequent and limited mostly to materials needed for fabrication. One loading/unloading space capable of accommodating a small delivery truck is provided for use by building occupants, integrated with the on-site parking area, with a roll up door. Deliveries will be accepted in a manner that does not obstruct the flow of traffic within the Olympia Avenue right-of-way.

Planning Department Condition of Approval #7 requires striping of one on-site parking spaces with direct access from Olympia Avenue.

There is currently no trash enclosure on the subject property. Two trash bins are proposed to be stored within the building. No organic waste is anticipated for this business.

A site plan, floor plan and elevations are depicted in Attachment 3. A location map is shown in Attachment 4. An aerial map of the building on the subject property is shown in Attachment 5. Site photos of the existing conditions are depicted in Attachment 6, and the submitted Hazardous Materials Questionnaire is shown in Attachment 7.

C. General Plan, Zoning, and Surrounding Land Uses
The subject property is located within the ‘Old Town Planning District’ of Sand City and is located in the General Plan land use designation of Mixed-Use (MU-D) with a corresponding Planned Mixed-Use (MU-P) zoning designation. The proposed automotive repair business qualifies as a "Service Commercial and Light Manufacturing" use, which is conditionally permitted under SMC Section 18.13.040(L)(C).

This use is consistent with Land Use Element Policy 2.1.1, as it provides community services and complements the existing neighborhood character, which includes neighboring businesses such as Bob Hayes German Auto Repair, Fine Line Painting, and a retail kitchen supply store. Furthermore, the project aligns with Policy 2.1.2 by avoiding prohibited self-storage or pure warehousing and supports the Vibrancy Plan by activating a site along Olympia Avenue outside of the core vibrancy area.

Therefore, the proposed use is consistent with the Sand City General Plan, Zoning Ordinance, and Vibrancy Plan, as further described in the findings in Exhibit A of the Resolution.

D. City and Agency Development Standards and Requirements Site Operations
The automotive use proposes to utilize the existing driveway that spans the front of the site for access to five on-site parking spaces. The site’s current configuration has the typical driveway across the front of the parcel. The standalone loading space meets the 58 CUP26-004; Hensley
Hensley Automotive
351 Olympia Avenue
3 dimensions of SMC Section 18.64.010(B). The applicant will be required to stripe the five required off-street spaces to meet the minimum 8.5 feet by 16 feet dimensions per SMC Section 18.64.040. Therefore, the project meets the minimum parking requirements for service bays. Finally, all future signage remains subject to review by the Design Review Committee to ensure aesthetic compatibility with the surrounding commercial mix.

Public Improvements and Stormwater Compliance
To ensure safe pedestrian and vehicle access, the City Engineer recommends standard frontage improvements, including a new curb, gutter, and sidewalk along Olympia Avenue. These improvements must be completed within 180 days of occupancy.

Additionally, the applicant is required to clear existing debris from on-site and adjacent storm drain inlets and install a stormwater awareness emblem to prevent illicit discharges.

Because the automotive repair use may fall under the National Pollutant Discharge Elimination System (NPDES) Industrial General Permit, the applicant must verify their SIC code and, if applicable, provide a Waste Discharger Identification (WDID) number and a compliant Storm Water Pollution Prevention Plan (SWPPP) prior to occupancy.

Utilities and Waste Management
The Monterey Peninsula Water Management District (MPWMD) has determined that the transition from storage to automotive repair constitutes no intensification of water use; therefore, no new water permit is required. Regarding solid waste, the applicant will comply with SMC Section 13.04.290 by storing all refuse and recycling containers within the building. Containers will be placed outside only on designated collection days.

Noise and Fire Safety
Operational noise from fabrication equipment is expected to remain within the limits of SMC Section 8.04 and is not anticipated to impact neighboring commercial uses during standard business hours. Prior to commencing operations, the Monterey Fire Department will conduct a site inspection to verify fire extinguisher placement, Knox Box accessibility, and the proper storage of hot-work equipment or welding tanks. Any interior modifications exceeding 500 square feet or 50% of the building area will trigger a requirement for a fire sprinkler system.

E. CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) DETERMINATION:

The proposed project is exempt from CEQA (California Environmental Quality Act) Guidelines under Section 15301 (Existing Facilities), as it involves the reuse of an existing commercial building with no expansion of use.

F. FISCAL IMPACT:

The project will not result in a direct fiscal impact to the City.

G. RECOMMENDATION
Staff recommends the City Council adopt a Resolution Attachment 1 as follows:

CITY OF SAND CITY
CONDITIONAL USE PERMIT CUP 26-004 FINDINGS FOR APPROVAL Findings for Approval:

The City Council finds that:

1. Finding: The proposed project is exempt from the requirements of the California Environmental Quality Act. The intended use on this property qualifies for a categorical exemption, under California Environmental Quality Act (CEQA) Guidelines Section 15301 (Existing Facilities) and Section 15303 (Conversion of Small Structures).

Evidence: The proposed project involves the use of a portion of an existing building with no expansion or significant alteration. Uses are consistent with the General Plan designation and zoning classification and related regulations for the area. The site is fully surrounded by urban uses, is less than 10,000 square feet, and, based on the submitted hazardous substance questionnaire, does not involve hazardous materials that would preclude the exemption.

2. Finding: The proposed service commercial use is consistent with the General Plan and complies with the City’s zoning regulations, as follows:

The Subject Property has a General Plan land use designation of Mixed-Use (MU-D) and is within the ‘Old Town Planning District’. The proposed project is consistent with the following General Plan policies:

Goal 2.1: Transform the Old Town district from an area of heavy industrial, unplanned land use mix and warehouse uses to a planned area of light manufacturing, service commercial and residential uses, with a heavy emphasis towards streetscape beautification.

LU-1. Prioritize new businesses that bring people and activity into the Vibrancy Area.

The proposed project is a service commercial and light manufacturing use and is consistent with these policies. While automotive repair is not a primary vibrancy use, the site is located outside of the core area of the mixed-use district’s vibrancy area (LU-1) being located on Olympia Avenue near Home Depot, where such uses are appropriate.

Evidence: The project, as described in the Applicant’s materials and the staff report dated April 7, 2026, is consistent with the General Plan, Vibrancy Plan and zoning regulations. The proposed use is allowed within the MU-P Zoning District with approval of a Conditional Use Permit (SMC 18.13.040).
63 4

3. Finding: The project, as conditioned, meets applicable development standards and will not be detrimental to the public health, safety or welfare. a. Evidence: As conditioned, the project complies with parking requirements, and requirements for new curb, gutter and sidewalk to along Olympia Avenue to ensure pedestrian safety.
b. The Applicant shall obtain all necessary approvals for water, sewer, gas and electric from applicable agencies, including Monterey Peninsula Water Management District, Seaside County Sanitation District, and Pacific Gas and Electric prior to issuance of building permits; and
c. If Monterey Peninsula Water Management District determines that the on-site water credit is insufficient for the Applicant’s Use, the Applicant will be required to receive a water allocation from the City prior to issuance of building permits; d. Evidence: Trash receptacles will be housed inside the building on the subject property, and wheeled out to be picked up on the scheduled trash pick-up day in accordance with Conditions Of Approval;
e. Evidence: The Applicant’s intended use, with conditions of approval, is not anticipated to pose an impediment of traffic flow.

Approve a Resolution Authorizing the City
Manager to Apply for and Accept Senate
Bill 1 Sea Level Rise Adaptation Grant
Program Funding
80 City of Sand City

STAFF REPORT
TO: Honorable Mayor and City Council
FROM: Nicholas McIlroy, AICP, Planning Manager
SUBJECT: Authorizing the Application for and Acceptance of SB 1 Sea Level Rise Adaptation Grant Funding
DATE: April 7, 2026
_______________________________________________________________________ BACKGROUND/DISCUSSION:

The City of Sand City is seeking to bolster its shoreline resilience against rising sea levels.

Under Senate Bill 272 (2023), coastal jurisdictions are legally mandated to develop sea level rise (SLR) adaptation plans by January 1, 2034.

