The City Council called their Special Meeting to order at 5:31 PM.

Absent: Mayor Pro Tem Daniel Martinez, Councilmember Esmeralda Hurtado

The Council by motion of Councilmember Montelongo approved the agenda as posted. The motion was seconded by Councilmember Melendez and approved by the following vote:
