For the month of December, there were 255 calls for service for ambulance services within our area and within surrounding areas. Crews were also dispatched to 58 requests for services for fire calls, including house fires, trash and warming fires, building fires, vehicle fires and unintentional or false alarm calls. This total equates to 313 calls for service in December, or just at L0 calls per day.
Chute times are measured from the time the station is notified of an alarm to the time the unit goes enroute.
For the month of December our average chute time was measured at 58 seconds, well under our benchmark of 90 seconds. Approximately 86% of the time our crews have a chute time of less than 90 seconds. Our travel time is measured from the time the unit is enroute to the time that we arrive on scene. For December our median enroute time was 5 minutes, 38 seconds within the City. This meets our benchmark of under 6 minutes within the City. Our total call time for the month of December at the 90th percentile was measured at L hour and 30 minutes per call. lt is also important to note that this time for December equates to L5 hours outside of the station in a 24-hour period, or 63% of the day crews are on a call for service. ln December we were in full swing with plan development for the Fire Station Remodel Project. The contracted Design/Build Entity (DBE) Diede Construction has already submitted 3O%, 6O% and 90% completion of plans for the project. Once the full set of plans are delivered to the City, we will work with our contracted plan check review team CSG Consultants to expedite the plan review and return to the DBE. Once the full set of plans are approved, we anticipate permits being issued and work commencing likely toward the middle or end of February.
December also kept the Fire Department busy with the holiday events around the City. We were involved in the annual Holiday Parade downtown, the Trek to the Tree and Santa's visit to Brehler Square. The Association partnered with the Police Association to hold their annual toy drive that provided gifts to several families in need and is always a great event. Lastly we completed promotional examinations for Fire Engineer and Lieutenant and will have their pinning ceremony on January 12.
I am of course always available to answer any questions you have. 50 For the Meeting of: January 18,2024

Enrollment in Maintenance Program with Surveillance Integration Service Agreement
CONFLICT OF INTEREST:
None known.
RE ATION:
That the City Council:
1) Approve agreement with Surveillance Integration for the enrollment into a three-year full- service customer protection plan from Surveillance Integration in the amount of $69,599.13; and
2) Approve the expenditure of $36,000 from Measure "S" to complete the cost for the agreement.
SUMMARY:
Sanger Police Department has purchased a total of $247,921.35 in equipment and services from Surveillance Integration since 2021. Once we extrapolate equipment with a life expectancy, we have $168,276.60 of cost exposure to the department. Equipment purchased in 20212 $85.469.20, M $28.902.20^ and 2023: $53.905.20. This totals $168,276.60 in purchases of equipment which does have a limited life expectancy. Labor is not included.

51 Key points:
1 . Most of the equipment installed in 202I came with either a Z-yr or 3 -yr manufactures warranty.
2. Most of the equipment installed in2022 came with either a2-yr or 3-yr manufactures warranty. 3 . Most of the equipment installed in 2023 came with a 1 -yr 2-yr 3-yr manufacturing warranty. (in 2023, most equipment was related to Access Control / wireless) By entering in the full contract for 3 years, we will save a combined discount of $9490.79. The total for the service contract will be 879,089.92 not including the discount and $69,599.13 with the discount for the full 3 year upfront.)
BACKGROUND:
As the equipment we have had installed dating back to 2021 starts to have the warranty's lapse, it would be prudent to ensure if we have an equipment failure, we can get our tools back on line and our investment protected. As noted above we have expended almost $170,000 in equipment all with a known life expectancy.
REASON FOR RECOMMENDATION:
The Sanger Police Department is requesting to expand our Avigilon system to be maintained and serviced by Surveillance Integration of Fresno. They are a proven integrator who performed the original update and installation of the Avigilon system at the Sanger Police Dept. The system also is used by Parlier, Orange Cove, and Selma Police Departments. Since offenders from our neighboring cities also commit crimes in Sanger and vice versa, use of this system will also allow investigators to assist one another in investigations. As our system continues to grow, we want to have it protected so our investment is protected.
FISCAL IMPACT
The full cost of the program is $69,599.13. We will need an additional $36,000 from Measure S to be used in conjunction with our existing funds in our Measure S Surveillance Camera Account ($34,056.92) to cover the total cost of the maintenance program of $69,599.13. The funds are available in Measure S and any offset could be reallocated from the patrol car line item. \\nas I \shared\Forms & Templates

Rehabilitation of Clarifier No.2 - WWTP
Attachments: 1) W.M. Lyles Co. Invoice
2) Work Authorization and Agreement
CONFLICT OF INTEREST:
None known.
ATION:
Staff recommends that the City Council authorize the payment for the rehabilitation of clarifier No.2 to W.M. Lyles and authorize the City Manager to sign all purchasing related documents.
EXECUTIVE SUMMARY:
The city currently operates domestic and an industrial waste water treatment plant at the City's Corporation Yard. Recently the clarifier affns on clarifier No.l were deteriorating and need of repair.
Staff received a quote from W.M. Lyles for the repair in the amount of $27,000 which was a budget number and any additional work was to proceed on a time and materials basis. Once they started the work, staff determined additional work was needed on clarifier No.2 as well. W.M. Lyles provided an amendment for the additional work and the total amount exceeded the City Manager's purchasing limit.
This was not emergency work but W.M. Lyles was mobilized on-site with all the appropriate equipment.
Clarifier #l and #2 are nearly identical and instead of getting additional informal bids, staff decided to amend the existing contract on a time and materials basis.