The Ocean Protection Council (OPC) is currently administering the Senate Bill 1 Sea Level Rise Adaptation Grant Program, which has $21.3 million available as of January 2026. This program provides financial assistance to local governments for technical studies and adaptation planning.

To meet the grant’s technical requirements within the two-year deadline, the City has selected Integral Consulting to lead the project. Under SMC Section 12.18.050(f) of the City’s purchasing ordinance, formal bidding is not required; Integral Consulting has demonstrated the necessary professional qualifications and competence through their previous SLR and Coastal Hazards Assessment for the Sand City Coastal Trail.

CEQA:

The requested action, applying for and accepting a planning grant, does not constitute a "project" under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), as it involves government fiscal activities that do not result in a physical change in the environment. Future implementation projects resulting from the planning process will undergo separate CEQA review as required.

FISCAL IMPACT:

Approval of this resolution authorizes the City Manager to apply for approximately $350,000 in grant funding. If awarded, these funds will offset the costs associated with technical studies and the development of the SLR Adaptation Plan, minimizing the impact on the City’s General Fund while ensuring compliance with state mandates.
81 RECOMMENDATION:

ADOPT RESOLUTION SC 26-XX authorizing the City Manager to prepare, execute, and submit all necessary applications and agreements to the SB 1 Sea Level Rise Adaptation Grant Program in the amount of approximately $350,000.

Approve a Resolution Authorizing the
Name Change from Cesar Chavez Day to
Farmworkers Appreciation Day and
Authorizing the City Manager to Amend
the Personnel Manual and Take any Other
Actions to Implement
85 City of Sand City
MEMO
FROM: Mary Ann Carbone, Mayor; Vibeke Norgaard, City Manager SUBJECT: Renaming Cesar Chavez Day to Farmworkers’ Appreciation Day DATE: April 7th, 2026
_______________________________________________________________________ BACKGROUND/DISCUSSION:

In light of recent allegations against Cesar Chavez, we are proposing that the City of Sand City change the name of the March 31st holiday to “Farmworkers Appreciation Day”. This change will also align with recent California legislation, as well as the decision made last month by the Monterey County Board of Supervisors, to change the holiday name from Cesar Chavez Day to “Farmworkers Day” and “Farmworkers Appreciation Day”, respectively.

The current holiday falls on different days of the week, as it is celebrated on Cesar Chavez’ birthday (March 31). We therefore propose that the celebration and accompanying city hall closure be celebrated on the last Monday of March every year instead of March 31.

This proposal honors the entire labor movement, rather than a single figure and recognizes the thousands of farmworkers who have built the movement over the past 50 years.

Farmworkers are a vital part of Monterey region’s agricultural heritage and legacy and continue to be the backbone of our local economy.

With this change, the City of Sand City honors the contributions, the resilience and the hope of the generations of men and women who have labored in our fields to feed our region and across the nation.

CEQA:

This action does not constitute a "project" as defined by the California Environmental Quality Act (CEQA) guidelines section 15378.

FISCAL IMPACT:

There is no fiscal impact with this item.

RECOMMENDATION:

1. Approve the name change of the March 31st holiday from “Cesar Chavez Day” to “Farmworkers Appreciation Day” and change the date on which the holiday falls to the last Monday in March.

2. Authorize the City Manager to amend the Personnel Manual and take any other actions necessary to implement the change.

Approve a Resolution Approving the FY
2025-26 Street Maintenance and
Rehabilitation Project, Directing Final
Design, and Authorizing the City Manager
to Proceed with Implementation,
Including Issuance of Bid Documents
88 City of Sand City

STAFF REPORT
TO: hlonorable Mayor and City Council Members
FROM: Lean Gomez, City Engineer; Mark Parker, Public Works Manager SUBJECT: Approve a resolution directing staff to finalize the Fiscal Year (FY) 25/26 Street Maintenance and Rehabilitation (M+R) Project based on the 70% design and available funding and authorize the City Manager to take all actions necessary to implement the project such as issuance of bid documents.

