SIGNIFICANT CALLS FOR SERVICE (Mav 20221
On Saturday, June 4,2022, at approximately 2:40am. Officers were dispatched to the area of Faller Ave. and 5th Street on a report of gun shots. Upon arrival, Officers observed that a residence in the 400 block of Faller Cir., had been struck several times. The residents were contacted and advised that no injuries were sustained. The family inside the residence consisted of an elderly couple and their adult son with no gang affiliations. They advised that they did not know why their house was targeted.
The area was searched and only a single 9mm shell casing was located in the roadway. No witnesses or additional evidence was located at the scene. a On Tuesday, June 7,2022, at approximately 2am, a Sanger PD Sergeant initiated a traffic stop near Jensen & N Street. The driver was contacted. Prior to the contact, the driver kept reaching around the vehicle and in her sweater pockets. After being told several times to stop moving around, the suspect ignored officer's commands and continued to reach in her pockets. Once an additional officer arrived on scene, the driver was escorted out of the vehicle. As she exited the vehicle officers located a fully loaded l7-round magazine in her sweater pocket. The driver was detained. A firearm, (9MM) with no serial number was in plain view sticking near the driver's seat on the floor board. The suspect also had several gang tattoos which indicated her involvement with the'oSureno" criminal street gang. The vehicle was stored and the suspect was transported to the Sanger Police Department. She was booked and later transported to FCJ.

Greg Tarascou, Fire Chief
July 17,2022
To Honorable Mayor and Council Members
Tim Chapa, City Manager
From: Greg Tarascou, Fire Chief
RE: FIRE DEPARTMENT REPORT FOR JUNE
For the month of June, the Fire Department continued to remain busy both with the Fire Division and EMS Division. ln June there were 278 calls for service for ambulance services within our area and within surrounding areas. Last year in June we ran a total of 31-1 medical-aid calls for service. At the halfway point of the year, we have run a total of L,784 medical-aid calls for service, or just shy of 10 medical-aid calls for service a day.
Crews were also dispatched to 85 requests for services for fire calls, including house fires, grass fires, building fires, vehicle fires and unintentional or false alarm calls. This total equates to 396 calls for all services in June, or just over 13 calls per day. Last year in June crews responded to 67 fire calls for service for the month. For the year, crews have responded to a total of 2,I8L calls for service since the beginning of the year, or just over 12 calls per twenty-four hours.
Chute times are measured from the time the station is notified of an alarm to the time the unit goes enroute. For the month of June our chute time remained 54 seconds, well under our benchmark of 90 seconds. Our travel time is measured from the time the unit is enroute to the time that we arrive on scene. For June our enroute time was 6 minutes, L7 seconds within the City. This is just over our benchmark of 6 minutes.
Administratively the Fire Department continues to be very active in the discussions relating to the COVID-L9 virus. Staff has participated in bimonthly conference calls with Fresno County Department of Public Health as well as other local fire and emergency medical service agencies from the CentralValley. Asoftoday, wearemaintainingalevelof protectionandpreventionasrecommendedby the FCDPH, the CDC and Ca|/OSHA. As this pandemic becomes more of an endemic, the Fire Department will continue to remain diligent in our services for our customers and our staff, however we will discontinue reporting out on COVID-L9 issues as the City's emergency order is terminated.
Additionally, the Fire Department concluded the hiring process for three new firefighters, and they began their in-house academy training on June 1-3. All three are recent graduates of a fire academy and are very eager to start their careers in Sanger. We anticipate a fourth will be given a letter of aepointment in Ju

43 Lastly your City Council in May approved the recent Social Host Ordinance relating to illegal fireworks here in the City. As Council is aware, the City of Sanger is no exception to the number of illegal fireworks that are used on the 4th of July, and this new ordinance accomplishes these efforts:
r Crafted in a manner to avoid narrow application to property owners only. . lt is designed to apply to any person who has the right to use, possess or occupy a public or private property under a lease, permit, license, rental agreement or contract. r Additionally, the ordinance could be applied to any person who hosts, organizes, supervises, officiates, conducts or accepts responsibility for a gathering on public or private property. r The ordinance does not apply to responsible parties who immediately seek the City's assistance in removing non-compliant individuals.
This new ordinance is an additional tool for the enforcement of illegal fireworks within the City and is not intended to be used to seek out violations. The Fire Department began our media campaign in June, sending out flyers in both English and Spanish to all City addresses as well as weekly social media posts and discussions about the social host ordinance at community meetings. lt is our hope that with this outreach we can help curb the number of illegal fireworks used in the City for a safe 4th of July holiday.
I am of course always available to answer any questions you have.