60 BACKGROUND:
The city operates a domestic and industrial waste water treatment plant at the City's Corporation Yard.
Recently the clarifier No.l arm needed rehabilitation. W.M. Lyles provided a quote for the work on the clarifier arm No.1. Upon inspection of clarifier No.2 it was determined that preventative maintenance was needed there as well. The original agreement was amended and the work was on a time and materials basis due to the nature of the equipment. The total amount for the work performed and the materials used was $82,824.55 which exceeds the City Manager's purchasing limit of $29,500. Staff is seeking City Council's approval to pay the contractor for the work performed.
REASON FOR RECOMMENDATION:
The clarifiers are a critical part of the domestic effluent treatment process. The units are aged and failure of either unit could result in raw effluent spills at the treatment plant.
FISCAL IMPACT:
The total fiscal impact of the repairs is $82,824.55. There are funds available in the Sewer Fund account number 621-070-501-7230. The City Manager's purchasing limit is $29,500 before City Council approval is required.
ALTERNATIVES:
The work has been performed.
ACTIONS FOLLOWING APPROVAL:
The City Manager will sign the appropriate purchasing documents and staff will process the invoice. 61 ATTACHMENT 1

This means that, after a court hearing, your property could be sold by a court officer and the proceeds of the sale used to property. This means that, after a court hearing, your property could be sold by a court officer and the proceeds of the sale used to satisfy the indebtedness. That the City Council authorize Out of State travel for City Manager, Community Development Director Brletic, Mayor and Mayor Pro Tem, to attend the ICSC LAS VEGAS convention in Las Vegas, NV on May 19, 2024 through May 21,2024.

event will be held in the Las Vegas Convention Center in Nevada. City Manager, Community Development Director Brletic, Mayor, and Mayor Pro Tem attended ICSC LAS VEGAS in May 2023.
Staff is proposing attendance by City Manager, Community Development Director Brletic, Mayor and Mayor Pro. Attendance by four representatives will provides flexibility for staff to schedule as many meetings as possible and maintains continuity with City of Sanger's representation at the conference. The City cunently has marketing needs to address business within the existing City limits, including the newly annexed North Academy Area.
REASON F'OR TION:
Job creation and expanding and strengthening the economic development within the City of Sanger remains a high priority and goal of the City Council. Attending the conference provides the opportunity for the City of Sanger representatives to meet shopping center industry executives and retail developers to inform them of the opportunities and incentives to build or relocate to Sanger.
The attendance to the ICSC LAS VEGAS 2024 was authorized and approved through the 202312024 budget adoption process. The City's Travel Policy requires any travel that occurs out of state be brought before the City Council for approval. The ICSC LAS VEGAS 2024 Conference will be held in Las Vegas, Nevada, therefore requires out of state travel approval.
FISCAL IMPACT:
The total estimated fiscal impact related to this travel is $8,500-$9,600 which covers the expense of food, lodging and travel for all three city staff representatives/members. Sufficient travel funds have been budgeted for this cost within the 202312024 fiscal budget.
ALTERNATIVES:
1. Do not attend ICSC LAS VEGAS2024.
2. Authorize a reduced number of attendees to attend.
ACTIONS FOLLOWING APPROVAL:
1. Confirmation of travel arrangements and accommodations. 126

EXECUTIVE SUMMARY:
Staff presented an update on the Sanger Youth Council to the Sanger City Council on December 7,2023 and requested that the City Council consider making some changes to the Municipal Code. After the start of the Youth Council in 2018, it was determined that the terms were too long and there was a lot of tumover on the youth Council. Staff is now working with the City Attorney to draft the new language to amend Ordinance 2018-03 to better meet the needs of the Youth Council. Staff has met with SUSD Activity Directors from both high schools and they have already established a list of interested students.
BACKGROUND:
On August 2,2018 the City Council unanimously adopted Ordinance 2018-03 effectively creating the Sanger Youth Council. A copy of the ordinance is attached to this staff report The Youth Council operated successfully until the COVID-I9 pandemic was declared on March 22,2020. The Governor of Califomia ended the State of Emergency officially in Califomia on February 28,2023. Since then, staff started back up the process of bring the Youth Council back.

Parks and Recreation staffhas now met with the two Activity Directors from the two high schools. They reported back to the school liaison and crty staff is waiting on confirmation. Staff and the Activity Directors already have compiled an extensive list of interested students. The proposed changes to the Municipal Code will allowthe Youth Council to resume immediately after adoption by the City Council. The students will serve a partial term ending July 3 I , 2024. Following that date, the new Youth Council will be selected and put in place for a one-year term. Staff will have the changes to Ordinance 2018-03 at a subsequent City Council meeting.
REASON FOR RECOMMENDATION:
The City Council adopted Ordinance 2018-03 on August 2,2018 creating the Sanger Youth Council. The Youth Council had to be halted once the pandemic was declared. During the period the Youth Council was active it was determined that the terms needed to be only one year to better meet the needs of the students.
F'ISCAL IMPACT:
There is no fiscal impact.
ALTERNATIVES:
The City Council can decide to make additional changes to the progftIm or cancel the program altogether.
ACTIONS FOLLOWING APPROVAL:
This is an informational item only. Staff will continue to prepare for the selection ofthe eight Youth Council members and commence with regular meetings once the ordinance amendments are adopted. 128
