CONFLICT OF INTEREST:
None known.

That the Sanger City Council adopt Resolution No. 2022-57, renewing the Contract for Professional Services with the Sanger District Chamber of Commerce for Fiscal Year 20 22/2023 in the amount of $74,023, and Fiscal Year 2023/2024 in the amount $73,523, and authorizing the City Manager to finalize the agreement with the City Attorney and authorizing the City Manager to sign the agreement on behalf of the City.
EXECUTIVE SUMMARY:
The current Contract for Professional Services with the Sanger District Chamber of Commerce is authorized in the amount of $60,000 and will expire on June 30, 2022.
For renewal, Staff recommends an adjustment in funding level to account for inflation, increased cost for security and traffic control for special events, and addition on a new Downtown Event, in the amount of $74,023 for Fiscal Year 20 22/2023, and in the amount of $73,523 for Fiscal Year 2023/2024, and authorizing the City Manager to finalize the agreement with the City Attorney
163
BACKGROUND:
The City has contracted with the Chamber for many years to plan and conduct community events and activities. The City has provided the support services necessary for these activities at no cost to the Chamber. Events have been added or deleted from time to time, but the City and Chamber have remained partners in promoting and managing major public events, such as: T he Nation’s Christmas Tree City Toyland Parade, Trek to the Nation’s Christmas Tree, Blossom Days Festival, Mother of the Year, and the Community Awards Banquet, among others. These major events benefit our community and enhance Sanger’s positive reputation as a friendly and progressive community.
The Chamber also plays a key role in the promotion and support of tourism, an important activity for bringing outside retail dollars into Sanger. The Chamber has also played a role in economic development by independently and collaboratively recruiting new businesses to the City, and regularly calling on existing businesses to ensure that their concerns are heard and that their opportunities for growth and expansion are maximized.
The City bi-annually approves a contract with the Chamber. The major components of agreement include:
Scope of Service Identifies activities and events to be implemented.
Planning & Collaboration Identifies requirements for event notice, communication, quarterly reporting, and goals for Chamber financial independence, self-sufficiency and membership growth.
Financial Remuneration Identifies the contracted amount ($60,000 for FY 20/21 & 21/22) as well as in-kind contributions of City Annex use, and storage. Also identifies liability insurance and indemnification requirements.
Miscellaneous Identifies effective dates, termination procedures and other miscellaneous contract matters.
Staff recommends renewal with a two-year agreement that maintains the contracted amount of $74,023 for FY 20 22/23 and $73,523 for 2023/24. Additionally, staff recommend, the following be maintained or included:
• Maintaining the provision that the Chamber will not use City monies to engage in political activities,
• Maintaining the provision that provides the City with Chamber membership during the term of the agreement,
• Providing Quarterly reporting including financial reporting as well as event specific profit/loss, • Providing for the notice/discontinuation of in- kind use of the City Annex in the case that a future use be located at the Annex, and
• Base contract be adjusted for inflation from $60,000 to $66,523, and
• Addition of $4,000 for new Downtown event, and
• Addition of $3000 for security for special events, and
• Addition of $500 to FY 2022/23 one-time preparation traffic control plan.
Recommend FY 2022/2023 $74,023.
Recommended FY 2023/24 $73,523.
164
REASON FOR RECOMMENDATION:
The City values the programs and activities of the Chamber and wishes to continue our partnership with them in promoting the financial and social well-being of the community.
FISCAL IMPACT:
$74,023 is proposed to be included in the 2022/2023 Fiscal Year Budget.
COUNCIL OPTIONS:
Option 1: Direct staff to adjust contract and proposed 2022/2023 Budget with City Council recommend changes.
Option 2: Deny approval of the contract renewal
ACTIONS F
OLLOWING APPROVAL:
Staff will obtain the necessary signatures required to authorize renewed contact.

Miscellaneous
Chamber proposes a renewal with a two-year agreement that increases the contracted amount to $75,000 for FY 2022/24, with the option of a rolling contract, renewing each year at the rate of $75,000.00 or more, etc.
Additional Chamber recommendations include:
● Continue having local vendor preference for City-sponsored Chamber activities and events, ● More comprehensive quarterly reporting.

Sanger District Chamber of Commerce 2022-2024 Contract Proposal BACKGROUND:
The City has contracted with the Chamber for many years to plan and conduct community events and activities. The City has provided the support services necessary for these activities at no cost to the Chamber.
Events have been added or deleted from time to time, but the City and Chamber have remained partners in promoting and managing major public events, such as: The Nation’s Christmas Tree City Toyland Parade, Trek to the Nation’s Christmas Tree, Blossom Days Festival, Downtown Farmer’s Market, Mother of the Year, and the Community Awards Banquet, among others. These major events benefit our community and enhance Sanger’s positive reputation as a friendly and progressive community.
The Chamber plays a key role in the promotion and support of tourism, an important activity for bringing outside retail dollars into Sanger. The Chamber continues to play a role in economic development by independently and collaboratively recruiting new businesses to the City, and regularly calling on existing businesses to insure that their concerns are heard and that their opportunities for growth and expansion are maximized.
The City annually approves a contract with the Chamber. The major components of agreement include:

REASONS FOR RECOMMENDATION:
The Chamber values the programs and activities we provide to the Citizens of Sanger through the collaboration and support of the City of Sanger and wishes to continue our partnership with them in promoting the financial and social well-being of the community. The financial support from the City of Sanger helps offset the largest cost of putting on the events listed in this contract.
The Chamber recommends renewing on a two-year basis, providing more comprehensive financial reporting to validate a maintenance of City/Chamber partnership and funding, while also incorporating the language changes which can be proposed between the City and Chamber.
FISCAL IMPACT:
$75,000 is proposed to be included in the 2022/2023 Fiscal Year Budget.
ACTIONS FOLLOWING APPROVAL:
Following mutual approval, the City Manager will revise the agreement with concurrence and review by the City Attorney, sign the Contract for Professional Services on behalf of the City and a fully executed original will be provided to the Chamber President/CEO.