In2013, the State of California Water Resources Control Board (SWRCB) issued Water Quality Order No. 2013-0001-DWQ, which established Waste Discharge Requirements (WDR's) for stormwater discharges from Small Municipal Separate Storm Sewer System's (MS4's). It required small MS4's to obtain MS4 permitting through the SWRCB. The intent of the order is to prevent contamination of California's water resources from the pollutants typically found in urban stormwater runoff, including sediments, non-sediment solids, nutrients, petroleum hydrocarbons, heavy metals, trash, pesticides, herbicides, etc.
In20l6, Staff initially introduced Ordinance No. 1166 as an addition to Chapter 82, "Utilities." Beyond the adoption of the initial Ordinance, staff was working on meeting other requirements of the permit which included:
1. Conducting public outreach to inform the public about the intended uses of the storm drain system and about what prohibited or "illicit" stormwater discharges include, how to avoid them, or how to report suspected violations;
2. Completing an inventory of all existing stormwater outfalls, documenting contributing land use information, potential sources of pollution and other information;
3. Training for City employees about oogood housekeeping" methods and practices related to stormwater management;
4. Implementing procedures to assess and prioritize maintenance of storm drain infrastructure;
5. Developing and implementing new development standards to reduce construction stormwater runoff volumes, velocities and pollutants.
The proposed additions to the. Ordinance allow for the City to enforce a program to prevent construction site discharges of pollutants and impacts on beneficial uses of receiving waters, and is necessary to meet the requirements of the permit. The additions to the ordinance include:
o Construction Site Inspection and Enforcement -o Add language to Section 82-208 (a) to have an enforceable construction site storm water runoff control ordinance that includes all projects that disturb less than one acre of soil. o Post-Construction Storm Water Management Program -o Insert new Section 82-209 for Regulated projects. Identifies the regulated and non- regulated projects.

o Alternartr";":;1lilI"e

o Insert new SectionS2-2Il for Alternative Compliance.
Staff will continue to work on maintaining these program requirements and report progress to the State, as indicated in the permit.

The City is required by the State Water Resources Control Board to comply with the City's MS4 general permit. The order requires the City to obtain "adequate legal authority", which is accomplished through the attached ordinance.
Frscar,Iuplcr
There is no fiscal impact from adoption of the ordinance. The additional cost for staff time to implement the ordinance and comply with the requirements of the permit is unknown at this time.
Ar,rnnNarrvns
None. Failure to adopt the proposed ordinance subjects the City to monetary penalties from the State.

Following City Council adoption of the proposed ordinance, it will go into effect on the 31't day following adoption.

(1) Projects that create andlor replace two thousand five hundred (2,500) square feet or more of impervious surface (collectively over the entire project site), including detached single-family home projects and are located within the city stormwater service area that enter the public storm drain system, must comply with the following runoff reduction practices:
a. Limit disturbance of creeks and natural drainage features. b. Minimize compaction of highly permeable soils.
c. Limit clearing and grading of native vegetation at the site to the minimum area needed to build the project.
d. Minimize disturbance to impervious surfaces.
55 e. Minimize stormwater runoff by implementing one or more of the following site design measures:
1. Direct roof runoff into cisterns or rain barrels for reuse.
2. Direct roof runoff onto vegetated areas safely away from building foundations and footings, consistent with California building code.
3. Direct runoff from sidewalks, walkways and/or patios onto vegetated areas safely away from building foundations and footings, consistent with California building code.
4. Direct runoff from driveways and"/or uncovered parking lots onto vegetated areas safely away from building foundations and footings, consistent with California building code.
(2) The city will confirm that projects comply with site design and runoff reduction performance requirements by means of appropriate documentation (e.g., checklists) accompanying applications for proj ect approval.
(b) Performance Requirement No. 2: Water Quality Treatment:
(1) Sampling and analysis for sediment/silt or turbidity are required when the runoff from a construction site discharges directly into a U.S. body of water (not through the city storm drain system). Sampling is not required if all stormwater runoff is contained on site and allowed to infiltrate or evaporate.

