The firm would review the applications submit a report to Council. The Council would E-1
review the report and applications and determine who to interview.

I
nterim City Manager Position. Recruitment for an interim position is generally processed through the Human Resources Office. However, it may also be outsourced. REPORT TO THE CITY COUNCIL

Subject: CDBG Funding Application for Fiscal Year 24/25 Attachment:

RECOMMENDATION:

S
taff recommends t hat the City Council confirm Staff’s direction to apply for funding of park improvements at Medrano/Olive Glen Park through the Community Development Block Grant (CDBG) program for the 2024/25 Fiscal Year.

EXECUTIVE SUMMARY:

A
pplications are due at the end of July 2023 for the 24/25 Fiscal Year cycle of the CDBG funding program through Fresno County. Staff proposes to submit for funding a project to construct park landscaping, irrigation, trail and/or other improvements at Medrano Park/Olive Glen Park.

BACKGROUND:

T
he CDBG program is a federally assisted program administered under the Department of Housing and Urban Development (HUD), which began in 1974 and has focused on addressing housing and community development needs of low and moderate income (LMI) neighborhoods. The County of Fresno receives an E-2

\\nas1\shared\Forms & Templates

annual allocation of CDBG grant funds from HUD and makes a portion of these grant funds available to each of its participating cities based on the same HUD formula by which the County receives its funding.

Each City participating in the County’s CDBG program is invited to submit activity proposals for its portion of the CDBG grant funds. The seven participating cities are Fowler, Kerman, Kingsburg, Mendota, Reedley, Sanger, and Selma. See the attached program description for the list of activities eligible for the funding (Attachment 1). Also attached is a map showing the eligibility areas for CDBG funding of public improvements (Attachment 2). This map has changed in the last few years and the project eligibility area is smaller than it was in past years, with the vast majority of the eligible area lying east of Academy Avenue.

Prior to the 18/19 fiscal year, the City of Sanger had long participated in the County program, with a focus on streetlight installations in infill areas between the 12/13 and 17/18 fiscal year. Following these six straight allocations to streetlight installation projects, the Council provided direction to Staff to pursue a multi-year project to install sports lighting at Cesar Chavez Park which, after a three-year hiatus from the County program and applying unsuccessfully at the State level, is now in its initial stages of development, and will utilize CDBG funding through the 23/24 fiscal year.

For the 24/25 cycle, it is estimated that the City would receive approximately $250,000 in CDBG funding. To develop a recommendation for a project to utilize this funding, Staff has reviewed the adopted 5-Year Capital Improvement Plan (CIP) (Attachment 3). When analyzing the eligible project activities, eligible project areas, total amount of funding and the timing of the funds, Staff came up with a list of the following potential projects which have been previously considered and approved by the Council with the CIP:

1. Transportation Project T -29 – Faller Avenue Reconstruction from Almond to Annadale – Estimated at $250,000 and originally planned in the CIP to commence in 25/26.

2. T ransportation Project T -31 – 4 th Street Reconstruction from Academy Avenue to O Street – Estimated at $260,000 and originally planned in the CIP to commence in 25/26.

3. T ransportation Project T- 39 - K Street – Edgar to Cherry; and Cherry Avenue – K Street to J Street – Estimated at $365,000 and originally planned in the CIP to commence in 27/28.

4. P arks & Recreation Project PR-8 - Medrano Park Improvements – Estimated at $400,000 and originally planned in the CIP to commence in 27/28.

It should be mentioned that these listed projects were initially all planned to commence beyond the 24/25 fiscal year due to assumed availability of funds from other sources. They have been included in the potential recommendation list here because of the relative size of each project and location within the eligible area of the City (see Attachment 4). In development of the CIP, it was difficult for Staff to know in which primary improvement program (i.e. transportation, water, sewer, parks, etc.) to plan the CDBG funding, due to the program’s wide range of eligible activities. As such, it is currently assumed that there will be sufficient funding in other programs to fund the projects currently planned for FY 24/25 in the CIP if the Council wanted to consider any of the above -listed projects . However, for the Council’s information, there are two projects currently planned in the CIP in 24/25 which should be eligible to utilize this CDBG funding. These are:

1. Transportation Project T -21 – Jensen Avenue Reconstruction from Faller Ave to L Street – Estimated at $825,000 and originally planned in the CIP to commence in 24/25.

2. T ransportation Project T -24 – Geary Avenue Reconstruction from Academy to Harrison Avenue – Estimated at $625,000 and originally planned in the CIP to commence in 25/26.

These projects aren’t on the primary recommendation list because they are already planned to be funded

\\nas1\shared\Forms & Templates

from separate sources and their budgets well exceed the available amount of CDBG funding. That said, if Council chose, the CDBG funding could be pledged against these projects, with the remaining funds needed to construct to come from the City’s various Streets fund accounts.

Staff’s recommendation would be to fund park improvements at the existing park(s) located at the southwest corner of 8
th Street and Quality Avenue (Attachment 5). Medrano Park and Medrano Basin were developed in the mid-90s with the adjacent subdivision known as Orchard Estates. The property to the east remained vacant until the development of the Olive Glen Subdivision in 2018/2019. The area south of 8th Street, north of 9th Street and west of Quality Avenue had originally been dedicated to the City with the approval of the final map for the subdivision in the mid- 2000s. During the process of development of the open space/park on this lot, the City decided to build Well No. 16 on the northerly part of the property. The developer was directed to develop the southern half of the lot as previously planned, while the City would complete the northern half at some point following the completion of Well 16, which is now done.

When planning Well 16, Staff reviewed possible improvements at the park site, including completion of the landscaping and irrigation in the park, completing the street frontage landscaping along 8 th Street and
Quality, planting trees in the basin area for view screening, building a pedestrian trail segment just east of the basin fence with exercise equipment, and other such improvements. If Staff’s recommendation to utilize CDBG funding for park improvements in this area is approved, Staff would develop a site plan for approval prior to commencing any design activities at this site.

REASON FOR RECOMMENDATION:

Staff’s recommendation is based on several criteria:

1. The project is included in the adopted CIP;

2. Funding opportunities for park improvements can be limited, while street repair and maintenance funding is generally more available;

3. The park space in this area is currently unfinished and there is no confirmed source of funding yet to complete the improvements (note that the “Potential Funding Source” column in the CIP notes “GF (General Fund)/Grant”;

4. The CDBG eligible project activities and area map indicate eligibility for the proposed improvements.

FISCAL IMPACT:

The CIP stated that the park improvements were estimated at $400,000. Since the full scope of improvements has not been fully identified without an approved site plan, this number was a placeholder to indicate scope and scale. If approved, Staff would work to identify a probably scope to most fully utilize the $250,000 in CDBG funding, including the use of additive or deductive alternates, as needed. If any additional matching funding were to be utilized, this would be brought back before Council at a future time.

ALTERNATIVES:

The Council could direct Staff to pursue any of the other project options listed in this report, or other project which fits the eligibility of the CDBG program.

ACTIONS FOLLOWING APPROVAL:

Staff will prepare and submit the application to the Community Development Division of Fresno County

\\nas1\shared\Forms & Templates

after which time County staff will review and submit back to the City an “Eligibility Confirmation Letter.” The City must hold the Public Hearing to formally approve the projects by September 30, 2023.

Evidence of the Public Hearing must be submitted to the County by October 13, 2023. After that, the County will begin its environmental review and preparation of the draft agreements for the funding with a final Agreement ready for project initiation by September of 2024.