DATE: April 7, 2026
BACKGROUND/DISCUSSION:

At the direction of the City Manager, planning, public works, and engineering staff have been working on the Fiscal Year (FY) 2025-26 Street Maintenance and Rehabilitation (M+R) Project (Project). The scope of work for the Project includes the M+R of asphalt pavement, concrete curb, gutter, sidewalk, creation of additional parking, ADA ramp upgrades, signing and striping, storm drainage improvements, and related work.

The Base Bid scope of work includes:
. Holly Street from California Avenue to Ortiz Avenue.
. Contra Costa Street from the north end at State Route 1 to Redwood Avenue. . City Hall Parking Lot, including replacement of the existing sewer line.

The Additive Alternate scope of work includes:
. Playa Avenue from California Avenue to Metz Road
. California Avenue from the State Route 1 off-ramp/Caltrans Right-of-Way to approximately 150 feet south of the entrance to the Edgewater Shopping Center.

The Additive Alternative scope of work will be designed but will only be constructed if funding allows.

Overall, the goals of the Project include:
. Implement recommendations of the City's Pavement Management Program (PMP) to improve the Pavement Condition Index (PCI) of these street segments. . Implement recommendations of the West End Parking Plan to create as much parking as possible within the Project limits.
. Comply with requirements of certain transportation funding programs, such as Measure X and SB 1 Local Roads and Streets, which require cities to establish and implement a PMP to receive funding.
89 . Improve pedestrian accessibility, mobility, and safety by constructing new sidewalks, missing segments of sidewalks, curb returns with ADA compliant ramps, and highvisibility crosswalks. . Implement requirements of Assembly Bill (AB) 413 Daylighting which improves intersection safety by prohibiting parking or stopping within 20 feet of the approach side of any marked or unmarked crosswalk.
. Aesthetically improve the Holly Street corridor which serves as an important connection between the City's downtown and the Marriott Hotel/South of Tioga development area. This includes reconstruction of certain areas of curb, gutter, and sidewalk that currently encroach into private property, and adjusting them to lie within the City's Right-of-Way.

In September 2025, the City Council approved a contract with Pavement Engineering, Inc. (PEI) to perform pavement evaluation services of the street segments included in the Project. This work was completed in February 2026, and recommendations from the pavement evaluation were used as a basis for the design of the Project.

To implement recommendations from the West End Parking Plan for Holly Street, the portion between Ortiz Avenue and Redwood Avenue will be converted from an existing two-way street to a one-way street to accommodate angled parking.

To date, the City Engineer, Harris & Associates (Harris), has prepared a 70% design of the Project, including plans and estimates, and is currently working on the 100% final design.

The Planning Manager has issued letters to certain business where existing frontage improvements will be affected by the Project. Bidding of the Project is anticipated in April 2026 with construction starting in early June 2026.

CEQA:

The proposed project is categorically exempt from the CEQA (California Environmental Quality Act) Guidelines under Section 15301 (Existing Facilities), Class 1, as it involves the repair, maintenance, and minor alteration of existing public streets, sidewalks, gutters, and utility systems (sewer), involving negligible or no expansion of existing use. Additionally, the project is exempt under Section 15302 (Replacement or Reconstruction) for the replacement of existing utility lines and structures with substantially the same capacity and purpose.

FISCAL IMPACT:

The three projects that make up the Street Maintenance and Rehabilitation project are included in the Five-Year Capital Improvement Plan (CIP) that was approved by Council on April 15, 2025. The City budgeted the following funds for these projects in FY 25/26:
$412, 000 Pavement Management Program (account 6000-704) 350000 Parkin Construction (account 6000-704)
$762,000 Total FY 25/26 Funds
The following funding will be brought to Council for approval with the FY 26/27 Budget:
90 $412, 000 Pavement Management Program
65000 Cit Hall
$477, 000 Total FY 26/27 Funds
The Implementation of the Pavement Management Program is also included in the City Capital Improvement Plan for fiscal Year 2027-2028 and 2028-2029.

RECOMMENDATION:

Approve the attached resolution directing staff to finalize the Project based on the 70% design and available funding and authorize the City Manager to take all actions necessary to implement the project such as issuance of bid documents. The final award of the contract will be brought to Council for its approval.