(c) Performance Requirement No. 3: Runoff Retention: All projects, except detached single- family homes, that create andlor replace more than fifteen thousand (15,000) square feet of impervious surface (collectively over the entire project site), and detached single-family homes more than fifteen thousand (15,000) square feet of net impervious area, and are located in the city stormwater service areathat drains to any U.S. body of water are required to meet the runoff retention performance standards using low impact development principles and practices, subject to approval by the city.
(d) Performance Requirements No. 4: Peak Management: The city will require all projects that create and/or replace more than twenty-two thousand five hundred (22,500) square feet of impervious surface (collectively over the entire project site), and are located within the city stormwater service areathat drains to any U.S. body of water, to manage peak stormwater runoff and to meet water quality treatment and runoff retention performance standards as set forth in this section.
(e) Performance Requirement No. 5: Special Circumstances: Projects with a scope of work that have certain site and/or receiving water conditions may be defined as a special circumstances project. The special circumstances designation exempts a project from runoff retention and/or
56 peak management performance standards where those performance standards would be ineffective to maintain or restore beneficial uses of receiving waters.
Sec 82-211. - Alternative compliance.
Alternative compliance refers to water quality treatment, runoff retention and peak management performance requirements that are achieved off site through mechanisms such as developer fee in lieu arrangements and/or use of regional facilities. Alternative compliance may be allowed under circumstances of technical infeasibility, or equivalent circumstances and must be approved by the city.
Sec. 82-212. - Requirements for postconstruction.

Eligibility and Compliance:
Article 4 - Transit
Detailed rules for eligibility and compliance for expenditure of Article 4 - Transit funds can be found in the Transportation Development Act Statutes and California Code of Regulations. Generally, any legitimate Transit operating or capital expense is eligible as long as the Section 6667 compliance requirements are followed.
Article 3 - Bicycle and Pedestrian Facilities
Eligibility and compliance for expenditure of Article 3 funds are detailed in the Transportation Development Act Statutes and California Code of Regulations Section 99234.
Article 8a - Streets and Roads
The Fresno CoG Board adopted the State Controller's Office "Guidelines relating to Gas Tax Expenditure" as the criteria for determining eligibility of Article 8a, Generally, funds are eligible to be spent for any street related repair, maintenance, or construction, A copy of the Guidelines can be downloaded at h!!ps ://sco.ca.sovlFiles-AU Q/eas tax suidelines3 1219.pdf.
An audit of TDA funds expended by Article is required each year by Section 6664. Generally, Fresno COG contracts with one firm to provide a combined audit report of all non-transit funds expended by entity.
Various transit providers have the l'ransif Compliance Report done as part of their annual audit. The reports are d ue to the State Controller's Office within 180 days after the last day of the fiscal year. Fresno COG has statutory authority to extend the deadline no more than 90 days. Agencies with delinquent audit reports are ineligible to received TDA allocations until the delinquency is resolved. The initial cost of the non-transit audits is funded by Fresno COG administrative fees. Additional audit fees incurred to resolve audit findings or to provide Transit Compliance reports are charged against the agency's Article 4 & 8 apportionment the following year. ln the interest of facilitating audit requirements, the Fresno County Transportation Authority has requested that we expand the TDA audits to include Measure "C" compliance. public Transportation Modernization, lmprovement, and Service Enhancement (PTMISEA) sent to Transit Operators from the State Controller's Office and SB1 State of Good Repair funds allocated by FCOG will also be subject to the audit. lf you have any questions concerning the claim or the process, please call me at 233-4148.

