1. SUBJECT: Fiscal Year 2020/2021 Annual Audit Financial Report and Single Audit.

RECOMMENDATION: That the City Council receive and file the Annual Audit Financial Reports and Single Audit for Fiscal Year 2020/2021 as prepared by Mann, Urrutia, Nelson CPAs & Associates, LLP.

(This portion of the meeting is reserved for persons desiring to address the Council on any matter not otherwise on the agenda and within the jurisdiction of the City Council.

1. SUBJECT: Warrants including Check Nos. 86217 through 86369.

RECOMMENDATION: This is not an action item.

2. SUBJECT: Payroll including Direct Deposit Nos. 56296 through 56503; Payroll Check Nos. 58359 through 58388; and Benefit Check Nos. 1768 through 1775.

RECOMMENDATION: That the City Council approve.

3. SUBJECT: Police Department Monthly Report.

RECOMMENDATION: Informational item.

4. SUBJECT: Remote City Council Meetings Under New Brown Act Requirements (AB 361).

RECOMMENDATION: If Council wishes to Continue with Remote Teleconference Meetings, Council needs to adopt attached Resolution No. 2022-29 Reauthorizing Remote Teleconference Public Meetings by the City Council and All Boards, Commissions, and Standing Committees of the City in Accordance with Assembly Bill 361.

5. SUBJECT: Military Equipment Use Policy.

RECOMMENDATION: That the City Council waive the full reading and adopt Ordinance No. 2022-04 establishing a Military Equipment Use Policy. 2 City Council Agenda

6. SUBJECT: Senior Code Enforcement Officer Position.

RECOMMENDATION: That the City Council adopt Resolution No. 2022-30 approving a new classification and setting a salary range for a full-time Senior Code Enforcement Officer position.

7. SUBJECT: Ratification of Emergency Action – Primary Clarifier Repair #3.

RECOMMENDATION: That the City Council; 1) Adopt Resolution No. 2022-31 reviewing the emergency action taken by the City Manager to make emergency repairs on Primary Clarifier #3 at the WWTP and approving the award of emergency contract without competitive bidding to Warren and Baerg; 2) Approve Resolution No. 2022-37 approving a budget amendment to the Fiscal Year 2021-22 budget to record the revenue estimation and appropriation of $105,066.00 from the Sewer Fund Balance; and 3) Authorize the City Manager to execute all related documents on behalf of the City.

8. SUBJECT: Community Center Pool Resurfacing.

RECOMMENDATION: That the City Council award a contract to San Juan Pools of Monterey, Inc. in the amount of $90,000.00 to re-surface the Community Center main pool.

9. SUBJECT: Low-Income Household Water Assistance Program.

RECOMMENDATION: That the City Council authorize participation in the Low-Income Household Water Assistance Program and authorize the City Manager to execute the Direct Payment Agreement and all other documents related to the program.

10. SUBJECT: Budget Calendar.

RECOMMENDATION: That the City Council receive and file the calendar for the development of the FY 2022-23 Budget.

11. SUBJECT: City Water System Update.

RECOMMENDATION: Informational item for water system update since last City Council meeting.

H. DEPARTMENT REPORTS

1. SUBJECT: Façade Improvement Program.

RECOMMENDATION: That the City Council approve the proposed Façade Improvement Program, with a total project limit of $100,000 for a matching grant program, limited to $10,000 for street side exterior improvements, for projects located within the Central Commercial District.

2. SUBJECT: Multi-Jurisdictional Housing Element.

RECOMMENDATION: That the City Council adopt Resolution No. 2022-32 approving participation in the Fresno County Multijurisdictional Housing Element Update and Cost Sharing Arrangement, and adopt Resolution No. 2022-33 approving a budget amendment for $10,000.

3. SUBJECT: Water and Sewer Financial Analysis and Rate Study.

RECOMMENDATION: That the City Council: 1) Award a Consultant Services Agreement for Water and Sewer Financial Analysis and Rate Study to IGService; and 2) authorize the City Manager to execute the agreement on behalf of the City.

4. SUBJECT: Landscaping and Lighting Maintenance District No. 1.

RECOMMENDATION: That the City Council: 1) Adopt Resolution No. 2022-34 accepting the Engineer’s Report; 2) Adopt Resolution No. 2022-35 of intention to levy and collect assessments for the maintenance within the Sanger Landscaping and Lighting Maintenance District No. 1; and 3) set the public hearing for June 16, 2022 at 6:00 pm.

These financial statements have been prepared in accordance with generally accepted auditing standards using the accounting principles, present fairly, in all material respects, the respective financial position ofthe governmental activities, the business-type activities, each major fund, and the aggregate remaining fund information of the City as of June 30,2021.

o The assets and deferred outflow of resources of the City exceeded its liabilities and deferred inflow of resources at June 30,2021by $73,488,545. As of the close of the fiscal year, the City's governmental funds reported combined ending fund balances of $23,616,618, an increase of $10,335,294 from the prior year. Of the balances, $712,000 is nonspendable. 920,970,724 is subject to restrictions related to various funding sources, $3,275,736 is committed, and $(1,34T,842) is unassigned.

At the end of FY 20-2I, unassigned fund balance for the general fund was $3,342,723, compared to $4,669,400 from fiscal year 2019-2020.

The total bonded debt increased by $8,094,544 during the fiscal year due to issuance of the 2020A lsase revenue bonds offset by normal bond repayments.

Other Hiehliehts:
o Auditors gave an Unmodified Opinion, which means a'oclean" audit. o Auditors identified no material weakness(es) in the City's financial statements. o Auditors identified one significant deficiency, three control deficiencies and three audit adjustments. Staff will follow the auditor's recommendation to correct the issue. o Auditors identified no material weakness(es) in the management of federal awards. o Auditors identified no findings related to the City's inclusion of the Office of Management and Budget's Federal Uniform Guidance in the City's procurement policy related to Federal awards.

The staff has followed the Uniform Guidance which was also implemented in the City's own policy.

Relative to City of Sanger's Financial Statements
In the auditor's opinion, the financial statements (referred to in their report) present fairly, in all material respects, the respective financial position of the govemmental activities, the business-type activities, each major fund, and the aggregate remaining fund information of the City of Sanger, as of June 30, 202I, and the respective changes in financial position, and, where applicable, cash flows thereof for the year then ended in accordance with accounting principles generally accepted in the United States of America.

Relative to Each Major Federal Program
In the auditor's opinion, the City of Sanger complied, in all material respects, with the types of compliance requirements (referred to in their report) that could have a direct and material effect on each of its major federal programs for the year ended June 30, 2021.

BACKGROUND:

The Administrative Services Department is responsible for facilitating the annual financial audit. The department continues to make improvements. The unmodified opinion and decrease in deficiencies from the prior year demonstrate the department's and the City's dedication to being good stewards of the City's resources, properly accounting for those resources, and seeking to continually improve. a

6 REASON FOR RECOMMENDATION:

It is required by the City of Sanger Municipal Code that the financial records be audited and accepted by the City Council each year, as well as being a prudent financial management tool. It is also required that if a city receives federal grant funds over $750,000, a single audit be conducted and filed with the Califomia State Controller' s Office.