The funds are being administered by the State Water Resource Control Board (SWRCB) through the California Water and Wastewater Arrearage Payment Program (CWWAPP). The CWAPP will provide one-time funding to assist with water and wastewater revenue losses due to unpaid utility bills. The program initially prioritizes customer water arrearages and has now extended to wastewater affearages with remaining funds.
The City provided information in the second allocation application request to the SWRCB for the specified period. At the time of application, 479 residential and commercial customer accounts had eligible unpaid wastewater bill debt in the amount of $143,179.60. In addition, the SWRCB allowed community water systems to request up to 3%o of the eligible arrearage amount, $4,295.39, for use towards administrative costs. The grand total requested was 5147,474.99.
Important points about the second allocation of the CWWAPP o At the time the City receives program funding, the funds will only cover the unpaid wastewater debt of the customer's unpaid balance for the specified period of March 4,2020 to June 15,202I. . There is no income qualification for the program and customers do not need to apply. o The City will credit eligible residential and commercial customer accounts within 60 days of receiving funds and in consistency with the program guidelines. o Customers will remain liable for any portion of their wastewater debt not covered by the program. o The City will offer payment plans to customers for remaining utility bill balances.
RnlsoN roR RrcoumnxtarroN
Many Sanger residents and businesses have been negatively impacted by COVID-19 and were unable to pay their utility bills due to job loss and other hardships.
Frscal Ivrpacr
Funds received will provide financial relief to customers for unpaid wastewater bills and reduce the City's sewer fund arrearages. The budget amendment to the Fiscal Year 202I-2022 is necessary, as the funds were received at the end of that Fiscal Year.
Ar,rnRNauvns
Do not approve the resolution, forfeit the funds, customers will not receive credits for the eligible unpaid wastewater portion of their utility bill and will remain liable for all remaining utility bill balance.
AcuoNs For,r,owrNc APPRovAL
City staff will record the budget amendment and will continue to apply credits to the eligible accounts. 77 ATTACHMENT 1

That the City Council approve the Side Letter Agreement between the City of Sanger (City) and the Sanger Police Officers Association (SPOA) as an addendum to the current MOU regarding a temporary adjustment to the minimum qualifications for appointment to the position of Police Corporal and authorize the City Manager to execute the Agreement.
EXECUTIVE SUMMARY:
Authorized representatives of the City and the SPOA have met to discuss the temporary adjustment of the minimum qualifications for appointment to the position of Police Corporal and have agreed to adopt a side letter agreement as an addendum to the current MOU. The side letter agreement provides that: 1) The requirement to administer a written testing procedure as required under Article 20.h of the MOU is waived for the current recruitment of the Corporal position (initiated on or about May 17 ,2022), and 2) The requirement of eligibility for a POST Intermediate Certificate at the time of application as required under Article 20.f.2b of the MOU is waived for recruitments of the Corporal position initiated between Approved by:

as a result of a recruitment conducted during this time period shall have one year after the appointment to become eligible for a POST Intermediate Certificate.
BACKGROUND:
The current MOU states that an oral and written examination must be administered as a part of the process to create a ranked list of qualified candidates for the position of Police Corporal. It has appeared in numerous MOU agreements for several years, with no knowledge of the reasons for its inclusion in the current MOU. During the most recent recruitment for the position (May 2022) a single qualified candidate was identified, therefore the creation of a ranked list is unnecessary. In an effort to increase the number of applicants for the next recruitment to fill additional vacancies at the Police Corporal rank, the requirement of eligibility for a POST Intermediate Certificate, which requires advanced college degrees for officers with less than four (4) years, would be temporarily suspended.
REASON FOR RECOMMENDATION:
Amending the MOU as recommended will allow several current officers with 3-6+ years of service to be eligible to apply for the position. The oral examination component would remain apartof the process.
The Corporal position is vital in the chain of command to assist with supervision in the Patrol Division in the absence of a Police Sergeant.

RECOMMENDATION:
That the City Council approve the Third Amendment to Agreement with Sanger Unified School District (SUSD) for School Resource Officer Services and authorize the City Manager to execute the Agreement;
EXECUTIVE SUMMARY:
The Police Department has had a School Resource Officer program in place for many years. In 2018, the City of Sanger updated the Agreement with Sanger Unified School District for the provision of School Resource Officers to Sanger school sites. That agreement was for only one year and needed to be renewed. Since that time, the agreement has been extended twice, the latest of which expired on June 30,2022. The Sanger Police Department and the Sanger Unified School District have agreed to a third extension of the SRO program agreement, through June, 2024, pending Sanger City Council approval, and Sanger Unified School District's Board of Trustees approval (meeting scheduled for July 26,2022).

98 in cost figures since the original agreement signed in 2018. In addition, the number of school days covered by the agreement will increase from 180 days, outlined in the original agreement, to 210 days, considering the District's "Summer School" programs.
BACKGROUND:
The Police Department has designated police officers to perform School Resource Officers (SRO) duties as local school sites. The SRO's work closely with school staff and interact with Sanger youth as an effort to maintain safety at the school. The SRO's investigate crime at the school and handle all matters related to public safety on the school campus. The SRO program has proven highly successful and serves to deter crime and persons from entering the campus for illegal purposes. This program also allows for SRO's to work closely with troubled or "at-risk" youth and involve various resources in the effort to steer them away from a life of drug abuse, gffigS, crime and other delinquent activity. SUSD currently utilizes two (2) SROs, one (1) each assigned to Washington Academic Middle School (WAMS) and Sanger High School (East Campus).
REASON FOR RECOMMENDATION:
The City of Sanger and Sanger Unified School District entered into an Agreement for providing School Resource Officers to the schools in the fall of 2018. This agreement was very comprehensive and clearly delineated the roles, responsibilities and expectations of each entity, and had been extended through June 30,2022. The Police Department and Sanger Unified School District desire to continue with the agreement.
This Third Amendment to Agreement extends the agreement through June 30, 2024. The safety of Sanger children at all Sanger schools continues to be a matter of highest priority for the Police Department and the School District. This agreement supports the effort to maintain safety in our schools.
FISCAL IMPACT:
With the extension of this agreement, the School District will continue to pay for the services rendered by the School Resource Offrcers

Exhibit "A" Budget Amendment
CONFLICT OF INTEREST:
None known.
RECOMMENDATION:
That the City Council approve Resolution No.2O z3r- - b'/ authorizing a budget amendment in the amount of $ 10,000 to the current Measure "S" ten-year expenditure plan for the pulposes of Paramedic training and approve Repayment Agreement between the City and Firefighter Mireles-Flores.
EXECUTIVE SUMMARY:
In the delivery of advanced life support services, the Fire Department utilizes Firehghters that are licensed by the State of California as Paramedics. Serving dual roles these individuals can be utilized either on the ambulance or fire engine to provide an advanced level of prehospital care. The Sanger Fire Department has traditionally hired Firefighters that were licensed as Paramedics before they began their career here; however, there were instances where Firefighters were only required to have the minimum requirement of an Emergency Medical Technician (EMT) certificate. The intent of this proposal is to send one of our Firefighters to Paramedic school so we can continue to provide an advanced level of prehospital care to our customers.

meeting and affirmed that this expenditure is an appropriate use of Measure "S" funds.
BACKGROUND:
Per most Paramedic training programs, potential students for Paramedic school must have at least one year of experience as an Emergency Medical Technician prior to attending Paramedic school. The Fresno County Paramedic Training Program is in affiliation between Fresno County and the State Center Community College District. The course is taught at the Fresno City College Fire Academy and requires 608 hours of didactic work, approximately 200 hours of clinical experience in hospitals and emergency rooms and approximately 480-720 hours of field intemship experience before becoming a State licensed Paramedic. This equates to approximately nine to twelve months of combined training experiences.
REASON FOR RECOMMENDATION:
Firefighter Mireles-Flores' attendance in Paramedic school will have a direct effect on the delivery of services in the City of Sanger and surrounding community by providing an additional advanced life support licensed Paramedic on the ambulance and fire engines. The cost of this training for Paramedic school is roughly l0-T5% of what the initial cost of hiring a new FirefighterlParamedic would be for the City.
Additionally with Firefighter Mireles-Flores obtaining her Paramedic license there is no promotion and she will not create a vacancy.
If the budget amendment is approved, the City and Firefighter Mireles-Flores may enter into a written agreement indicating that if Firefighter Mireles-Flores terminates employment with the City within three years, she will be required to repay the City for the $10,000 amount.
FISCAL IMPACT:
The cost for tuition from the Fresno County program is $8,820.00 with an additional $1,180.00 in books, online program access and miscellaneous fees for a total of $10,000. Additionally, there will be approximately 100 hours during the six months of Firefighter Mireles-Flores' training that will need to be covered by overtime while she attends class during the day. Lastly, with Firefighter Mireles-Flores obtaining her Paramedic license she will be entitled to the ll%o incentive pay as outlined in the Sanger Firefighters' Association Memorandum of Understanding.
ALTERNATIVES:
Do not accept the agreement and proposed budget amendment in which case Firefighter Mireles-Flores will not attend Paramedic school sponsored by the City.

REPAYMENT AGREEMENT FOR VOLUNTARY PARAMEDIC
TRAINING PROGRAM AND EXPENSES
This Repayment Agreement for Paramedic Training Program and Expenses ("Agreement") is entered into by and between the City of Sanger ("City") and Maria Mireles- Flores ("Mireles-Flores") and effective as of 2022
RECITALS
A. The City employs Mireles as a Firefighter. Mireles desires to attend the Fresno County Paramedic Training Program (o'Program") offered through the Central California EMS Agency under Fresno County on a voluntary basis. The Program is a hybrid program, where the didactic phase approximately six (6) months long and the clinical and field internship phase is another six (6) months long, and the estimated cost of the Program, including tuition, related books and materials, is approximately $10,000.00.
B. The City has an adopted employee educational reimbursement policy, but the Program does not satisf'each of the requirements for reimbursement under the City's existing policy. Nevertheless, Mireles' completion of the Program, although not directly leading to a college degree, will result in a paramedic license, and her increased training and experience will improve the level of services provided to the public.
C. Mireles has requested that the City pay for the tuition in the amount of $8,820.00 and reimburse her for the cost of the Program for the related books and materials in the amount of $1,180.00. The $8,820.00 and $1,180.00 are herein referred to as the "Repayment Amount." D. The City Council, recognizing the benefit to the City and the public if Mireles successfully completes the Program and obtains her paramedic license.
E. Mireles and the City now desire to enter into this Agreement to set forth the terms and conditions goveming the repayment to City of the cost of the Program and related books and materials.
NOW, THEREFORE, in consideration of the mutual promises and covenants set forth herein, City and Mireles agree as follows.
AGREEMENT
1. City Payment to Program. The City shall receive an invoice from the Program for the tuition portion of the Program and pay through the City's normal accounts payable processes.
2. Citv Reimbursement to Mireles. Mireles shall pay for the related books and materials, and thereafter present copies of receipts of other proof of payment therefore to the City. The City shall reimburse Mireles the actual cost of the related books and materials, within thirty (30) days after Mireles submits adequate receipts or other proof of payment to the City. 1 106
3. Mireles Repayment to Citv. Mireles shall repay the City the full Repayment Amount under either of the following circumstances.
(a) The City's reimbursement to Mireles under Section 1 may occur before Mireles successfully completes the Program. Therefore, if Mireles fails to successfully complete the Program by October 31,2023, or fails to submit proof of certification or successful completion of the Program to the City by November 30,2023, Mireles shall repay the City the full amount received from the City under Section I of this Agreement over a one-year period.
(b) If Mireles successfully completes the Program and obtains her paramedic license no later than October 31, 2023, and provides proof of licensure by November 30, 2023, then she shall not be required to repay the Repayment Amount to City unless she voluntarily separates from City employment as a Firefighter before the third (3rd) anniversary of the date she obtained her paramedic license. If Mireles voluntarily separates from City employment as a Firefighter before the third (3rd) anniversary of the date she obtained her paramedic license, then Mireles shall pay the City the full Repayment Amount received from the City under Section 1 of this Agreement. Mireles and the City Manager may agree upon repayment arrangements, provided the repayment term does not exceed one (1) year.
4. No Guarantee of Continued Emplovment. Nothing in this Agreement constitutes a commitment or guarantee on the part of City to provide employment for any specific period of time or duration.
5. Severability. If a court of competent jurisdiction shall hold that any provision of this Agreement is invalid or unenforceable, such holding shall not invalidate or render unenforceable any other provision of this Agreement.

Each of the parties further represent and declare that, prior to signing this Agreement, they had the opportunity to avail themselves of relevant information, through sources of their own selection, including legal counsel if desired, in deciding whether to execute this Agreement.
9. Entire Agreement. This Agreement is the entire agreement of the parties who have executed this Agreement with respect to the subject matter hereof and supersedes any prior agreements, negotiations or understandings. Each of these parties acknowledges and agrees that no other party, agent, or attorney of any of the parties made any promise, representation or wananty, express or implied, not set forth in this Agreement. EXECUTIVE SUMMARY:
Informational item for water system update.
BACKGROUND:
The following information is presented on water system improvement projects in various stages of development.
Well 2A - Greenwood Avenue and 1 Oth Street
Well rehabilitation was completed and initial results indicate that the well production should double from prior output. Pump testing was completed on the rehabilitated well and the pumping design point was determined to be 1000 gallons per minute (gpm) with a pumping water level of approximately l7l feet. This increase in production from prior output and deeper level of pumping from prior operations required both an extension to the pump setting depth and an upgrade to the pump itself. The replacement pump was ordered on July 7th andat the time of the writing of this report has not yet been delivered. As soon as the pump is received by the Prepared by: Approved by:

contractor, it will have an install timeline of l-2 days. Following reassembly of the pump and motor, City staff will need to work with the Division of Drinking Water to clear the well water quality protocols prior to bringing the well online. It is assumed that this can be achieved within a week once the well is reassembled.
Well 16 - 8th Street and Oualiw Avenue
At the time of this writing, the contractor has installed all underground piping and electrical equipment and is progressing on above-ground equipment improvements (i.e. electrical panels, site improvements, well discharge piping, etc.). Material delays have hindered completion of some above-ground water piping to date. These orders were placed three months ago and were to have been fulfilled prior to now, but for three successive weeks, scheduled delivery dates have been missed due to supply chain issues. Once received, the installation of these materials is very straightforward and can be completed within a couple days.
The Contractor has prioritized the setting of the PG&E electric service panel as PG&E service is a long-lead item. Inspection by the City Building Department has been scheduled and, following their approval, PG&E will be alerted to the approval and requested to sign-off as construction- ready. City Staff is utilizing its contacts within PG&E to prioritize the scheduling of the service due to the current water emergency within the City.
Well 19 - Greenwood Avenue south of North Avenue
The Drinking Water State Revolving Fund application was submitted a month ago and is in review. DR Horton has approved the form and content of the property purchase and sale agreement and Staff has requested their signature on the agreement to present to City Council.
Staff has sent draft test well specifications to a well drilling contractor and requested timelines for their availability to construct the test well once the land is acquired. The procurement for this work will be expedited under the authority granted with the emergency water declaration. Land acquisition and test well construction will be funded locally to allow this work to proceed while the funding application is reviewed by the State.
Well 22 - Jensen Avenue west of Bethel Avenue
The project construction phase is fully funded by a grant from the Urban Drought Relief program of the CA Dept of Water Resources. As of today, the representative of the property owner has approved of the form and content of the property purchase and sale agreement and Staff has requested their signature on the agreement to present to City Council. Land acquisition will be funded locally to avoid the timelines associated with acquiring property with grant funds.
Construction will be expedited to the greatest extent allowed under the funding guidelines.
At the last Council meeting, it was requested to present a general update on the water system improvements as well as to present information on the customers with the highest water demand in the City. The table shown on the following page was taken from the "Annual Report for Water Revenue Bonds, Series 2013 - Fiscal Year Ending June 30,2021", generally referred to as the "Bond Disclosures." An update to this document for fiscal year ending June 30,2022 has not yet been prepared due to recency of the fiscal year close but the data was checked against current billing information and Staffbelieves it is representative to serve the purpose for which it was requested. 110
